This document provides an overview of corporate responsibility practices in China. It notes that while concepts of sustainability and business ethics have developed in China, they differ from Western approaches. Chinese companies focus more on legal compliance and philanthropy, while foreign companies do more to communicate their CSR activities. The rapid growth of China's economy has led to urbanization and a growing middle class but also social and environmental challenges. Corporate responsibility in China continues to evolve as both domestic and foreign companies adapt to the country's unique business and political landscape.

China is on the verge of overtaking the United States as the world's largest economy.

Companies are concerned about ‘place’ and ‘people’ when contemplating foreign expansion. Foreign workspace has to be flexible with only very short-term commitments. Opinion is divided over whether foreign operations should be overseen by local managers or whether a boss should be shipped in from the home country. Background 2 : Brief Introduction to the two jewels of East Asia
Hong Kong and Singapore are similar in many ways .
To begin with the similarities: In the prewar era, both economies were British colonies that served as
entrepot trading ports, with little domestic manufacturing activity. Hong Kong processed trade
between Mainland China and the rest of the world, and Singapore served as a conduit for world
trade with Malaya and Indonesia.
In the postwar era, however, both economies developed large export-dependent domestic
manufacturing sectors. Both economies have passed through a similar set of industries, moving from
textiles, to clothing, to plastics, to electronics, and then, in the 1980s, gradually moving from
manufacturing into banking and financial services. Gross domestic product (GDP) per capita in the
two economies was quite close in 1960, and they have subsequently grown at the same remarkable
rate.
From the political economy perspective, one can note that both economies inherited a fairly
efficient and rational administrative structure. The postwar population of both was composed
primarily of immigrant Chinese from Southern China. Both economies are really small cities, with no
significant agricultural interests, economic or political. Along many dimensions of interest to growth
theorists, the two economies are, however, conveniently dissimilar.
The role of government
While the Hong Kong government has emphasized a policy of laissez faire and state intervention is
primarily on infrastructure development , the Singaporean government has, since the early 1960s,
pursued the accumulation of physical capital via forced national saving and the solicitation of a
veritable deluge of foreign investment.

Starting in 1984 with a defunct refrigerator factory in Qingdao, a port city in China’s Shandong province, founder and CEO Zhang Ruimin built Haier Group (Haier)a into China’s largest home appliance (white goods) maker before launching operations overseas in the 1990s. Haier developed a formal global expansion strategy beginning in 1997, when Zhang announced his “three thirds” goal of having Haier revenue come equally from goods produced and sold in China, goods produced in China and sold overseas, and goods produced and sold overseas. This announcement came amid three decades of booming economic growth in China that began with agricultural reforms in 1978. The reform program then extended to the creation of special economic zones for manufacturing and trade, the rise of small collective businesses, and the privatization of state-owned industry in the 1980s. The reforms of the 1990s included tax and currency restructuring and policies to facilitate foreign enterprise, free trade, and the growth of equity markets.1
From 1980 to 2010, China’s real gross domestic product (GDP) grew at an average annual rate of nearly 10%, lifting hundreds of millions of people out of extreme poverty and creating an urban middle class.2 By 2010, the Chinese economy was the world’s second largest, measured by GDP at purchasing power parity (PPP), and analysts expected it to exceed the size of the U.S. economy within decades.3 While per capita disposable income was substantial in 2010, however, some geographic regions in China were still relatively poor on a per capita basis. (See Exhibits 1a and 1b for economic, demographic, and currency data on China.) Most urban households already owned white goods, but in rural China, penetration rates for appliances such as refrigerators still stood at 58.2 units per 100 households, offering room for market growth. money was being spent. He decided to
donate straight to where cash was required,
telling the Chinese press: “An inadequate
charity system and lack of openness and
transparency on funds are the main reasons
that many entrepreneurs choose to donate
directly to the poor.”
However, his latest philanthropic
venture – to travel with 126 other philan-
thropists to China’s poor western regions,
taking with them $6.3m – appears to have
backfired. After Chen was pictured standing
in front of a wall of money, many in China’s
online community questioned his motives
and accused him of generating publicity for
his own benefit, and trying to establish
himself as an “economic personality”. That

Multistakeholder initiatives
– not there yet
The last few years have seen a growing amount of talk
in China of multistakeholder initiatives (MSIs).
However, to date, real examples of MSI projects have
been few and far between and encountered a host of
problems.
In 2003, for example, nine Hong Kong labour
groups and trade union organisations, including the
Hong Kong Confederation of Trade Unions, became
involved in a MSI developed by a British group, the
Ethical Trading Initiative (ETI). The Hong Kong groups
and ETI committed significant amounts of time to the
project but there has been almost nothing to show for
this effort. Eventually, the Hong Kong groups involved
withdrew.
The ETI initiative necessarily had to involve China’s
only trade union, the state-sponsored All-China
Federation of Trade Unions (ACFTU). In fact, having

Case study: Tetra Pak
A prime example of a convergence in CR is Sweden’s
Tetra Pak, the world’s leading supplier of packaging.
Having been operating in China for 30 years, the
company has Chinese investments of more than

Tetra Pak is one company that issues a China corpo-
rate responsibility report, in which it breaks downs its
projects in China into three elements: its Food for
Development programme, environmental sustain-
ability and philanthropy. Li Hexun, Tetra Pak’s China
president says: “I hope we can do more CSR work in
China, since the greatest significance of an enterprise
in society is no less than the value it creates for
others.”
Tetra Pak has been involved in a school food
programme, which it claims has been a major success.
The programme provides milk to school children in
poorer provinces, arranging cheaper prices for milk
between local governments and suppliers. According
to Yang Lei, communications manager for Tetra Pak
China: “120m yuan [€12.9m] has been committed to
the school food programme so save milk costs and
promote health education since 2000.”

So far 170 primary and middle schools in 24
provinces and cities have received milk in Tetra Pak
