CASE STUDIES
WSR undertook a skills audit of existing staff. The
WSR is fortunate to have over 1300 volunteers, working
across the entire service, so they are able to recruit
people with a passion for the industry. When they
do need to recruit externally WSR has a strong brand
and is well thought of locally.
Funding training is always a challenge and the WSR
takes advantage of training grants and subsidies
when they are available. Their training plan
prioritises needs. They source training from
Somerset Skills & Learning in business skills and
management training. Sometimes releasing staff for
training is difficult, but mostly on the job training and
a flexible attitude resolves any issues. Keeping up to
date with new technology has been challenging -
essential for a 21st century business, but not always
in tune with their steam engines.
The WSR works with local agencies e.g. West
Somerset Council, Somerset County Council,
Chamber of Commerce and the National
Apprenticeship Service. They also sit on local
commerce and skills boards and network with drivers
and influencers of the local economy and are part
of the local decision making process.
WSR advice to other employers: “Build a rapport
with your training provider. Trust and understanding
is key to a successful training partnership. Regularly
review management and training plans to ensure
staff have the relevant skills to cope with change.
They feel trusted and valued that we have invested
in their training and they remain loyal to us. Our
staff turnover is low.”
The WSR has worked with Somerset Skills & Learning (SS&L) since 2005. WSR also
work with other training providers. During this time the Railway has grown from a
local business into one of the largest tourist attractions in the South-West. They
needed staff to gain new skills across a range of business functions to be able to
better serve their customer base and manage volunteers and promote their business.
Through a combination of formal qualifications, apprenticeships and short courses
they have developed a dynamic workforce.
The West Somerset Railway (WSR) has steamed ahead with
training support from SS&L

CASE STUDIES
To ensure they were compliant with CQC
requirements they had to demonstrate staff were
sufficiently skilled and trained to deliver packages
of care to individuals with learning disabilities. They
were already aware of the skilled staff working for
Somerset Skills & Learning (SS&L) from their previous
experience of working in partnership with them, for
this reason they did not consider approaching any
other organisation to assist them in this area.
SS&L were able to assist their understanding of the
new QCF training framework and were able to help
develop and design qualifications which were
relevant to specific grades of staff which relates to
their roles and responsibilities. SS&L were willing to
weave their internal policies and procedures into
their training delivery thereby ensuring they were
able to cement training into practice and evidence
real changes to the delivery of services experienced
by their customers.
SS&L were able to respond flexibly and change the
content of the training to meet the specific needs of
LD Services. At regular review meetings with SS&L
LD Services were able to identify any staff who
required additional support to continue or complete
their training.
In addition to QCF support, SS&L have been working
with LD Services to utilise government funding and
non - funding delivery to maximise training
opportunities and development for their staff.

delivered across Somerset or starting soon;

How long will the apprenticeship take?
The length of time to complete a (Level 2) Apprenticeship is usually between 12 and 18 months.
This depends on the experience of the apprentice and the occupational area undertaken, as well as the
requirements of your business and the specific tasks the apprentice will be carrying out. To achieve an
Advanced Apprenticeship (Level 3), which further develops the knowledge and skills obtained at a Level 2,
a maximum of 20 months of study in total will be required, depending on the sector undertaken.
Please note that SS&L staff will discuss the projected time span of training with you at the start of the
programme.
Will there be a lot of work for me to set it up?
You employ the person and ensure that they have supervised guidance at work and we take care of the rest;

l Indentify suitable candidates
l Carry out initial assessments and candidate interviews
l Liaise with SS&L tutors/assessors to set up the programme
l Support employer and apprentice throughout the process

Traineeships
What is a Traineeship?
Traineeships can last up to six months and include: Work preparation training; English and maths support if
required; A work experience placement of six weeks to five months with an employer; In addition to these
basic elements, you and the training provider can add flexible additional content to meet the needs of your
business and the local labour market.
What are the benefits of offering Traineeships?
Traineeships have been developed in response to research showing that young people frequently lack the
knowledge and experience employers expect in the workplace. Traineeships will help to tackle this problem,
while benefiting businesses in the following ways:
l You as an employer can design a high quality Traineeship within your company in partnership with
a training provider – one that suits both the needs of your business and the needs of the trainee.
l You can get ahead of the competition by bringing enthusiastic young people with their fresh ideas
into your business before they get on to the job ladder.
l Traineeships will allow you to shape the skills and experience of young people from your local community,
helping your business to develop a loyal and talented workforce.
l Working with trainees will give established staff members the chance to develop their skills in mentoring
and coaching young people.
l If you decide to offer a trainee an Apprenticeship you could be eligible for an Apprenticeship Grant
for Employers of £1500*
What will my business need to provide?
Your company will need to provide a high quality work experience placement for the trainee.
Work experience placements should be:
l Substantial and meaningful, providing a real workplace experience.
l A structured opportunity for the young person, matched to their areas of interest and aspiration,
where they engage in purposeful work related learning activities rather than observation.
l Long enough to allow for the development and thorough embedding of new skills and behaviours.
Are there any financial costs to offering Traineeships?
All training costs are met by Government funding. Employers are not required to pay young people taking
part in Traineeships but are encouraged to support trainees with expenses such as meals and travel.

the Management of Health and Safety at Work Regulations 1999 and the Health and
Safety Act 1974, which together ensure employers are legally obliged to provide their
