ESDM Industry : India Facts , Figures and Initiatives
• 100 % FDI is allowed under the automatic route in ESDM sector subject to all the
applicable regulations and laws.
• The electronics sector attracted FDI worth USD 1.53 billion between April 2000 and
September20151
• Make in India –Investment proposals worth Rs. 10,000 crore (USD 1.5 billion) likely
in the ESDM sectorover the next two years2
• India is the second-biggest smartphone market in terms of active unique smartphone
users, crossing 220 million users, surpassing the US markets3
• India has become the hub for semiconductor design with nearly 2000 chips being
designed per year and more than 20, 000 engineers working in various aspects of
chip design and verification. This will facilitate the semiconductor wafer fab
companies to setup theirbase in India.
• Greenfield Electronics Manufacturing Clusters (EMC) and Semiconductor Wafer
Fabrication (FAB) facilities are being established across identified locations in the
country
• 35 Brownfield EMCs renamed as Notified EMCs for MSIPS
• India has the third largest scientific andtechnical manpowerin the world
• Vast pool of Innovative and talented human resource with strong design and R&D
capability
• The government has planned to launch a Rs 10,000-crore (USD 1.5 billion) fund for
domestic electronic firms with a view to provide financial assistance to firms for
electronics manufacturing

Policy Interventions to support MSMEs
National Policy on Electronics 2012 (NPE 12), GoI; CVD - Counter Vailing Duty (Excise Duty)
• To motivate and support the growth of MSMEs in the ESDM sector, GoI has announced a
national scheme for the sector. The scheme provides financial support to MSMEs to promote
value added manufacturing involving medium and high technologies, to build quality into
Indian manufacturing aswell as to encourageexporters.
• The support under the Scheme will be provided in the form of reimbursement to the
manufacturers in the MSMEs. The scheme for providing financial support as Grant in Aid (GIA)
is expected to benefit the manufacturers, domesticindustry, exporters in the electronics sector
• The Scheme will provideGIA for the followingactivities:
a) Reimbursement ofexpenses relating to compliance of electronic goods with“Indian
Standards” notified by DeitY. The total GIA for one model is limitedto one lakh only
for 200 models (maximum).
b) Reimbursement ofexpenses for testing and certificationrequiredfor export. The
total GIA under the Scheme for one model is `1.25 Lac , 800 models (maximum).
c) Development of Electronic Manufacturing Clusters by MSMEs for diagnostic study,
soft intervention and for preparing Detailed Project Reports,etc.The Total GIA
available under this Sectionof the Scheme for Development of Clusters of`10 Lac
/Cluster (max) wouldbe available for setting up of20 Clusters.
• This is also available for relocation of manufacturingplantfrom foreign country.

ESDM Industry: Gujarat Scenario
• Ahmedabad, Gandhinagar and Vadodara district
have been notified as Electronics Manufacturing
Clusters under the Electronic System Design and
Manufacturing (ESDM) and Modified Special
Incentive Package Scheme (M-SIPS) by the
Department of Electronics & Information
Technology (DeitY), GovernmentofIndia
• GIDC has planned to established major electronic
parks in Khoraj village near Sanand under the
Government of India’s new ESDM and M-SIPS
scheme
• Gujarat to have two semiconductor wafer
fabrication manufacturing facilities by 2017 in
Prantij.
• The facilities are being set up by Hindustan
Semiconductor Manufacturing Corporation
(HSMC), along with ST Microelectronics
(France/Italy) and Silterra (Malaysia) with
capacity of producing 20,000 wafers per facility
permonth .
• The units will create 30,000 new employment
opportunitiesin the State

Gujarat Electronics Policy 2016-2021
• A holistic approach towards makingGujaratone of the leading electronics manufacturinghubs
• To establish Gujarat as a globally-recognized hub for the ESDM industry with a turnover of USD
16 billion by 2021 and an investment of USD 6 billion to create employment opportunities for 5
lakh peopleby 2021.
• Promote creation of Intellectual Property (IP) in the ESDM sector by contributing more funds to
R&D in the ESDM and nano-electronics sector
• To create opportunities for earning forex by import substitution and export promotion to the
tuneof USD 5 billion by 2021.
GUJARAT ELECTRONICS MISSION
1. To act as secretariat to ‘Single Window Clearance Committee’
2. To identify and facilitate formation ofElectronics Manufacturing Clusters (EMC’s)
3. To identify the downstream (ancillary) industries around FAB facility in Gujarat
4. To attract top DesignCompanies in ESDM sectorto invest in Gujarat
5. To set up Incubation Centres,Finishing Schools, Centre of Excellence,etc.
6. To have representative offices in each cluster for promotion and facilitation, assistance for
clearance/ approvals
7. To create country-specific desks to attract ESDM investments from target countries

100% reimbursement ofStamp Duty and RegistrationFee for the first transaction
VAT/CST/GST reimbursement for the eligible ESDM units under Section-13of Gujarat Value
Added Tax Act limitedto a ceiling value basedon the GFCI made by the unit
100 % reimbursement forelectricityduty paid for a period of five years from the date of
commencement oftheirproduction
Power tariff subsidyat the rate of Re. 1 per unit in the billed amount of the utilityas
promotionalincentive onreimbursement basis fora period of five years.

  • 4. 4 ESDM Industry : India Facts , Figures and Initiatives • 100 % FDI is allowed under the automatic route in ESDM sector subject to all the applicable regulations and laws. • The electronics sector attracted FDI worth USD 1.53 billion between April 2000 and September20151 • Make in India –Investment proposals worth Rs. 10,000 crore (USD 1.5 billion) likely in the ESDM sectorover the next two years2 • India is the second-biggest smartphone market in terms of active unique smartphone users, crossing 220 million users, surpassing the US markets3 • India has become the hub for semiconductor design with nearly 2000 chips being designed per year and more than 20, 000 engineers working in various aspects of chip design and verification. This will facilitate the semiconductor wafer fab companies to setup theirbase in India. • Greenfield Electronics Manufacturing Clusters (EMC) and Semiconductor Wafer Fabrication (FAB) facilities are being established across identified locations in the country • 35 Brownfield EMCs renamed as Notified EMCs for MSIPS • India has the third largest scientific andtechnical manpowerin the world • Vast pool of Innovative and talented human resource with strong design and R&D capability • The government has planned to launch a Rs 10,000-crore (USD 1.5 billion) fund for domestic electronic firms with a view to provide financial assistance to firms for electronics manufacturing Sources : 1 – DIPP, GoI ; 2- India Electronics and Semiconductor Association (IESA), Counterpoint Research Report
  • 5. 5 ESDM Industry : Government of India Interventions National Policy on Electronics 2012 (NPE 12), GoI; CVD - Counter Vailing Duty (Excise Duty) National Policy on Electronics 2012 (NPE 12) Vision 2020: “Tocreate a globally competitiveelectronics design and manufacturing industry to meet the country’s needs and servethe international market” Electronics Manufacturing Cluster Scheme (EMC) Modified Special Incentive Scheme (M-SIPS) Semiconductor FAB Electronics Development Fund Preferential Market Access Policy Human Resource Development and Skilling — Provides 50% of the cost for developmentof infrastructure and common facilities in Greenfield clusters and 75% ofthe cost for Brownfield clusters — Subsidy up to USD10 mn. per 100 acres — Target of200 clusters by 2020 — Subsidy of 25% of capital expenditure (20% in SEZs) — Excise/CVD paid for capital equipment is reimbursed. — Central Taxes and Duties reimburseme nt — Two semiconducto r wafer Fabrication (FAB) manufacturin g facilities in the country — Strong design base with more than 120 units — USD 2 billion fund for Innovation, IP and R&D funding — Preference to domestically manufactured goods in Government procurement. Extent of government procurement will not be less than 30% — 3000 PhDs in in the area of electronics & IT/ITES.by 2020 — Electronics and Telecom Sector Skill Council — Skill Development for 1 million persons
  • 6. 6 ESDM Industry : Government of India Policy Interventions to support MSMEs National Policy on Electronics 2012 (NPE 12), GoI; CVD - Counter Vailing Duty (Excise Duty) • To motivate and support the growth of MSMEs in the ESDM sector, GoI has announced a national scheme for the sector. The scheme provides financial support to MSMEs to promote value added manufacturing involving medium and high technologies, to build quality into Indian manufacturing aswell as to encourageexporters. • The support under the Scheme will be provided in the form of reimbursement to the manufacturers in the MSMEs. The scheme for providing financial support as Grant in Aid (GIA) is expected to benefit the manufacturers, domesticindustry, exporters in the electronics sector • The Scheme will provideGIA for the followingactivities: a) Reimbursement ofexpenses relating to compliance of electronic goods with“Indian Standards” notified by DeitY. The total GIA for one model is limitedto one lakh only for 200 models (maximum). b) Reimbursement ofexpenses for testing and certificationrequiredfor export. The total GIA under the Scheme for one model is `1.25 Lac , 800 models (maximum). c) Development of Electronic Manufacturing Clusters by MSMEs for diagnostic study, soft intervention and for preparing Detailed Project Reports,etc.The Total GIA available under this Sectionof the Scheme for Development of Clusters of`10 Lac /Cluster (max) wouldbe available for setting up of20 Clusters. • This is also available for relocation of manufacturingplantfrom foreign country.

  • 8. 8 ESDM Industry: Gujarat Scenario • Ahmedabad, Gandhinagar and Vadodara district have been notified as Electronics Manufacturing Clusters under the Electronic System Design and Manufacturing (ESDM) and Modified Special Incentive Package Scheme (M-SIPS) by the Department of Electronics & Information Technology (DeitY), GovernmentofIndia • GIDC has planned to established major electronic parks in Khoraj village near Sanand under the Government of India’s new ESDM and M-SIPS scheme • Gujarat to have two semiconductor wafer fabrication manufacturing facilities by 2017 in Prantij. • The facilities are being set up by Hindustan Semiconductor Manufacturing Corporation (HSMC), along with ST Microelectronics (France/Italy) and Silterra (Malaysia) with capacity of producing 20,000 wafers per facility permonth . • The units will create 30,000 new employment opportunitiesin the State Sources : Department of Science & Technology, SEMT, Government of Gujarat, GIDC : Gujarat Industrial Development Corporation Brownfield EMC Upcoming Greenfield EMC Greenfield EMC Ahmedabad Gandhinagar Vadodara Halol Sanand Vithalapur Jambusar Bharuch ElectronicsManufacturingClusters in Gujarat
  • 9. 9 Gujarat Electronics Policy 2016-2021 • A holistic approach towards makingGujaratone of the leading electronics manufacturinghubs • To establish Gujarat as a globally-recognized hub for the ESDM industry with a turnover of USD 16 billion by 2021 and an investment of USD 6 billion to create employment opportunities for 5 lakh peopleby 2021. • Promote creation of Intellectual Property (IP) in the ESDM sector by contributing more funds to R&D in the ESDM and nano-electronics sector • To create opportunities for earning forex by import substitution and export promotion to the tuneof USD 5 billion by 2021. GUJARAT ELECTRONICS MISSION 1. To act as secretariat to ‘Single Window Clearance Committee’ 2. To identify and facilitate formation ofElectronics Manufacturing Clusters (EMC’s) 3. To identify the downstream (ancillary) industries around FAB facility in Gujarat 4. To attract top DesignCompanies in ESDM sectorto invest in Gujarat 5. To set up Incubation Centres,Finishing Schools, Centre of Excellence,etc. 6. To have representative offices in each cluster for promotion and facilitation, assistance for clearance/ approvals 7. To create country-specific desks to attract ESDM investments from target countries
