This document discusses the role of Europe in employment and training for people with disabilities over the past 25 years based on the author's experience working on related projects. It addresses how equal access to vocational education and training (VET) has become a priority for combating social exclusion. Main themes of projects included developing employability, providing direct support and training, and working with employers to open the workplace. Some implications discussed are that barriers to VET and jobs persist, concerns with physical access continue, and mobilizing latent support for improved practice is challenging. Overall progress will require ongoing project funding but not be consistent, and development must meet local needs with cultural adaptation.
