1. The document proposes a project to create high-quality, multilingual educational audiovisual programs on DVDs to improve education globally in a cost-effective way.

PROJECT TO CREATE AUDIO-VISUAL, MULTILINGUAL, EDUCATIONAL PROGRAMS 1.- GOAL The objective of this project is to provide to schools, colleges, libraries, parents and TEACHERS, on the five Continents, STANDARDIZED, audio-visual, educational programs of great quality, trilingües and adapted to each culture and continent.

THE RESULT WILL BE: 1.- Being able to improve in significant form the quality of the Primary, Secondary and Technical - Professional Education , who is provides in the schools of all countries , either developed or developing, without any historical, or religious consideration . 2.- Then, when the TEACHERS use these programs , will obtain that the classes will be entertained and educative , and that the students will learn more and better , and will finish the school with a level of knowledge, that will allow them to progress economically and socially in its labor life . 3.- To bring help to those students with HEARING difficulties-thanks to the subtitles- and to those that have not been able to attend classes. 4. - To reduce the gap that today exists in culture and education; between those who can afford good schools and those who cannot .
4. 2.- TOOL TO USE Nowadays, thanks to TECHNOLOGY, we can reproduce and/or copy educative audio-visual programs in DVDs, for a very low cost . And of course, we should provide TV-DVD -PLAYERS to the schools that need them. 3.- CONTENTS OF The Audio-visual PROGRAMS In the first stage it is possible to begin with 480 hours of programs of support for the curriculums of primary and secondary levels and 320 hours of programs, containing courses for the technical-manual professions, subjects of general culture and interesting and appropriate entertainment for children and their families. In the second stage, it will be possible to add documentaries, biographies, etc, apt to be used in educational establishments. These programs will be in 2 chosen languages , plus in the language of the host country, and subtitled in the 3 languages , so that students could have access to a bilingual or trilingual education, since kindergarten.

6. 4.- HOW TO MA TERIALIZE THIS PROJECT 1st STEP To create conscience of the advantages of the use of DVDs in education, among International organizations and Foundations which are interested in fighting under-development and poverty. For example: World Bank, Unicef, UNESCO etc.. 2nd STEP To achieve that the UNESCO firstly communicate the existence of this project to all their Permanent Delegations , and secondly to organize a meeting of representatives of the Ministries of Education of those countries that may be interested to participate in the project. The agenda of such a meeting should be : How to develop a programme to motivate and to instruct teachers in the use of the educational DVDs in its classes, as well as, setting up commissions of experts in education for choosing the subjects to be included in the educational programs.
7. 3rd STEP To make a public offer to select media or other audio-visual producers related to this field that could produce the selected educational programs. For example: Television channels, film companies and/or editorials dedicated to the education, etc., among them can be mentioned: The Spanish, Mexican, English televisions, etc., and the Encyclopaedia Britannica, the Espasa, Larousse, Hachette Editorials etc., to mention only some. 4th STEP To manufacture the DVDs with the programs dubbed and subtitled in three languages, and finally to distribute them to primary schools, high and techno-professional schools, libraries, etc., all over the world. COST OF THE TV-DVD PLAYERS AND THE SETS OF DVDs FOR SCHOOL 600 school students divided into groups of 120, will require 5 TV-DVD PLAYER – every 4 years: This gives a total of 15 TV-DVD PLAYERS for the 12 years. 15 TV-DVD-PLAYERS , with a service guarantee of 4 years, can be acquired for 200 dollars, each. The 15 will cost 3.000 dollars. Duplicate 2 sets of 300 DVDs with the 800 hours of programs, will costs 600 dollars. That is 300 dollars for each set. The cost for the 600 students, for the assumed 12 years period is 3.600 dollars (3.000 + 600). This gives a total cost of only half a dollar (50 cents) per student per year.
