Pakistan faces many challenges at the beginning of the second decade of the 21stcentury:
• Decades-long struggle with macroeconomic stabilisation arising from unsustainable fiscal policies
• Pressure of demography
• Legacy of economic distortions
• Battering from external events, including earthquakes, floods and a continuing
longstanding low intensity conflict
• A large and loss-making public sector that impedes market development
• Low and declining productivity
• Heightened expectations of the population for a better life from a democratic
government.
Our growth experience of the last four decades has been volatile annual growth and
declining trend in long run growth patterns. In addition, productivity growth (a
measure of efficiency) has been low in comparison to our comparators. For the last
four years per-capita incomes have not increased in real terms while double-digit
inflation has prevailed.

Local Government Reforms in Pakistan: Context, Content and Causes fatanews
This paper examines the recent decentralization reforms in Pakistan under
General Musharraf. We highlight major aspects of this reform and analyze its
evolution in a historical context to better understand potential causes behind this
current decentralization. Analyzing the evolution of local government reforms in
Pakistan is interesting because each of the three major reform experiments has
been instituted at the behest of a non-representative centre using a ‘top down’
approach. Each of these reform experiments is a complementary change to a
wider constitutional reengineering strategy devised to further centralization of
political power in the hands of the non-representative centre. We argue that the
design of the local government reforms in these contexts becomes endogenous to
the centralization objectives of the non-representative centre. It is hoped that
analyzing the Pakistani experience will help shed light on the positive political
economy question of why non-representative regimes have been willing
proponents of decentralization to the local level.

The Roman Empire, a vast and enduring power, stands as one of history's most remarkable civilizations, leaving an indelible imprint on the world. It emerged from the Roman Republic, transitioning into an imperial powerhouse under the leadership of Augustus Caesar in 27 BCE. This transformation marked the beginning of an era defined by unprecedented territorial expansion, architectural marvels, and profound cultural influence.
The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.
We all have good and bad thoughts from time to time and situation to situation. Crisis In Economy The economy has suffered in the past from decades of internal political disputes, a fast growing population, mixed levels of foreign investment, and a costly, ongoing confrontation with neighboring India. Inflation remains the biggest threat to the economy, jumping to more than 9% in 2005 before easing to 7.9% in 2006. In recent few years, load-shedding has destroyed industrial growth in Pakistan.
11. Foreign Exchange Reserves By October 2007, at the end of Prime Minister Shaukat Aziz’s tenure, Pakistan raised back its Foreign Reserves to $16.4 billion. But On October 11, 2008 State Bank of Pakistan reported that country's foreign exchange reserves had gone down by $571.9 Million to $7749.7 Million. The foreign exchange reserves had declined more by $10 billion to an alarming rate of $6.59 billion.
12. The ECONOMY today Due to inflation and economic crisis worldwide, Pakistan's economy reached a state of Balance of Payment crisis. "The International Monetary Fund bailed out Pakistan in November 2008 to avert a balance of payments crisis and in July last year increased the loan to $11.3 billion from an initial $7.6 billion. Since the beginning of 2008, Pakistan's economic outlook has taken stagnation. Security concerns stemming from the nation's role in the War on Terror have created great instability and led to a decline in FDI from a height of approximately $8 bn to $3.5bn for the current fiscal year
