This document discusses a UN initiative for green procurement in the health sector. It aims to lead by example through reducing the environmental burden of the health sector. The initiative has three main outputs: 1) Establishing evidence-based standards for green procurement in health, 2) Training procurement officers and practitioners, and 3) Engaging stakeholders. It aims for transformational change by setting green procurement guidelines, implementing $3 billion in green procurement, and engaging purchasers and suppliers. Examples of low-hanging fruits include phasing out mercury and PVC, which have cost-effective alternatives and environmental/health issues.

On 22 February 2022, Shardul Agrawala of the OECD Environment Directorate gave a presentation of the report "Global Plastics Outlook: Economic Drivers, Environmental Impacts and Policy Options" including its key findings along with four key levers to bend the plastics curve. This Outlook is the first report to comprehensively take stock of current plastics production, use and waste generation, uncover the underlying economic drivers and map the related environmental impacts on a global level. The report intends to help decision-makers understand the direction in which we are heading and assess which policies can support a more sustainable and circular management of plastic materials.
This was followed by a panel discussion with Prof. Roland Geyer, University of California, Santa Barbara, Bren School of Environmental Science & Management and Miranda Schnitger, Government Lead, Ellen MacArthur Foundation, with a Q&A session with Peter Borkey, Maarten Dubois and Elisa Lanzi, OECD.

The Global Forum on Environment discussed the challenges posed by chemicals, provided knowledge on effective and sustainable policies for the sound management of chemicals. Together, leading actors in the field of chemicals management promoted effective engagement, collaboration and action on the sound management of chemicals and waste. The speakers included regulators and policy makers in charge of chemical safety in OECD member and partner countries as well as relevant stakeholders from International Governmental Organisations, private industry organisations and companies, civil society, philanthropies and more.
Session 2.2 focused on the concept of safe-by-design which aims to prevent negative impacts on human health and the environment, by considering safety aspects early in the design process of chemicals, materials and products. It also enables the transition towards a circular economy, which requires inherently safer materials that maintain their quality through multiple material cycles, including repair, reuse and recycling.

SPHS Virtual Session: Promoting Sustainability through Elimination of Plastic...UN SPHS
Modern health care facilities produce large amounts of solid waste: disposable medical devices ranging from IV tubing to single-use medical devices and electronics, cleaning and disinfection products, bandages, food waste, and more. It is estimated that 25% of the waste generated by a hospital is plastic. Moreover, it is estimated that some 15-25% of the total health care waste stream contains some form of biological, chemical, radiological or other hazards.
This virtual session discussed the opportunities and challenges of plastic elimination in the global health sector through good practices in Viet Nam and the Philippines, and ultimately collaborate in raising awareness of and acting on these issues.

agreement between governments to ban products using
mercury by 2020

7. • PVC in health care causes a number of problems for health and
the environment:
– Manufacturing: high energy consumption and increased rates of cancer and other
illnesses
– Usage: to be usable it has to be softened with phthalates: DEHP (most common)
which has shown reproductive toxicity
– Disposal: Poor waste incineration may generate and spread toxic dioxins
• Alternatives exist for devices, and are available at equivalent cost
• Example: Stockholm County Council started to procure PVC free
gloves 20 years ago, avoiding 200 tonnes of PVC every year. Now
they are not more expensive than PVC gloves
