Functions
The main objective of the above project is as follows:
 Provide the state government a clear direction on how it can utilize and
deploy its local manpower in a proactive manner
 Provide manpower planning guidelines to transform Sabah’s major sectors
from P-economy to K-economy in this era of globalization
 Reduce and eventually eliminate Sabah’s dependence on foreign migrant
labor
 Reduce outflow of young, energetic and dynamic people from Sabah as well
as Brain Drain; and
 Reduce the mismatch between job opportunities and skill required
With regards to the above objectives, my roles as part of the team member were as
follows:
 Work closely with Project Manager and other consultants from the Project Team
to support, and then assist in implement project objectives and milestones.
 Assist Project Team to coordinate data collection, analyses, synthesizing and
collation of information plus preparation of reports.
 Perform note-taking exercise in capturing relevant data and/or information during
client interviews and data collection activities which will be conducted by the
consultants from the Project Team.
 Assist Project Team in project management work in a way that ensures timely
deliverables and outcomes against project milestones.
 Provide overall support and assistance in ensuring high quality deliverables to
client organization(s) of the Project Team.
 Maintain rapport and relationship with Project Team’s client organization.

to find ways of formulating a human resources management and planning
strategy to be implemented in the State of the foreseeable future and in
tandem with Halatuju Pembangunan Negeri Sabah, The Sabah Development

 To study current and future economic performance and development policies
and strategies with special emphasizes on their relevance to and implications
on future manpower requirements, analyze issues on future growth potential
of the state economy sectors especially the 4 core sectors, namely,
Agriculture, Tourism, Manufacturing and ICT.
 To make a projection of the future labor market requirements by state, to
project the future manpower supply and demand in the state by sector,
industry, occupation, sex and district with job category up to the year 2025
and sensitivity analysis for all manpower projections proposed.
 Study the effectiveness of manpower supply delivery system in responding to
the current and future needs of the industry particularly the 4 core economic
sectors: Agriculture, Tourism, Manufacturing and ICT.
 Assess the effects of “Labor Transformation” from agrarian-based labor force
society to “multi-skill” labor oriented society;
 Study the potential growth sectors in the State in the next 10 to 15 years for
the human resource projection;
 Study the future human resource requirement by sectors/subsectors both
private and public sectors for smooth implementation of various development
plans in the State
