This workshop presents a qualitative analysis of the experiences of living in a shelter for women who have suffered domestic violence. It was analyzed their experiences from five different dimensions: (i) the shelter as an institution ; (ii) the motivations and expectations to be accepted and the first days of sheltering, (iii) feelings of change and prospects for the future; (iv) establishment and quality of interpersonal relationships amongst women and between them and the technical staff; and (v) the importance of organizational empowerment for women in the shelter.
The empowerment and participation of women in shelters, often collides with the need of the organization to maintain order and control. The decision making is only in the hands of the technical staff. It is important to analyze the current models of intervention in these areas and whether they are actually promoting the empowerment and take into account the perceptions of the women who live there.

Women's economic empowerment refers to the ability for women to enjoy their rights to control and benefit from resources, assets, income and their own time, as well as the ability to manage risk and improve their economic status and well being. While often interchangeably used, the more comprehensive concept of gender empowerment refers to people of any gender, stressing the distinction between biological sex and gender as a role. It thereby also refers to other marginalized genders in a particular political or social context.
The U.S. Agency for International Development (USAID) is committed to providing development assistance that improves the lives of women, men, and children around the world. USAID has a special interest in the advancement of women worldwide. Women’s health, education, economic opportunity and human rights are at the core of successful, stable societies and economic growth.
One of the fundamental principles of the Department of State/USAID strategic plan is that “all citizens, men and women, are vital to meeting the critical challenges of today and reaching the goals of equality, peace and security.” USAID’s commitment to the full inclusion of women dates back to 1973, when the United States Congress passed the “Percy Amendment” to the Foreign Assistance Act, requiring that particular attention be given to integrating women into national economies to improve the status of women and to assist the overall development effort.

major say in how their spouses' earnings are used.

Only two-thirds of girls and three-fourths of boys age 6-17
years are attending school. The sex ratio of children
attending school is 889 girls per 1,000 boys.

Forty-one percent of women age 15-49 have never been to
school.
Educational attainment remains very low: even among the
20-29 age group, only 27% of women have 10 or more
years of education.

every age group.
• About 71 per cent of women are exposed to media
as compared to 88 per cent in case of men.
• Twenty nine per cent of women do not have
access to media regularly. Since it is an important

the relatively disadvantageous position of women
in relation to men with regards to empowerment.

About two in five currently married women age 15-49 have
experienced spousal violence in their current marriage, and
among women who have ever experienced such violence,
more than two in three have experienced violence in the past
year.
ď‚· Recent experience of spousal violence varies little by marital
duration, but, as expected, ever experience of spousal
violence increases with marital duration.
 Higher education and wealth consistently lower women’s
risk of spousal violence;and husbands’ consumption of
alcohol and having a mother who was beaten by her spouse
significantly increase the risk.

• The Department of Women and Child Development has been
implementing special programmes for the holistic development and
empowerment of women with major focus to improve their socio-
economic status. There has been policy shifts from time to time based
on the shifts in emphasis.
• The year 2001 was declared as “Women’s Empowerment Year” to
bring greater focus on the programmes for women.
• A programme of Support to Training-cum-Employment for Women
(STEP) was launched in 1987 to strengthen and improve the skills for
employment opportunities for women below the poverty line, in
traditional sectors of agriculture, small animal husbandry etc where
women are employed on a large scale..
• Swayamsidha launched in March 2001 and the Swa-Shakti Project
(earlier known as Rural Women’s Development and Empowerment
Project), launched in October 1998.
