19. When a specialist curriculum is on offer, we proposed that the non-
specialist curriculum will normally be inspectors’ primary
source of evidence when reaching a judgement on quality of
education.

Inspection of specialist curriculums
Evidence from the specialist curriculum will be
considered if a school chooses to deliver a
substantial number of the required subject
areas through the specialist curriculum, or if the
non-specialist curriculum provides insufficient
evidence.

What we are doing in response
We have updated the inspection handbook to:
▪ make clear that when schools offer a specialist curriculum,
inspectors will work with leaders to understand how
the curriculum as a whole is structured and where they
can evidence that the quality of education criteria are
demonstrated
▪ clarify that the section on the specialist curriculum is not
intended to describe the approach we will take to
inspecting independent special schools. There is a
separate section in the handbook that sets out how the EIF
will apply to independent special schools.

us to carry out additional inspections, we
check whether the ISS are met but do not
make new graded judgements.
▪A school retains its previous graded
judgements, even if it has improved and is
now meeting the ISS, or has declined and is

for providing high-quality, inclusive education and
training to all.

28. SEND considerations continue to be an important aspect of
inspection. Feedback has helped to make this aspect stronger.
Revisions made to inspection handbooks about what
inspectors will take into account include:

▪ complex vulnerabilities of some pupils, which may
mean additional safeguarding challenges
▪ whether reasonable adjustments have been made
▪ the starting point for SEND pupils
▪ expectations for pupils achievement
▪ expectations when looking at behaviour and
attitudes.

Early years in schools
Education inspection framework: the consultation outcomes
We have:
▪ reviewed the judgement criteria for early years provision
in the schools inspection handbook to make sure there is
emphasis for early years provision for younger children, while
clarifying when criteria applies to Reception-age children
▪ added clarification in the schools inspection
handbook to confirm the approach to inspecting
a maintained nursery school under the new framework
▪ included specific guidance to inspectors if independent
schools have an exemption for aspects of early years provision.
