Smart City?
Rio’s problem
The solution
The perspectives

2
A Smarter City is one that can balance its
social, commercial and environmental
needs while optimizing the resources it
has available for the benefit of its citizens.

It understands that it is a system of
systems.

Rio: Much more than a beautiful
city
• Famous for its landscapes and beaches;
• The biggest and most famous carnival of the world with
two million people on the streets per day;
• Receives more visitors per year than any city in South
America with 2.82 million international tourists a year;
• Approximately 6.3 million people;
• Second largest city of Brazil;
• Third largest metropolitan area in South America;
• 6th largest in the Americas and 26th in the world.

5
But…
Every summer, the city has to handle the consequences of an
intense raining season, such as floods and landslides!

Pollution and traffic congestion decrease life quality of population.

6
…and issues that are not different from most larger
cities statistics are critically high and rising (drugCrimes
related, kidnapping threats and others).

Coordination of all information and government departments are
the greatest challenges.

7
An Innovation Discovery Workshop provided the
veichle for understanding and solving issues
Building a sustainable roadmap to become a Smarter City, Rio
investigated initiatives in the areas:
•
•
•
•
•

Emergency Management (Rain, Landslide, Mudslide, Flood)*
Public Health
Tourism
Transportation
Urban Revitalization

* Initial focus area

8
Where to start? If we want efficient emergency
management, we are faced by a number of issues
Disconnected
Incident
Management
Limited intelligent
response

Lack of situational
awareness

STOP

City operations
Lack of visibility inhibits the
delivery of an optimal response
which can increase budgets,
create redundant resource
requirements, and lengthen the
time to resolution

9

Cross-department
collaboration
challenges

Big Data impacts
Can we dream up a machine that…

Collects
data
Has the ability to
communicate with
anything, read data from
anywhere in any thinkable
format across all domains

10

Provides
insight
Is able to anticipate
problems through
analytics, sort out the
unneeded and be able to
identify problems that need
human intervention or
decision

Coordinates
resources &
response
Does perform cross-domain
and cross-organisational
coordination of
resources, handles the
response and ensures
completeness

• 1 km2 resolution
• Prediction of
rain, precipitation, clouds, win

• Indication of possible flood
hotspots in the city

Fusion Center Based

Intelligent Response
Based

No real technology needed, map , pins, paper
and a phone

Representatives from different domains are
located in the same place

Information from different domains solutions are
integrated by an international standard

Solution is based on the skill of the operators on
hand at the time on the incident

AVI and communication technology can be
shared

Responses to an event can be cross referenced
with additional information and resources to
ensure most optimal response

Has no ability to share information unless you
are in the room

Main method of communication is preformed
face to face (f-2-f)

Information can be readily share with all ( 1st
responders ,operations, exec)

Tracking of activities steps is impossible as
actions are preformed without logs

Each domain has their own closed loop system
with little or no integration

Response tracking is possible in real time and
for continual improvement

As collateral is generated to record information ,
clutter can overwhelm response effort.

Cross domain management must happen at f-2-f
communications, which can generate misses

Predetermined Standard operation procedures
(SOP) can operate across domain information

Up scaling can only be achieved by adding more
physical resources but can also add to clutter

Operational response must can be problematic
as the responses from each domain must be
synchronized via f-2-f

Intelligent Response can evolve and protect
against organizational memory loss .

So…, what happened? What was the outcome?
Integrated Management of the City. Having a consolidated /
organized systems and processes the city can act fast when
incidents happen and even anticipate / predict situations to be
proactive
Save Lifes !
Build Credibility with the Population (Mayor Paes was re-elected
with the highest score in all capitals in Brazil).
And... IBM was the only company that receved the city key
“IBM receive a key to the city of Rio de Janeiro from mayor
Eduardo Paes. IBM became the first corporation to receive
the honor following the successful launch of the Rio
Operations Center. IBM is hosting its Smarter Cities Forum
in Rio today to help government and business leaders learn
how to tackle the challenge of mass urbanization.” (09 Nov
