Assumptions
  The Business and IT project teams have the expertise
  and knowledge to execute their projects
     Complemented with Vendor and Contract staff if necessary
  The PMO will facilitate the project teams to identify gaps
  and provision required resources and expertise.

The purpose of this paper is to stimulate discussion and
  identify considerations for project management success.
  Requirements for a lower level PMO are discussed in the
  context of a hierarchy of PMOs.

Organization and Governance
 Steering Committees and Project Sponsors for each
 project are actively engaged
 A hierarchy of PMOs is established, each with different
 mandates
   Ultimately reporting to an Enterprise PMO managed by a Project
   Director-class role.
 Is each PMO primarily reactive or proactive? Define the
 authority delegated to the PMO
   Establish and Communicate standards?
   Enforce all / some of the standards?
   Coach / mentor? Hire all PMs?

Organization and Governance
 A need to balance autonomy of the Business Unit and
 flexibility with standardization
 Who performs Project Audits?
    Option: PMO outsources this to the Audits department.
 Establish and define the Project Management tools and
 processes
    Consult the Project Teams and representatives from both
    companies to increase degree of buy-in
    Leverage tools being used today
 Establish firm definitions of a Project and a Mini-Project
    What are the standards for each?
    Recommendation: apply the โ€œminimum necessary methodology
    to ensure predictable resultsโ€

 What projects are active today?
 Which are to be cancelled?
   To restart, where is the documentation archived?
 Scope management is critical
   Be wary of enhancements / nice to haves sneaking in.
 Define your projects wisely
   Too many projects overwhelm
   As few projects as possible
   Engage Global PMO to consult and advise.

Project Management Methodology

 A PMBOKยฎ2004 based methodology
 Leverage processes in place
   Identify and correct any gaps.
 Integration can succeed with a different
 methodology being used by each company
   Ensure a methodology is used.
 Move to one after the merger is complete.

Communication
 Who speaks overall for the program?
   Who is the Champion?
 What is the standard for a communication
 management plan?
   Is the Stakeholder list complete?

Status Reporting
 EPM tools will simplify and automate report generation.
 A Hierarch of Status Reporting from Project to Enterprise
 Must address Financials, Synergies, Time, Risk
 Plus Client KPI
   Retention, growth, customer satisfaction levels
 Must also address People KPI
   Overtime, sick days, disability, vacation taken versus banked.
 R/Y/G - criteria must be objective to ensure accurate
 reporting.

Project Management
 Populate Steering Committees appropriately
 Charters for each project must be produced and
 approved by Steering Committee
 The โ€œPlaybookโ€ + Schedule must be produced
 and approved by Steering Committee
 Work Breakdown Structures (WBS) must be
 produced
   It establishes the deliverables that will be approved
   and produced.

Project Management
 Schedules must reflect the WBS
   If itโ€™s not in the WBS, itโ€™s not part of the project
 Schedules must reflect โ€˜givesโ€™ and โ€˜getsโ€™
   Deliverables required by and requested of other
   projects
   Sharing information between Business and IT project
   managers mandatory
 Donโ€™t save all IT testing till the end
 Schedules are built using MS/Project not Excel
   Excel is a numerical analysis tool.

Project Management
 Risk becomes an Issue when it occurs and may
 require Change
   All three need to be tracked consistently and
   independently.
   Establish an Enterprise Change Management
   process and Board
     Business and IT must both approve IT impacting change.
   Standard process to manage Risk, Issues, Change
   must be defined and communicated.
 Issues and Change may surface on their own.

One Technology or the Other
 Decisions may be required to select one
 tool / one process / one technology
 The latest and greatest is not necessarily
 the obvious answer. Factors to consider:
   Retraining Costs
   Technology replacement costs

Assumptions The Business and IT project teams have the expertise and knowledge to execute their projects Complemented with Vendor and Contract staff if necessary The PMO will facilitate the project teams to identify gaps and provision required resources and expertise. The purpose of this paper is to stimulate discussion and identify considerations for project management success. Requirements for a lower level PMO are discussed in the context of a hierarchy of PMOs. 3

Organization and Governance Steering Committees and Project Sponsors for each project are actively engaged A hierarchy of PMOs is established, each with different mandates Ultimately reporting to an Enterprise PMO managed by a Project Director-class role. Is each PMO primarily reactive or proactive? Define the authority delegated to the PMO Establish and Communicate standards? Enforce all / some of the standards? Coach / mentor? Hire all PMs? 4
  • 5. Organization and Governance A need to balance autonomy of the Business Unit and flexibility with standardization Who performs Project Audits? Option: PMO outsources this to the Audits department. Establish and define the Project Management tools and processes Consult the Project Teams and representatives from both companies to increase degree of buy-in Leverage tools being used today Establish firm definitions of a Project and a Mini-Project What are the standards for each? Recommendation: apply the โ€œminimum necessary methodology to ensure predictable resultsโ€ 5

  • 7. Portfolio Management What projects are active today? Which are to be cancelled? To restart, where is the documentation archived? Scope management is critical Be wary of enhancements / nice to haves sneaking in. Define your projects wisely Too many projects overwhelm As few projects as possible Engage Global PMO to consult and advise. 7
  • 8. Project Management Methodology A PMBOKยฎ2004 based methodology Leverage processes in place Identify and correct any gaps. Integration can succeed with a different methodology being used by each company Ensure a methodology is used. Move to one after the merger is complete. 8
  • 9. Communication Who speaks overall for the program? Who is the Champion? What is the standard for a communication management plan? Is the Stakeholder list complete? 9
  • 10. Status Reporting EPM tools will simplify and automate report generation. A Hierarch of Status Reporting from Project to Enterprise Must address Financials, Synergies, Time, Risk Plus Client KPI Retention, growth, customer satisfaction levels Must also address People KPI Overtime, sick days, disability, vacation taken versus banked. R/Y/G - criteria must be objective to ensure accurate reporting. 10

Project Management Populate Steering Committees appropriately Charters for each project must be produced and approved by Steering Committee The โ€œPlaybookโ€ + Schedule must be produced and approved by Steering Committee Work Breakdown Structures (WBS) must be produced It establishes the deliverables that will be approved and produced. 11

Project Management Schedules must reflect the WBS If itโ€™s not in the WBS, itโ€™s not part of the project Schedules must reflect โ€˜givesโ€™ and โ€˜getsโ€™ Deliverables required by and requested of other projects Sharing information between Business and IT project managers mandatory Donโ€™t save all IT testing till the end Schedules are built using MS/Project not Excel Excel is a numerical analysis tool. 12
  • 13. Project Management Risk becomes an Issue when it occurs and may require Change All three need to be tracked consistently and independently. Establish an Enterprise Change Management process and Board Business and IT must both approve IT impacting change. Standard process to manage Risk, Issues, Change must be defined and communicated. Issues and Change may surface on their own. 13
  • 14. One Technology or the Other Decisions may be required to select one tool / one process / one technology The latest and greatest is not necessarily the obvious answer. Factors to consider: Retraining Costs Technology replacement costs 14
