New provider monitoring visits

When do new provider monitoring visits
take place?
 Usually within 24 months of the provider starting to train
apprentices. (Currently 36 months due to COVID-19).
 Full inspection usually within 24 months of the publication of
the new provider monitoring visit (NPMV) report. (currently 40
months due to COVID-19).
 New level 6 and 7 providers – normally within 24 months from
1 April 2021.
 We may carry out a full inspection, without an NPMV taking
place first.

The basics
 NPMVs typically last two days.
 There will typically be two inspectors for both days.
 You will get up to two days’ notice of an NPMV.
 Inspectors will make progress judgements against three themes
(four if you offer adult provision also).
 You will get a written report, which we will publish.
 You will see the report before it is published and be able to comment
on its factual accuracy.
 ESFA may use the progress judgements to suspend or terminate
funding in the event of one insufficient progress judgement.

1. How much progress have leaders made in ensuring that the
provider is meeting all the requirements of successful
apprenticeship provision?
2. What progress have leaders and managers made in
ensuring that apprentices benefit from high-quality
training that leads to positive outcomes for apprentices?
3. How much progress have leaders and managers made in
ensuring that effective safeguarding arrangements are in
place?
What are inspectors looking at?

Safeguarding
 An insufficient progress judgement for safeguarding would
usually result in a monitoring visit to review safeguarding
arrangements within four months of the publication of the
NPMV report.
 Safeguarding is not just about statutory duties.
 Consider safe working practices.
 Consider staying safe in the locality and in the wider industry.

Spring term visits
 We started onsite NPMVs again in
March.
 Completed 137 since that time.
 Initial outcomes were disappointing.
 Picture has improved since, but still
too few providers making significant
progress.

What is going well? (1)
 Clear rationale for the apprenticeships offered.
 Good links with employers to develop a coherent curriculum.
 Curriculum meets apprentices’ and employers’ needs.
 Apprentices and employers know about final assessments.
 Trainers are suitably qualified and experienced.
 Well-sequenced curriculum/training plan.
 Apprentices get helpful feedback to improve.
 Effective governance arrangements.

 Development of apprentices' English and mathematics.
 Leaders’ oversight of apprentices’ progress.
 Help for those whose progress slows.
 Effective coordination of on- and off-the-job training.
 Leaders’ understanding of the quality of training.
 Apprentices' application of new knowledge, skills and
behaviours at work.
 Principles and requirements of apprenticeships met.

 Leaders' poor oversight of the quality of
training.
 Training not planned from apprentices’
starting points.
 Apprentices with extensive experience
recruited.
 Apprentices recruited during pandemic when
trainers/assessors were furloughed.
 Principles of an apprenticeship not met.

 Ineffective progress reviews and lack of
employer involvement.
 Apprentices’ English and mathematics
development beyond functional skills.
 Feedback does not help apprentices improve.
 Apprentices not prepared for final

keep themselves safe online.

  • 2. When do new provider monitoring visits take place?  Usually within 24 months of the provider starting to train apprentices. (Currently 36 months due to COVID-19).  Full inspection usually within 24 months of the publication of the new provider monitoring visit (NPMV) report. (currently 40 months due to COVID-19).  New level 6 and 7 providers – normally within 24 months from 1 April 2021.  We may carry out a full inspection, without an NPMV taking place first.   • 3. The basics  NPMVs typically last two days.  There will typically be two inspectors for both days.  You will get up to two days’ notice of an NPMV.  Inspectors will make progress judgements against three themes (four if you offer adult provision also).  You will get a written report, which we will publish.  You will see the report before it is published and be able to comment on its factual accuracy.  ESFA may use the progress judgements to suspend or terminate funding in the event of one insufficient progress judgement.   • 4. 1. How much progress have leaders made in ensuring that the provider is meeting all the requirements of successful apprenticeship provision? 2. What progress have leaders and managers made in ensuring that apprentices benefit from high-quality training that leads to positive outcomes for apprentices? 3. How much progress have leaders and managers made in ensuring that effective safeguarding arrangements are in place? What are inspectors looking at? Safeguarding  An insufficient progress judgement for safeguarding would usually result in a monitoring visit to review safeguarding arrangements within four months of the publication of the NPMV report.  Safeguarding is not just about statutory duties.  Consider safe working practices.  Consider staying safe in the locality and in the wider industry.   • 6. Spring term visits  We started onsite NPMVs again in March.  Completed 137 since that time.  Initial outcomes were disappointing.  Picture has improved since, but still too few providers making significant progress. AELP National Conference June 2021 - New Provider Monitoring Visits
  • 7. What is going well? (1)  Clear rationale for the apprenticeships offered.  Good links with employers to develop a coherent curriculum.  Curriculum meets apprentices’ and employers’ needs.  Apprentices and employers know about final assessments.  Trainers are suitably qualified and experienced.  Well-sequenced curriculum/training plan.  Apprentices get helpful feedback to improve.  Effective governance arrangements.   • 8. What is going well? (2)  Development of apprentices' English and mathematics.  Leaders’ oversight of apprentices’ progress.  Help for those whose progress slows.  Effective coordination of on- and off-the-job training.  Leaders’ understanding of the quality of training.  Apprentices' application of new knowledge, skills and behaviours at work.  Principles and requirements of apprenticeships met.   • 9. What is not going well? (1) AELP National Conference June 2021 - New Provider Monitoring Visits  Leaders' poor oversight of the quality of training.  Training not planned from apprentices’ starting points.  Apprentices with extensive experience recruited.  Apprentices recruited during pandemic when trainers/assessors were furloughed.  Principles of an apprenticeship not met.
  • 10. What is not going well? (2) AELP National Conference June 2021 - New Provider Monitoring Visits  Ineffective progress reviews and lack of employer involvement.  Apprentices’ English and mathematics development beyond functional skills.  Feedback does not help apprentices improve.  Apprentices not prepared for final assessments.  Ineffective or non-existent governance arrangements.
  • 11. What is not going well? (3) AELP National Conference June 2021 - New Provider Monitoring Visits  Apprentices’ poor understanding of how to keep themselves safe online.  Apprentices not knowing about industry- related threats linked to radicalisation and extremism.
