This document outlines a proposal for a study on digital transformation for higher education lecturers in Indonesia. It involves developing an instrument to assess lecturers' digital competencies and skills, collecting data through surveys and interviews at several universities, analyzing the results, and producing reports on the findings for each institution and Indonesia as a whole. A consortium of universities and organizations will collaborate on the research, which is being coordinated by the Indonesia Cyber Education Institute and aims to map existing digital competencies, identify needs for continuing professional development programs, and develop implementation strategies. The timeline includes instrument development, data collection, analysis, and report writing stages.
