Crony interlockers and the centrality of
banks: the network of Moroccan listed
companies

through regulation policies.

accumulate clans’ economic resources.
- In the context of Moroccan listed companies we
study the role of financial sector and crony board
members in clan’s accumulation.
Discussing Crony Capitalism
Moroccan banking sector:
 Bank’s power in Morocco (Berrada, 1984):
- French colonization with the role of Bank of Paris and Pays-
Bas (BPPB).
- Policy of “Morrocanizing” companies  family groups led
by one charismatic individual (Saadi, 1984) which are related
to a bank to fund their investments.
- The domination of the royal monarchy and its allies using
financial institutions such as banks, pension funds and
insurance companies.
 In the beginning of the 2000s there was a risk that a huge part
of the financial sector would come under the control of French
shareholders. Axa already owned Al Amane insurance, the French
group Credit Agricole was negotiating to buy Wafa and Benjelloun
was considering selling BMCE to the French group Caisses
d’Epargne. The acquisition of Wafa by BCM, the bank of the royal
holding, was strategic. It effectively keeps the financial sector in
the hands of Moroccan shareholders. (Interviewee 3)
 Concentrated and profitable banking sector:
- 3 listed banks (Attijariwafa bank, BCP and BMCE Bank)
concentrate around 65% of assets, deposits and loans.
- Profitability of the banking sector measured by the Return on
Equity (ROE) increased from 1% in 2002 to 10.2% in 2014.

Interlock between 2 firms = they share same board member.
You may have access to important information when you are in many
board.
Group of companies that is cohesive and connected to other groups
have a strategic location compared to isolated and non-cohesive
groups.

- Instead of opposing neoliberal reforms, Moroccan rulers were
pioneers to participate in privatizations and financialization and
benefited from it.
- In Morocco, where monarchy is the most powerful political and
economic institution, financial sector serves for the royal holding
as a mean to control the process of accumulation and for other
actors as a lever to access resources and gain proximity with the
monarchy.
- Central interlockers are members of royal foundations and
represent an institutional investor or a holding family that owns
a bank and/or an insurance company.
- Boone and Henry (2004) had described the banking sector in
Morocco as a private oligopoly. Here we evidence that the
monarchy and its entourage are capturing corporate governance
instruments such as board membership to control economic
activities.

Next steps:
- Comparing the Moroccan case-study with Business-State
interdependencies in Tunisia. Is there a different path
depending on the way each local elite has faced the “Arab
spring”?
Moroccan strategy in sub-Saharan African countries +
inter-regional cronyism (AWB bought Barcalay Bank
Egypt).
- Methodology: Using network analysis and in-depth interviews
to study interlocks (common board membership) in Tunisia (why
not extending the study to Egypt and other MENA countries?) 
Seeking funds to do that.

  • 2. - Shaped in the context of Asian developmental states. Is it valid for North African countries? - Domination of clans and families is not always done through regulation policies. - Privatizations and neoliberal reforms are also used to accumulate clans’ economic resources. - In the context of Moroccan listed companies we study the role of financial sector and crony board members in clan’s accumulation. Moroccan banking sector:  Bank’s power in Morocco (Berrada, 1984): - French colonization with the role of Bank of Paris and Pays- Bas (BPPB). - Policy of “Morrocanizing” companies  family groups led by one charismatic individual (Saadi, 1984) which are related to a bank to fund their investments. - The domination of the royal monarchy and its allies using financial institutions such as banks, pension funds and insurance companies.
  • 4.  In the beginning of the 2000s there was a risk that a huge part of the financial sector would come under the control of French shareholders. Axa already owned Al Amane insurance, the French group Credit Agricole was negotiating to buy Wafa and Benjelloun was considering selling BMCE to the French group Caisses d’Epargne. The acquisition of Wafa by BCM, the bank of the royal holding, was strategic. It effectively keeps the financial sector in the hands of Moroccan shareholders. (Interviewee 3)  Concentrated and profitable banking sector: - 3 listed banks (Attijariwafa bank, BCP and BMCE Bank) concentrate around 65% of assets, deposits and loans. - Profitability of the banking sector measured by the Return on Equity (ROE) increased from 1% in 2002 to 10.2% in 2014.   • 11. - Instead of opposing neoliberal reforms, Moroccan rulers were pioneers to participate in privatizations and financialization and benefited from it. - In Morocco, where monarchy is the most powerful political and economic institution, financial sector serves for the royal holding as a mean to control the process of accumulation and for other actors as a lever to access resources and gain proximity with the monarchy. - Central interlockers are members of royal foundations and represent an institutional investor or a holding family that owns a bank and/or an insurance company. - Boone and Henry (2004) had described the banking sector in Morocco as a private oligopoly. Here we evidence that the monarchy and its entourage are capturing corporate governance instruments such as board membership to control economic activities. Conclusion:
  • 12. Next steps: - Comparing the Moroccan case-study with Business-State interdependencies in Tunisia. Is there a different path depending on the way each local elite has faced the “Arab spring”? Moroccan strategy in sub-Saharan African countries + inter-regional cronyism (AWB bought Barcalay Bank Egypt). - Methodology: Using network analysis and in-depth interviews to study interlocks (common board membership) in Tunisia (why not extending the study to Egypt and other MENA countries?)  Seeking funds to do that.
