National governments have varying levels of awareness of the benefits of EU initiatives like INSPIRE and PSI Directives. Their readiness to meet legal requirements and engage constructively also depends on the initiative and how mature their processes are. For example, awareness of PSI benefits is highest while REFIT is lowest. Organizational readiness levels range from high for eGovernment to some remaining challenges for PSI in practice. National governments are generally willing to discuss these initiatives through cross-sectoral groups but face difficulties from differing timelines, priorities, and information flow coordination within and between member states.

PSI Directives, REFIT Programme
Heterogenous awareness about above initiatives:
•Benefits awareness on legislation level
• PSI - highest
• INSPIRE – relatively high
• REFIT - low
•Benefits awareness on practical level
• PSI – central register of contracts, business register, OGP
• INSPIRE – availability of metadata, data and services
• REFIT – environmental reporting

4. 2. Are national governments ready, from
an organizational point of view, to cope
with the legal requirements?
Level of readiness depends on the area and level of maturation:
•eGovernment – High priority, but just on the initial (quite abstract) phase,
dedicated legislation, sementicaly driven. Questions remains with the
preparedness of the administrations on all levels, administrative burden, EU
funding roadmap, value for the money
•INSPIRE – Centralised coordination structure already established. Synergy with
eGov and Open Data legal requirements will be needed (07.09.2017, 9:15, Room
Amsterdam). Higher attention will be required on regional and local level.
•PSI – Public administration adopted required measurements, but in practical level
some challenges still remains (proactive publication of data, General Data
Protecion Regulation - GDPR)
