PROFESSIONAL EXPERIENCE
Dr. Dirnberger has 35 years of geotechnical engineering experience, including a tenure of 29 years with the U.S.
Army Corps of Engineers in St. Louis and Kansas City, MO. He has also served as Chief Engineer and Senior
Consultant to SCI Engineering in O’Fallon, IL. During this time he has gained experience in nearly every aspect of
geotechnical planning, design, testing, report and specification writing, construction, inspection, emergency
operations, and contractor claims. Dr. Dirnberger has received 4 U.S. Army Commendations for exemplary work
and a U.S. Army Commander’s Award for Civilian Service.
For over 15 years (combined), Dr. Dirnberger has also served as Adjunct Professor at Washington University (St.
Louis); Southern Illinois University – Edwardsville; University of Missouri – Kansas City; and the University of
Missouri – Rolla, where he taught Soil Mechanics, Soil Mechanics Lab, Foundation Engineering, and Senior
Engineering Design.
At Kiewit Energy Design, Dr. Dirnberger has served as a geotechnical consultant, primarily tasked with technical
and conceptual project reviews and occasional design checks.
PROJECT EXPERIENCE
Charles Meyer Desalination Plant (CMDP)
Provide geotechnical review of Stall and Leighton Reports, including detailed look at boring and laboratory
consolidation data. Check for reasonableness of conclusions with respect to prediction of total settlement and
time rate of settlement, to assess the need for preloading the foundation.
Brockton Clean Energy Project
Peer review of geotechnical report.
Cricket Valley Transmission Line
Assess conceptual geotechnical desk audit report for primarily rock-founded electrical transmission lines. Review
geologic maps showing expected rock to be encountered, source and estimates of expected rock properties, and
suggested exploration plan. Conducted brief research and suggested more realistic methods for evaluating
specific rock strengths to be encountered, based on geologic map and proposed boring locations.
Lackawanna Mine Reclamation
Review geotechnical and geophysical data to determine extent and depth of subsurface voids created by
abandoned room and pillar, and strip mine coal operations. Brief research to determine best method of filling
voids; in this case using coal combustible byproducts (fly ash). Develop conceptual plan for backfilling and
monitoring mine voids, and write technical specification for use in creating a bid level cost estimate. Attend
meetings to recommend additional geophysical and geotechnical site characterization.
Chevron Refinery Wastewater Pond Rehabilitation / Relocation
Review geotechnical data related to existing waste ponds from refinery production. A main concern is karst
features that are in the vicinity of the ponds, and the best way to rehab or relocate the ponds without disturbing, or
at least minimizing, the impacts to the karst ecosystem.

West Gate Port Facility
Review existing site conditions and detailed geotechnical reports for proposed port expansion. Challenging site
circumstances include large liquefiable foundation sands; an existing, marginally safe anchored sheet pile wall;
and an existing pile founded wharf that is in the path of a proposed rail line.
Developed alternate conceptual plan(s) than those evaluated and recommended in existing reports, to determine
practical and cost effective alternatives.
PREVIOUS EXPERIENCE
Senior Geotechnical Engineer, U.S. Army Corps of Engineers, St. Louis, 1979 – 2008
Lead Geotechnical Engineer responsible for coordinating all aspects of my specialty for planning, design, testing,
writing reports and technical project specifications, construction inspection, engineering during construction,
inspection of completed works (periodic inspections), emergency operations, and representing the Government at
contractor claims.
Selected Technical Experience:
 Construction dewatering analysis for Lock and Dam 26 Replacement, Alton, IL (current Melvin Price
Locks and Dam). This required design of deep well systems to estimate total flows and drawdowns
inside Mississippi River cofferdams for construction estimates, and plans and specifications.
 Foundation liquefaction analysis of all flood control and navigation dams in St. Louis District. This
required obtaining and / or reviewing existing geotechnical site and regional information to determine the
effects of geology on existing dams while excited by specific earthquake ground motions.
 Responsible Geotechnical Engineer for dry storage reservoir embankment dam and emergency spillway.
The location of this project was in a karst area, featuring pinnacled rock and filled / collapsed sinkholes.
Tasks performed were evaluation of embankment underseepage and through seepage; evaluation of
uplift pressures on the emergency spillway; embankment slope stability analysis, pile design, location of
borrow sources, and strategy to deal with pinnacled rock and sinkholes. Wrote geotechnical report, plans
and specifications, and performed engineering during construction.
 Perform detailed earthquake analysis of Wappapello (MO) flood control dam. Used dynamic shear
testing to estimate pore pressure response in the foundation subjected to a specific ground motion, for
use in a stability analysis. This was combined with earthquake recurrence intervals and stage
hydrographs to evaluate probabilistically the chance of an earthquake-induced pool release.
 Develop new levee embankment design and foundations for appurtenant structures for St. Peters (MO)
and Crystal City (MO) projects. This required planning boring and testing programs; evaluating slope
stability, settlement, underseepage, and through seepage; deep foundation (pile) design for pumping
stations and closure structures. Crystal City Project is one of the few Corps of Engineers levees to
include a 600-ft. section of combined mechanically stabilized earth (MSE) and reinforced soil slope (RSS)
to provide flood protection. Wrote geotechnical reports, plans and specifications, and engineering during
construction.
 Participate in emergency flood duty on the Mississippi and Illinois Rivers as a geotechnical consultant,
arising from severe underseepage and through seepage problems incurred during floods in 1982, 1986,
1993, and 1995. Geotechnical Engineer responsible for levee repairs that included finding and approving
borrow sources; repair design; write specifications, monitor construction, perform engineering during
construction, and participate in final inspection.

Selected Technical Experience (continued)
 Represent the Government in several Alternate Dispute Resolutions, helping save the Government over
$500,000.
 Independent Technical Reviewer, Chain of Rocks (IL) and Whittier Narrows Dam (CA), responsible for
review of assumptions, methods, and analyses made for design deficiencies, including review of reliability
analyses for slope stability and underseepage.
 Volunteered for emergency recovery efforts, Federated States of Micronesia, for recovery of Typhoon
Chataan. This included giving briefings to the Governor of FSM and his cabinet, and the U.S.
Ambassador to FSM on landslides. Provided technical advice to FEMA.
 Served 3 separate 30-day Tours of Duty (TDY) to New Orleans District immediate following Hurricane
Katrina. Provided technical assistance for flood damage repairs, estimate costs of flood damage repairs,
and assist in interpreting data for the test loading of the London Avenue Canal.
 Responsible Geotechnical Engineer for Periodic Inspections of St. Louis Flood Protection Project; East
St. Louis and Vicinity Levees; Wood River Drainage and Levee District; and Prairie DuPont / Fish Lake
Drainage and Levee District. These are all large projects that include many features of flood protection
including earth embankments, seepage and stability berms, closure structures, relief wells, piezometers,
drainage structures, and pumping stations. Design details, performance history during past floods, and
results of past inspections must be learned before beginning a new inspection.
Chief Engineer and Senior Consultant, SCI Engineering, INC, 2008 – 2010
Responsible for technical oversight in the geotechnical and transportation departments, and mentoring of younger
engineers.
Senior Geotechnical Engineer, U.S. Army Corps of Engineers, Kansas City District, 2010 – 2011
Levee screening facilitator. Scheduled appropriate engineering disciplines to assess levee system performance
based on previous levee inspections. Used the Corps of Engineers Levee Screening software to develop risk -
based rating correlated to various levee performance indicators. Responsible for summarizing the assessment
and presenting to District, Division, and National Cadre for final approval and rating.

Selected Technical Experience:  Construction dewatering analysis for Lock and Dam 26 Replacement, Alton, IL (current Melvin Price Locks and Dam). This required design of deep well systems to estimate total flows and drawdowns inside Mississippi River cofferdams for construction estimates, and plans and specifications.  Foundation liquefaction analysis of all flood control and navigation dams in St. Louis District. This required obtaining and / or reviewing existing geotechnical site and regional information to determine the effects of geology on existing dams while excited by specific earthquake ground motions.  Responsible Geotechnical Engineer for dry storage reservoir embankment dam and emergency spillway. The location of this project was in a karst area, featuring pinnacled rock and filled / collapsed sinkholes. Tasks performed were evaluation of embankment underseepage and through seepage; evaluation of uplift pressures on the emergency spillway; embankment slope stability analysis, pile design, location of borrow sources, and strategy to deal with pinnacled rock and sinkholes. Wrote geotechnical report, plans and specifications, and performed engineering during construction.  Perform detailed earthquake analysis of Wappapello (MO) flood control dam. Used dynamic shear testing to estimate pore pressure response in the foundation subjected to a specific ground motion, for use in a stability analysis. This was combined with earthquake recurrence intervals and stage hydrographs to evaluate probabilistically the chance of an earthquake-induced pool release.  Develop new levee embankment design and foundations for appurtenant structures for St. Peters (MO) and Crystal City (MO) projects. This required planning boring and testing programs; evaluating slope stability, settlement, underseepage, and through seepage; deep foundation (pile) design for pumping stations and closure structures. Crystal City Project is one of the few Corps of Engineers levees to include a 600-ft. section of combined mechanically stabilized earth (MSE) and reinforced soil slope (RSS) to provide flood protection. Wrote geotechnical reports, plans and specifications, and engineering during construction.  Participate in emergency flood duty on the Mississippi and Illinois Rivers as a geotechnical consultant, arising from severe underseepage and through seepage problems incurred during floods in 1982, 1986, 1993, and 1995. Geotechnical Engineer responsible for levee repairs that included finding and approving borrow sources; repair design; write specifications, monitor construction, perform engineering during construction, and participate in final inspection.
  • 4. 4 Selected Technical Experience (continued)  Represent the Government in several Alternate Dispute Resolutions, helping save the Government over $500,000.  Independent Technical Reviewer, Chain of Rocks (IL) and Whittier Narrows Dam (CA), responsible for review of assumptions, methods, and analyses made for design deficiencies, including review of reliability analyses for slope stability and underseepage.  Volunteered for emergency recovery efforts, Federated States of Micronesia, for recovery of Typhoon Chataan. This included giving briefings to the Governor of FSM and his cabinet, and the U.S. Ambassador to FSM on landslides. Provided technical advice to FEMA.  Served 3 separate 30-day Tours of Duty (TDY) to New Orleans District immediate following Hurricane Katrina. Provided technical assistance for flood damage repairs, estimate costs of flood damage repairs, and assist in interpreting data for the test loading of the London Avenue Canal.  Responsible Geotechnical Engineer for Periodic Inspections of St. Louis Flood Protection Project; East St. Louis and Vicinity Levees; Wood River Drainage and Levee District; and Prairie DuPont / Fish Lake Drainage and Levee District. These are all large projects that include many features of flood protection including earth embankments, seepage and stability berms, closure structures, relief wells, piezometers, drainage structures, and pumping stations. Design details, performance history during past floods, and results of past inspections must be learned before beginning a new inspection. Chief Engineer and Senior Consultant, SCI Engineering, INC, 2008 – 2010 Responsible for technical oversight in the geotechnical and transportation departments, and mentoring of younger engineers. Senior Geotechnical Engineer, U.S. Army Corps of Engineers, Kansas City District, 2010 – 2011 Levee screening facilitator. Scheduled appropriate engineering disciplines to assess levee system performance based on previous levee inspections. Used the Corps of Engineers Levee Screening software to develop risk - based rating correlated to various levee performance indicators. Responsible for summarizing the assessment and presenting to District, Division, and National Cadre for final approval and rating.
