ha centrado la opinión general y la crítica académica desde sus primeros tiempos. Resulta
realmente sorprendente ver cómo su segunda narración, Comentarios, ha pasado
prácticamente desapercibida para la mayoría. El Cabeza de Vaca conquistador con
ejércitos de hasta 10.000 indígenas, con infantería y arcabucería española en su lucha
contra los guaycurues del Paraguay (cap. 22, fol. 29v.)2
, tiene muy poco que ver con el
retrato cuasi hagiográfico que hace en Naufragios de sí mismo en referencia al trato dado
a los indios. La desconfianza hacia sus mismos aliados guaraníes también sorprende
después de toda la retórica a favor del indígena norteamericano que ha hecho que
se le comparase al padre Las Casas o al padre Córdoba. Escribe Alvar Núñez en sus
Comentarios: «[L]os ballesteros con sus ballestas armadas, y los arcabuceros cargados
los arcabuces y las mechas encendidas (según tal caso convenía); porque aunque los
indios guaraníes iban en su compañía y eran también sus amigos, tenían todo cuidado
en recatarse y guardarse de ellos tanto como de los enemigos, porque suelen hacer
mayores traiciones y maldades si con ellos se tiene algún descuido y confianza; y así
suelen hacer de las suyas» (cap. 23, fol. 30r).
Para mí, como para la mayoría de los que hemos leído la primera parte de su obra,3
la figura de Cabeza de Vaca me inspiró respeto, misericordia e incluso cierta rabia al
ver como el Consejo de Indias le maltrató «injustamente» después de haber sobrevivido
a las penalidades que tuvo que pasar para poder salir con vida de tantas desdichas
y sufrimientos. Fue ésta una de las razones que hizo que yo terminase mis estudios

This presentation was given by Jamil Salmi at the international seminar “Opening higher education: what the future might bring” 8-9 december 2016, in Berlin, Germany, jointly organised by OECD Centre for Educational Research and Innovation (CERI) and Laureate International Universities (LIU).
Global online learning is steadily increasing worldwide. MOOCs initially took the world by storm but have since opened up opportunities for massive innovation in education. While MOOCs are initially open in terms of free enrollment, most course content is not openly licensed. Governments are implementing strategies to promote digital learning and the application of information technologies. Online and campus-based learning are converging into blended models. Technological advances will continue to remove barriers to access while new understandings of learning and the brain will shape new pedagogical approaches. We are still in the early stages of these developments.

This is the JRC-IPTS invited presentation on policy recommendations for mainstreaming ICT-enabled learning innovations at VISIR International Seminar (25-26 March, Committee of Regions, Brussels). Short description: Technologies for learning are considered as key enablers of educational innovation. However, their full potential is not being realised in formal education settings and major questions are being asked about the sustainability, systemic impact and mainstreaming of ICT-enabled learning innovations (ICT-ELI) in Europe. This presentations focuses on recommendations for immediate strategies and actions to be undertaken by policy-makers at local, regional, national, and EU level to further develop and mainstream ICT-ELI with systemic impact, contributing to the modernisation of Education and Training systems in Europe. The recommendations were developed in the context of the 'Up scaling Creative Classrooms in Europe (SCALE CCR) project, carried out by JRC-IPTS on behalf of the European Commission, DG Education and Culture, based on desk research; case reports from Europe and Asia; continuous stakeholders consultations; and in-depth expert interviews. The final set of recommendations was further validated and prioritised through an online consultation with 149 educational stakeholders. The recommendations were clustered into seven areas presenting a holistic agenda to guide the further development and mainstreaming of ICT-ELI: Content and Curricula; Assessment; School Staff Professional Development; Research; Organisation and Leadership; Connectedness; and Infrastructure. The number and variety of the recommendations provided depict the complexity of ICT-ELI and the systemic approach needed for their mainstreaming across Education and Training systems in Europe.

We will include in the presentation some introduction of the IEEE Education Society inside the area of educational activities and collaboration events as well as European projects like ECoVEM where we are applying some of those principles on the development.

2. A survey found that students prefer using both paper and digital technologies for learning. There are over 100 popular tools available for learning online.
3. The University of Marconi has developed many multimedia resources for learning including over 15,000 video lessons, 20,000 lecture notes, and 10,000 assessment tests to support students and move from linear learning to more complex learning.
