1 Introduction
Accessing safe water with adequate sanitation has been a crucial problem for billions of people
around the world (1). Most of them are in the developing countries and this problem seems to
increase in the following years (2). One of the renewable sources of freshwater which has
sufficient sanitation is rainfall. Globally precipitation generates supply of 40000 to 45000 km3
per year (3). However, there is not a uniform rainfall for different areas of the world. Developed
countries are mostly located in the temperate or tepid latitudes, hence they have more

Abstract Automatic recognition of people is a challenging problem which has received much
attention during recent years due to its many applications in different fields. Face recognition is one
of those challenging problems and up to date, there is no technique that provides a robust solution
to all situations. This paper presents a technique for human face recognition. A self organizing
program is used to identify if the subject in the input image is present or not present in the image
database. Face recognition with Eigen values is carried out by classifying Eigen values in both
images. The main advantage of this technique is its high speed processing capability and low
computational requirements, in terms of both speed, accuracy and memory utilization. The goal is

authority, whereas characters such as Jim Cunningham, while famous and respected are revealed
as false (Donnie burns down Jim s house to expose a kiddie porn dungeon ).
While outcasts of society, they all are connected by their position, which could be seen as either a
blessing or curse. To be happily oblivious to the shortcomings of society might be wistfully
contemplated, however, given the choice, I don t think the characters would choose it.
