Intorno ai «distretti industriali» (o «clusters»), due
scuole di pensiero si sono confrontate lungo gli anni ’90
e buona parte degli anni Duemila:
I) coloro che li vedono sul viale del tramonto;
II) coloro che li considerano intoccabili e
immutabili.
Ma, a ben vedere, una terza scuola si è fatta
fortunatamente strada:
Essa sottolinea la metamorfosi che sta interessando i
distretti (apertura delle "filiere produttive"; formazione
di "gruppi di imprese"; ruolo di leadership delle "Medie
Imprese", eccetera).
E' su quest'ultima che ci soffermeremo.

Prendiamo le ormai note 4.300 «medie imprese
industriali» censite dalla nota indagine Mediobanca-
Unioncamere.
Sono circa 1.600 nelle quattro regioni del Nord-est, di
cui 700 in Emilia-Romagna (fra 13 e 290 milioni di Euro
di fatturato; fra 50 e 499 dipendenti; assetto
proprietario autonomo).
Ebbene,
• «Le produzioni prevalenti nel Nord-Ovest e del Nord-
Est e Centro sono la meccanica e i beni per la persona
e la casa (…) Nel Centro-Sud e nelle Isole prevale
invece l’alimentare.»
• «La presenza delle medie imprese industriali nei
settori high-tech è scarsa.»
13. La Metamorfosi dei Distretti
Dell’export hanno sempre fatto un punto di
forza. Ma oggi “girano” (si passi
l’espressione) non solo le merci e i
servizi, ma anche le fabbriche. Ne
consegue:
I) l’irrobustimento della struttura
dimensionale, con l’emergere di una élite
di ‘medie imprese’ (spesso organizzate in
‘gruppi di imprese’);
II) una presenza sempre più solida sui
mercati internazionali, anche mediante
Investimenti Diretti Esteri (IDE/FDI) e la
partecipazione all’ondata di M&A;
14. CONCLUDENDO…
Le eccellenze non nascono per caso:
● Il territorio e gli ‘accidenti della storia’;
● Ruolo della public policy (‘Politica industriale
in in Europa allargata’ – si v. Commissione
Europea, 2002);
● Strategie delle imprese (crescita dimensionale
e/o ‘reti d’impresa’ per essere in grado di
sostenere i sempre più alti costi fissi legati
allo sviluppo dei prodotti innovativi);
● Ruolo del sistema finanziario (e delle banche,
in primis – si v. UniCredit/EastGate).
