Since 2014, over 840,000 civilians have fled their homes to become refugees in neighbouring

BACKGROUND
After the removal of King Idris by Libyan military forces led by General Gaddafi, the Libyan
Revolutionary Command Council (RCC) constituted the Libyan African Republic, which saw the
end to monarchy rule in Libya (Vandewalle, 2012). With public education being free and
compulsory for both male and female children in Libya, the RCC also provided free medical
care for the people of Libya. Though free housing was not achieved during Colonel Gaddafi s
rule, Libya s per capita income grew past $11,000, which was achieved by controversial

Despite receiving considerable among of funds and international attention since the genocide in
1994 Rwanda is having a bad experience of political governance. According to a report by the

technology comes increased threats to data loss, identity theft, and privacy concerns, especially
considering the underbelly of the IoT where cybercrime threats challenge security. The IoT
contains three general areas known as the Surface Web, the Deep Web, and the Dark Web (see
Appendix A). The Surface Web is much smaller than the other two put together. The Surface Web
only makes up about four percent of the Internet and the Deep Web/Dark Web combined makes up
the balance of about 96%. However, the Dark Web itself only comprises about 0.01% of the
Internet. The Surface Web is the section of the Internet that the general population surfs daily using
an ever expanding availability of commercially developed web browsers, such as Chrome, Firefox,
or Internet Explorer. Surface Web sites are accessible through Bing, Google, Yahoo, and other
search engines. Made up of publicly searchable sites, the Surface Web offers corporate sites, email,
forums, government sites, news outlets, online storefronts, and social networking. The Deep Web
