• We've recognized an important problem with geospatial
(open) data licencing…
– There exist different licences and it is not easy to combine data from
various sources with different licences, especially then in the open
data domain when data can be re-used.
– As an example, how to handle licences of a combination of
OpenStreetMap and Corine CLC data ?
– Both licences are open, however, there are some differences…

The Challenges in 2014…
• However, after the big FLOODS (2002) in Saxony and at Halftime
of the INSPIRE (2007-2019) realization the most problematic field
is the CROSS-BORDER CONNECTIVITY and SEMANTIC INTEROPERABILITY
of Data, Services and Applications of an effective creating and
licensing of OPEN APPLICATIONS for Agriculture, Forestry,
Infrastructure and Environment by public administrations, as well
as by private GeoSME’s in a transparent and participative way !
• Therefore, this year the GI2015 – (Seminar) – FORUM ...
• The “15th Sächsisches GI/GIS/GDI Forum”
– ... is intented for supporting the inter-regional exchange of
experience and information mainly at local, regional and, especially,
cross-border levels !
– GI2015: Finally, we have Seminar Participants from:

The Vision: X-border-SDI for EUROREGIA‘s

The term "Euroregion" does not always clearly show the differences in aims and
objectives, if they exist at all, compared with other transfrontier structures which are given
different names. Moreover, the legal frameworks within which the "Euroregions" operate
exhibit such a wide variety of forms that it is difficult to clearly associate one particular legal
framework with the term "Euroregion".

2003  The EU Directive 2003/98/EC on Public Sector Information was announced !

2002 – 2004: INSPIRE Visions…
• After revival of GI2000 concept in Dublin 2002 and INSPIRE initial
approval by 3 Commissioners in 2004, as well as the adoption of the
new INSPIRE Directive later on in 2007, the geopolitical decision
process moved slowly not only in European Member states, but also
in Saxony approving its legal act of GI Law in 2010…
• Finally, the INSPIRE Data and Service Sharing Guidelines of the
European COMMISSION REGULATION No 268/2010 of 29 March
2010 had been published at April 28th 2010.
• This Regulation is aiming to introduce open access conditions to
spatial ( planning ) data sets and services for the EC institutions
and agencies in order to give them the opportunity to harmonize and
integrate geodata for environmental and spatial planning supplied from
all Member states in a standardized syntactic and semantic form.

2004: NNR  INSPIRE barriers…
• But, one of the main barriers and important challenges are the
INSPIRE semantic geodata harmonization and geoservice
integration of national Infrastructures of spatial data & services
across institutional & regional and national state borders !!!
• These challenges seem to be obvious from a cartographic viewpoint
since its very beginning and has been the focus behind our
traditional awareness GI2000 - GI2010 Strategy Seminars and
Symposia in Dresden/Saxony, as well as the foundation of IGN e.V.
(the Innovation. Cross-border-Network) Association in 2002/2003
(see Proceedings of GI2010-Symposium-DRESDEN, pp. 38-40).
• EU-FP6-Project “NaturNet+Redime” (NNR) lead by CCSS (Praha)
was a first step to proof the barriers for X-border-SDI still existing in
EU and tested by IGN since 2005… => RegionalPlanung RADEBEUL ... !?

The German GeoLizenz… 2013
• The German Association „GEOINORMATIONSWIRTSCHAFT“ (GIW) as a private
initiative created in total 9 ( ! ) different models for re-using and licencing of
geodata [ http://www.geolizenz.org ] as pilot project to provide until 2016 Public
Sector Informationen (PSI), among them GeoData have a special role to play as
thecommon reference for economy and is of importance for private GEO Industry !
• But, the German Chapter of „OpenKnowledgeFoundation“ Network
(OKFN) complaint and refused these so-called unique GEO-Licences…
