This document summarizes Lithuania's implementation of Advanced Mobile Location (AML) and Emergency Location Service (ELS) to transmit caller location via SMS to emergency call centers. Key points: - Lithuania implemented AML/ELS in November 2016 to complement existing eCall location data with Android phones. - Over 5 months, location SMSs received increased from 22,449 to over 64,000, with most providing precise GPS or cell tower locations. - The project helped emergency centers localize callers faster to improve emergency response times. - Recommendations include engaging mobile operators, training call takers, and choosing SMS or HTTP delivery to make location data as reliable as possible.

» AML/ELS helps to improve/quicken response;
» Location SMSs are received fast enough to timely
complement response procedures;
» GNSS-based locations are most precise, accurate and
reliable;
» “No location” marked SMSs may contain valid
location coordinates;
» Certain parameters may be missing in AML/ELS
string;
» Wi-Fi-based locations should be taken more carefully;
» Investigate SMS delivery delays/failures with MNOs
to make it even more reliable.

» Contact Google (Specs, Thunderbird);
» Choose location delivery transport (SMS, HTTPS
POST or both);
» Setup SMS connections into „Transceiver“ mode;
» Make notifications to call takers of handset
location received;
» Train call takers and dispatchers.
