The world is awash with viral stories – some of which are more evidence-based than others. There’s been a lot of controversy about their ability to shape elections, but can they shape economics too? In a ground-breaking new book, Nobel Prize-winning economist Robert Shiller shows how popular stories can shape individual and collective behaviour, and argues that what he describes as “narrative economics” can be used to predict, and prepare for, major economic shifts. What are the strengths and weaknesses of “narrative economics”? Should policy makers make more use of it alongside their traditional economic models? And what does it tell us about the current state of economics? The Resolution Foundation is hosting an event at its Westminster headquarters with Robert Shiller to discuss his new book Narrative Economics: How Stories Go Viral and Drive Major Economic Events. Joining him on stage will be author and BBC Economics correspondent Dharshini David, who will respond to the book’s core argument and the wider application of “narrative economics”. Foreign Aid and Domestic Tax: Multiple Sources, One Conclusion -Presentation by Paul Clist (U. East Anglia).
The relation between taxes and foreign aid in developing countries has been vastly investigated in the literature. Indeed, in the short term, aid inflows may be seen as a substitute for tax revenues in the eyes of recipient countries, thus lowering the incentive of the latter at increasing their revenues from taxation. However, in the long run, relying on foreign aid with no or marginal taxing of the people might affect governance of the countries, as it breaks the social contract between the citizen and the state. One common finding in the literature is the negative impact of grant type of aid on recipients’ government revenues. This paper therefore sought to replicate existing studies, adding new inputs in order to see whether this assertion would remain true.
The paper by Paul Clist failed at replicating Benedek et al. (2012), which concluded that there is a negative association between domestic tax mobilization and grants, though this relationship appears to have weakened as the original dataset exhibits some discrepancies. Clist and Morrissey (2009) extended Gupta et al. (2004) study over the period 1970-2005 (against 1970-2000). Although they found a significant negative impact of grant aid on government revenue, this effect happened to be driven by the period 1970-1985, when the IMF data was at its worst. When focusing on the period 1986-2005, results are reversed with a robust positive relationship between grant aid and tax revenues.
In terms of limitation, one of the main issues stem from the fact that most of the previous studies were conducted using data from different sources, where key variables had different definitions. Endogeneity is also a major concern as poor tax collection performance and increased aid grant can simultaneously respond to the same shock such as natural disasters.
Four strategies to cope with those problems are established in the paper, including one year and two year lagged aid variables, multiple indicators with multiple causes (MIMIC) models and the use of the new ICTD GRD. In most of the cases, the statement that aid grant has a negative impact on tax revenue is rejected and, as the new data shows, there is no negative effect of aid grants on tax revenue at all.
The conclusion that can be drawn from this is that the negative relationship between tax revenue and grants is driven by bad quality data, making the ICTD GRD not only better, but also much needed.
Japan Overview

The Great Recession 2008
The Great Recession of 2008 was the worst economic downturn since the Great Depression. It originated in the United States due to a housing bubble and lax lending practices that led to many subprime mortgages being issued. As the housing market declined, it caused a financial crisis that spread globally. Major financial institutions collapsed and unemployment rose sharply in the US and Europe. The recession had significant impacts including job losses, declines in GDP, real estate prices and stock markets falling worldwide.
Chapter 2 Economic Activity
GDP is the total value of all final goods and services produced in a country in one year. The United States has the highest GDP and GDP per capita at $36,000, which is calculated by dividing GDP by total population. Unemployment is measured as the percentage of the labor force that is without a job but seeking work, currently at 7.6% nationally and 7% in North Carolina. Personal income includes wages, investment returns, and government payments like Social Security. Productivity measures output per input and is increased by training, better equipment, and motivation. GDP components are consumer spending, business spending, government spending, and net exports.

Monetary policy is an important public policy, but it is not the only one to stabilize our economy and reduce its business cycles. The leading central bank, the Federal Reserve of the U.S., has introduced, after the 2008 global financial crisis, new instruments and unusual facilities to implement its new innovative monetary policy. The financial world and mostly the social scientists watch as the Federal Open Market Committee (FOMC) decides on a target interest rate in the federal funds market for the next period. The framework that the FOMC uses to implement monetary policy has changed over the last twelve years and continues to evolve today. Here, we try to evaluate the new instruments and their “effectiveness”. Before the 2008 financial crisis, policymakers used one set of traditional instruments (tools) to achieve the target rate. However, several policy interventions, introduced soon after the crisis, drastically altered the landscape of the federal funds market and the traditional economic theory. This new and uncertain environment, with enormous reserves and even interest on reserves, necessitated a new set of instruments by the Fed for its monetary policy implementation. Lately, after seven years of zero interest rate, the FOMC began in December 2015 to increase the target rate and then, went back again to a lower one, but many questions arise. How did they evaluate the effectiveness of these new instruments? Is the current federal funds rate the appropriate one for our economic wellbeing? How efficient was so far this ZIR monetary policy after the latest global financial crisis? Why the Fed put all these burdens of its ‘innovated” new monetary policy to the poor taxpayers (bail out) and to the risk-averse depositors (bail in)? Is it possible for the Fed’s policy to prevent the future financial crises? The federal funds rate was very low and affected negatively the financial markets (bubbles were growing), the real rates of interest (it is negative for twelve years), and the deposit rates (they are closed to zero for twelve years). The redistribution of wealth of depositors and taxpayers continues, which means the true economic welfare is falling and a new global recession was in preparation, if the current unfair easy money policy will persist, ignoring the necessity of a prevention of financial crises. The relation between taxes and foreign aid in developing countries has been vastly investigated in the literature. Indeed, in the short term, aid inflows may be seen as a substitute for tax revenues in the eyes of recipient countries, thus lowering the incentive of the latter at increasing their revenues from taxation. However, in the long run, relying on foreign aid with no or marginal taxing of the people might affect governance of the countries, as it breaks the social contract between the citizen and the state. One common finding in the literature is the negative impact of grant type of aid on recipients’ government revenues. This paper therefore sought to replicate existing studies, adding new inputs in order to see whether this assertion would remain true.
The paper by Paul Clist failed at replicating Benedek et al. (2012), which concluded that there is a negative association between domestic tax mobilization and grants, though this relationship appears to have weakened as the original dataset exhibits some discrepancies. Clist and Morrissey (2009) extended Gupta et al. (2004) study over the period 1970-2005 (against 1970-2000). Although they found a significant negative impact of grant aid on government revenue, this effect happened to be driven by the period 1970-1985, when the IMF data was at its worst. When focusing on the period 1986-2005, results are reversed with a robust positive relationship between grant aid and tax revenues.
In terms of limitation, one of the main issues stem from the fact that most of the previous studies were conducted using data from different sources, where key variables had different definitions. Endogeneity is also a major concern as poor tax collection performance and increased aid grant can simultaneously respond to the same shock such as natural disasters.
Four strategies to cope with those problems are established in the paper, including one year and two year lagged aid variables, multiple indicators with multiple causes (MIMIC) models and the use of the new ICTD GRD. In most of the cases, the statement that aid grant has a negative impact on tax revenue is rejected and, as the new data shows, there is no negative effect of aid grants on tax revenue at all.
The conclusion that can be drawn from this is that the negative relationship between tax revenue and grants is driven by bad quality data, making the ICTD GRD not only better, but also much needed.

The Great Recession 2008
The Great Recession of 2008 was the worst economic downturn since the Great Depression. It originated in the United States due to a housing bubble and lax lending practices that led to many subprime mortgages being issued. As the housing market declined, it caused a financial crisis that spread globally. Major financial institutions collapsed and unemployment rose sharply in the US and Europe. The recession had significant impacts including job losses, declines in GDP, real estate prices and stock markets falling worldwide.
Chapter 2 Economic Activity
GDP is the total value of all final goods and services produced in a country in one year. The United States has the highest GDP and GDP per capita at $36,000, which is calculated by dividing GDP by total population. Unemployment is measured as the percentage of the labor force that is without a job but seeking work, currently at 7.6% nationally and 7% in North Carolina. Personal income includes wages, investment returns, and government payments like Social Security. Monetary policy is an important public policy, but it is not the only one to stabilize our economy and reduce its business cycles. The leading central bank, the Federal Reserve of the U.S., has introduced, after the 2008 global financial crisis, new instruments and unusual facilities to implement its new innovative monetary policy. The financial world and mostly the social scientists watch as the Federal Open Market Committee (FOMC) decides on a target interest rate in the federal funds market for the next period. The framework that the FOMC uses to implement monetary policy has changed over the last twelve years and continues to evolve today. Here, we try to evaluate the new instruments and their “effectiveness”. Before the 2008 financial crisis, policymakers used one set of traditional instruments (tools) to achieve the target rate. However, several policy interventions, introduced soon after the crisis, drastically altered the landscape of the federal funds market and the traditional economic theory. This new and uncertain environment, with enormous reserves and even interest on reserves, necessitated a new set of instruments by the Fed for its monetary policy implementation. Lately, after seven years of zero interest rate, the FOMC began in December 2015 to increase the target rate and then, went back again to a lower one, but many questions arise. How did they evaluate the effectiveness of these new instruments? Is the current federal funds rate the appropriate one for our economic wellbeing? How efficient was so far this ZIR monetary policy after the latest global financial crisis? Why the Fed put all these burdens of its ‘innovated” new monetary policy to the poor taxpayers (bail out) and to the risk-averse depositors (bail in)? Is it possible for the Fed’s policy to prevent the future financial crises? The federal funds rate was very low and affected negatively the financial markets (bubbles were growing), the real rates of interest (it is negative for twelve years), and the deposit rates (they are closed to zero for twelve years). The redistribution of wealth of depositors and taxpayers continues, which means the true economic welfare is falling and a new global recession was in preparation, if the current unfair easy money policy will persist, ignoring the necessity of a prevention of financial crises. Much of Simon Kuznets work focused on testing. Kuznet is credited as, the “inventor” of GDP (Gwartney, James D., Stroup, Richard L., Sobel, Russell S., Macpherson, David A., 2013, p. 144). The text shares that “[scientific thinking is economic thinking],” (Gwartney, James D., Stroup, Richard L., Sobel, Russell S., Macpherson, David A., 2013, p. 12). What Kuznet really accomplished for economics is to determine a way to test socio-economic variables (fertility, extraneous environmental conditions, labor conditions, etc.) and craft a theory that could then predict outcomes. Thus, the test of a theory is its ability to predict would be relevant to the topic of Kuznets’ valuation.
Personally, I enjoyed discovering how Kuznet came to breaking down the gross domestic product and showing that it was not complete. He tested the Keynesian revolution. Challenging John Maynard Keynes was sort of like someone testing Warren Buffett economic thinking today, except that Buffett did not advise economic theory after having to borrow from his folks because Keynes lost substantially during the Great Depression. In Kuznets lifetime that would have been extremely important particularly in the 1930-1960’s. Friedrich von Hayek had warned against buying into Keynesian economic theory, particularly relative to central planned economies (socialized economies) which he said led to tyranny. Kuznet busted a portion of what Keynes theorized because he excluded some production costs associated with provisioning goods and services.
The GPD is cited over and over again to legitimize shifts in government activities however what GPD does is measure output relative to price adjustments (Gwartney, James D., Stroup, Richard L., Sobel, Russell S., Macpherson, David A., 2013, p. 144). I think Kuznet was right to disclose all aspects of GDP and it matters today especially because when tough economic decisions have to be made, in light of the Great Recession, placing additional burdens that impact quality of life for the poor and middle classes in particular, must be held to the light and tested. Throwing GDP in to curry political popularity for policy-making is unhealthy for society that in general has no idea what GDP really is.

A toxic combination of 15 years of low growth, and four decades of high inequality, has left Britain poorer and falling behind its peers. Productivity growth is weak and public investment is low, while wages today are no higher than they were before the financial crisis. Britain needs a new economic strategy to lift itself out of stagnation.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.
