Habitat agenda and global housing challengesJOSIN MATHEW
Cities are, and will remain, the centres of global finance, industry and communications, home to a wealth of cultural diversity and political dynamism, immensely productive, creative and innovative. However, they have also become breeding grounds for pollution and congestion. Unsustainable patterns of consumption among dense city populations, concentration of industries, intense economic activities, increased use of motor vehicles and inefficient waste management all suggest that the major environmental problems of the future will be city problems. Poor urban governance and bad policies have further exacerbated environmental degradation and deteriorating living conditions in many cities.
It is apparent that many governments are under−prepared and under−resourced in anticipating, planning and preparing for an urbanizing world. However, 1996 marked a turning point in international efforts to promote socially and environmentally sustainable cities. The Second United Nations Conference on Human Settlements (Habitat II), held in Istanbul, Turkey, in June 1996, recognized that more holistic, inclusive and participatory policies, strategies and actions are required to make the world’s cities and communities safe, healthy and equitable. Habitat II, popularly known as the City Summit, was conceived as a conference of partnerships. It established a historic precedent by including in its deliberations representatives from local authorities, non−governmental organizations, the private sector, academia and other partner groups.

The past decade has been marked by increased public awareness of the mistreatment of older persons both in Canada and worldwide. Achievements have been marked by innovation and creativity, policy and program development and legislation. The Community Guide to Raise
World Awareness on Adult Abuse was a initial step to assist communities develop prevention plans.
It is now the 5th anniversary since the launch of the initial guide and many new initiatives have taken place across the globe in recognition of World Elder Abuse Awareness Day. Given the increased availability of elder abuse resources internationally it was determined that the guide could be enhanced with the inclusion of new and additional material. We are grateful to the Department of Human Resources and Skills Development Canada (HRSDC) who have generously provided the financial resources to undertake the revision of the guide. With this support a draft revision is now available for review and comment by those in the field of elder abuse prevention. The Canadian government has long been a forerunner in the global prevention of elder mistreatment and is recognized as a leader in the field.
The revision of this guide together with the development of a companion document, “Teen Elder Abuse Awareness Kit” which has been funded through the Public Health Agency of Canada (PHAC) reinforces the Canadian Government‟s commitment to increasing elder abuse awareness globally. Together these two resources will be a powerful contribution and resource for any organization or person interested in minimising the
instances of elder abuse.
We also acknowledge with thanks the original authors of the guide; Charmaine Spencer, Elizabeth Podnieks, Susan Somers, and other members of the International Network for the Prevention of Elder Abuse
(INPEA) and the Canadian Network for the Prevention of Elder Abuse (CNPEA). We are building on the earlier work and look forward to a completed document that reflects the enormous progress made in the last five years. Appreciation is also extended to International Federation on Ageing (IFA) for joining this exciting venture.

12. Infrastructural challenges
Undulating topography, tall trees affect line of sight for
radio communications
Connectivity at base station by VSAT, expensive. Nearest
optic fibre access requires high cost
Cost of radios and antennas, all imported. Maintenance of
equipment getting due attention of innovative youths
Power, reliance on solar: cost of battery rising as cost of
solar dropping. Battery disposal a challenge
Security of equipment: thefts and vandalization.
Most important infrastructure: technical expertise. Highly
trained staff poached by urban private sector and
international NGOs. High staff turn over. Our contribution
to national development
13. Development challenges
Set backs due to political instability: economic
downturn, security of life and property

20. Regulatory Environment for
Community Networks
» Where is the locus of power in an environment
where there are competing Government
agencies?
» What treaties is Nigeria a signatory to, which is
sitting un-implemented because no one has
asked the Government about it. E.g.
» What is the global guidelines on collocation of
radios on towers?
» How much of TV White spaces and GSM Wide
spaces remain unused?
