The document proposes a Task Force to develop models for building and supporting local communities around Europeana collections. The Task Force would provide models for organizing, governing, and funding such communities. It would also define approaches for establishing new creative hubs and assess the impact of local communities on participation in the creative economy. While the proposal was interesting in focusing on real people, evaluators felt the scope was too broad. They recommended limiting the Task Force to prototyping work with 2-3 existing local communities, with a focus on telling their success stories, rather than broader outcomes like publishing papers. One evaluator did not recommend proceeding with the proposed Task Force for this year.

2. Purpose
The purpose of the proposed Task Force is to develop models of building and supporting active local communities
around Europeana collections, services and activities, to reach out & engage on a long term basis new audiences
(with a focus on people involved in creative industries or STEM areas, citizens un-engaged in networks or large
organizations, freelancers a.s.o.).
Building on successful cases of existing active communities and long term crowdsourcing projects, on the outcomes
of the work of the previous UGC and Public Libraries Task Forces, sustainable infrastructure, financing and
governance models for such communities/hubs will be provided and digital/physical engagement strategies will be
explored.
3. Expected Outcomes
- Survey, clarify and assess the current international landscape of well organized and
powerful online cultural communities (such as Wikipedians or Wikimedians).
- Provide sustainable models of organization, governance and business plans for such
local communities/hubs.
- Create an Evaluation and Impact Assessment framework for use in determining the
effects of local communities work on participation in the creative economy.
- Define one or more community - driven service design approaches suitable for
widespread use in the establishment and support of new local creative hubs and create
a training capacity.
- Provide the necessary documentation for setting up of 2-3 pilot local organisations
around an Europeana national /local office.
4. Organisational Structure
Dissemination plan:
- conference papers and professional journals, disseminated on institutions' or personal blogs, twitter accounts
a.s.o.
- At least one workshop will be attended (organized).
Expected Timeframe: 1.05.2017- 31.12.2017
Expected Budget: 3000 Eur for 2 physical meetings ( travel and accomodation expenses) but the costs can be lower
when meetings are organized in conjunction to other Europeana meetings
23. Specify adjustments and Any Other Comments
focus on "prototyping" a work with 2 or 3 real local communities
The proposal is very interesting, with a focus on real people. However, there is
a gap between the purposes and the expected outcomes (ir feels like "we
want to engage on a long term basis new audiences and then we twitter
about it"). I think that the scope is too broad : it should be limited to 2 or 3
"prototype" local communities with : - already existing associations and local
societies - 3 languages max (an english-speaking one and 2 others) - 2 or 3
fields (e.g. 1 creative industry, 1 educational association, 1 family history
society) In the end, the outcome would be to tell 2 or 3 real "success-stories"
on a small scale, but that can be understood by normal people (e. g. "my
most stupid cousin").
