founded with the original
campus located in Intramuros,
Manila

By November 20, 1645, Pope
Innocent X elevated the
college to a university
1865
On May 20, 1865, a royal order from
Queen Isabella II gave the university
the power to direct and supervise all
the school s in the Philippines.
1902 1947
On September 17,
1902, Pope Leo XIII
made the University of
Santo Tomas a
“Pontifical
University”. .
 By 1947, Pope Pius XII bestowed upon it
the title of the “The Catholic University of
the Philippines”.
UNIVERSITY SEAL
The present seal of the UST is
linked to a shield, quartered by a
Dominican Cross, which is
superimposed the sun of St.
Thomas Aquinas.
The upper right shows the lion,
which is derived from the seal
of Spain, indicative of royal
patronage.
Upper left corner is the Papal
Tiara, indicating the pontifical
roots of the University
The rose on the lower right
corner is a symbol of
patronage of the Blessed
Virgin Mary.
The lower left quadrant contains
an image of a sea lion, from the
old seal of the City of Manila,
the capital of the country.
The symbols are set in gold on a
field of light blue, to honor the
Marian color. The cross,
however, is in black and white,
the Dominican colors.

 UST IDENTITY
The University of Santo Tomas, the Pontifical, Royal, and Catholic University of the Philippines, is
a Dominican institution of learning founded in 1611, under the patronage of St. Thomas Aquinas.
 MISSION
The University, in pursuit of truth, guided by reason and illumined by faith, dedicates herself to the
generation, advancement, and transmission of knowledge to form competent and compassionate
professionals, committed to the service of the Church, the nation, and the global community.
 VISION
Faithful to its centuries-old tradition of excellence, the University of Santo Tomas envisions itself as
a premier Catholic institution of learning in Asia, committed to the professional and moral formation
of her stakeholders for social transformation.

TRIVIA
The University of Santo Tomas is the oldest university in Asia and the largest Catholic
University in the world in terms of “student population” in a single campus.`1

COMMUNITY DEVELOPMENT
UST-SIMBAHAYAN COMMUNITY DEVELOPMENT OFFICE
The UST-SIMBAHAYAN Community Development Office is tasked to develop, facilitate,
implement, and manage the University Community Development Programs towards the
University’s mission of the production, advancement, and transmission of knowledge for the
formation of competent, compassionate, and committed Thomasian professionals.
The office covers college/faculty-based student organizations’ projects; University-wide student
organizations’ community development projects; CWTS and LTS sections of the National Service
Training Program, and Alumni-proposed projects.
MISSION AND VISION
The UST-SIMBAHAYAN Community Development Office, pursuing the effective and sustained
involvement of the Thomasian Community, envisions partner communities and at-risk sectors that
are self-reliant, interdependent, and empowered, contributing to the building of the Church, the home
and the nation.
The UST-SIMBAHAYAN Community Development Office commits itself to the Christian formation of
Thomasians and University partner communities, local parishes, and partner institutions in becoming
agents of social transformation.
COMMUNITY DEVELOPMENT
PROGRAM THRUSTS
The main programs of the UST-SIMBAHAYAN Community Development Office that concretely
expressed its mandate are:
HELPS (Health, Education, Livelihood, Physical/environmental and Spiritual) programs utilizing direct
community organizing and participatory development methodologies based on research.
 Community-based Programs
 Sectoral Programs
Research-based programs specifically designed for vulnerable/at risk marginalized sectors of society like
the sick, the elderly, youth, children, differently-abled, etc.
Programs offering short courses grounded on research, with the end view of providing life and technical
skills relevant to community needs and for improving employability or entrepreneurial potentials of the
learners.

PROGRAM PRINCIPLES
Spirituality is woven into the very fabric of community development work. The UCDP is guided by the
Christian perspective of social transformation. The UCDP is the University’s contextualization of its
commitment towards the realization of the Church of the poor.
 Spirituality of Transformation
 Holistic Development
The strategies and interventions must seek the holistic development and capability building of communities.
That “development cannot be limited to mere economic growth. In order to be authentic, it must be
complete: integral, that is, it has to promote the good of every man and the whole of man”
(PopulorumProgressio)
As a learning institution, the UST through the UCDP, must also contribute to the overall formation and
capability building of the students, academic and support staff. Formation imbued with the values of being
Filipinos, Christ-centered servant leaders committed to be of service to the least, the last and the lonely.
 Participation
The UCDP shall support and sustain the effective participation of all stakeholders in the whole
development process. Structures and processes must enable the partner communities, students, faculty
members, support staff, and administrators to effectively engage, on equal footing, in the program.
COMMUNITY DEVELOPMENT
The UCDP shall promote development that the communities can maintain that will have long term impact
in their lives. It shall also be conscious of the effects to the environment. The UCDP shall strive for
“development that meets the needs of the present without compromising the ability of future generations to
meet their own needs”. (Brundtland Commission)

 Stewardship
The program, its process and policies, shall ensure protection, proper utilization and development of its
resources, including its people, its property, and its financial assets. It shall exercise transparency in
processes and procedures with all stakeholders.
The Thomasian community shall also emphasize responsibility for the care of creation; its protection and
its sustainability.
 Social Justice and Human Rights
The policies, structures, and process shall be consistent with the worth and dignity of the human person.
“The agenda for social justice and the realization of our preferential love for the poor are seriously tested in
our resolve to address the problem of inequity” (Acts and Decrees of the Second Plenary Council, No. 391).
The Program shall also continue to advocate moral, social, economic and political issues that affect the
marginalized.

COMMUNITY DEVELOPMENT
The UCDP shall be a venue for knowledge generation and discourse / reflection based on practice,
utilizing participatory methodologies.
These shall contribute to the improvement of community development practice, student formation, and
curricular development.

The UCDP shall optimize the internal linkages between and among the academic units and alumni groups
of the University.
At the same time, it will pursue partnership with Church, non government organizations, local government
units, and private institutions to further community development objectives in our partner communities and
institutions.

NATIONAL SERVICE TRAINING PROGRAM (NSTP)
 National Service Training Program (NSTP) is integrated in the University Community Deve-
lopment Program (UCDP) and is under the management of the UST-SIMBAHAYAN Community
Development Office.
 It seeks to promote the role of the youth in nation-building, and as such, it aims to encourage the youth
to become civic leaders and volunteers who could be called upon by the nation in cases their services
are needed.

OUTREACH PROGRAMS
 The Faculty of Pharmacy Student Council Outreach Committee successfully held its PHAraSaKinaBOOKasan
Outreach at the San Lazaro Elementary School in Dagat-Dagatan, Navotas City on October 3, 2015, being
the first to hold the first community development project for its faculty this school year.
 Aside from the distribution of books to the school’s library, a short program was also held for the elementary
pupils, teaching them about the importance of books and as well as ithe proper way to take care of the said
educational materials.

HOSTING OF FORUMS
 On November 4, 2015, the University of Santo Tomas – Simbahayan Community Development Office
organized a forum about the Lumad killings in Mindanao, with tribal leaders of the Lumad asking for
UST’s support in their call for justice.

mining and land-
grabbing activities
allegedly taking place
in Mindanao, which
has resulted in the
deprivation of
indigenous tribes of
their rights to their
ancestral domain.

TULONG TOMASINO PARA SA VISAYAS
 The “Tulong Tomasino Para Sa Visayas” is a disaster relief and rehabilitation program of the University of
Santo Tomas (UST) for the victims of Super Typhoon Yolanda in Visayas, in coordination with the Dominican
Republic of the Philippines, the Dominican Family, the Alumni Priest Association (ALPA) of the UST Central
Seminary and other Thomasian Partners. The UST Simbahayan Community Development Office spearheads
the program.

CORPORATE SOCIAL RESPONSIBILITY - UST

  • 1. ` Pontifical and Royal UNIVERSITY OF SANTO TOMAS The Catholic University of the Philippines
  • 2. HISTORY 1605 On July 24, 1605, Bishop Miguel de Benavides bequeathed the amount of Php1,500 and a personal library for the establishment of a seminar college. 1611 On April 28, 1611, the UST was founded with the original campus located in Intramuros, Manila 1645 By November 20, 1645, Pope Innocent X elevated the college to a university 1865 On May 20, 1865, a royal order from Queen Isabella II gave the university the power to direct and supervise all the school s in the Philippines. 1902 1947 On September 17, 1902, Pope Leo XIII made the University of Santo Tomas a “Pontifical University”. .  By 1947, Pope Pius XII bestowed upon it the title of the “The Catholic University of the Philippines”.
  • 3. UNIVERSITY SEAL The present seal of the UST is linked to a shield, quartered by a Dominican Cross, which is superimposed the sun of St. Thomas Aquinas. The upper right shows the lion, which is derived from the seal of Spain, indicative of royal patronage. Upper left corner is the Papal Tiara, indicating the pontifical roots of the University The rose on the lower right corner is a symbol of patronage of the Blessed Virgin Mary. The lower left quadrant contains an image of a sea lion, from the old seal of the City of Manila, the capital of the country. The symbols are set in gold on a field of light blue, to honor the Marian color. The cross, however, is in black and white, the Dominican colors.

MISSION & VISION  UST IDENTITY The University of Santo Tomas, the Pontifical, Royal, and Catholic University of the Philippines, is a Dominican institution of learning founded in 1611, under the patronage of St. Thomas Aquinas.  MISSION The University, in pursuit of truth, guided by reason and illumined by faith, dedicates herself to the generation, advancement, and transmission of knowledge to form competent and compassionate professionals, committed to the service of the Church, the nation, and the global community.  VISION Faithful to its centuries-old tradition of excellence, the University of Santo Tomas envisions itself as a premier Catholic institution of learning in Asia, committed to the professional and moral formation of her stakeholders for social transformation.  MOTTO Veritas in Caritate (Eph 4:15) Instead, speaking the truth in love, we will grow to become in every respect the mature body of him who is the head, that is, Christ.   • 6. UST-SIMBAHAYAN Community Development Office COMMUNITY DEVELOPMENT UST-SIMBAHAYAN COMMUNITY DEVELOPMENT OFFICE The UST-SIMBAHAYAN Community Development Office is tasked to develop, facilitate, implement, and manage the University Community Development Programs towards the University’s mission of the production, advancement, and transmission of knowledge for the formation of competent, compassionate, and committed Thomasian professionals. The office covers college/faculty-based student organizations’ projects; University-wide student organizations’ community development projects; CWTS and LTS sections of the National Service Training Program, and Alumni-proposed projects. MISSION AND VISION The UST-SIMBAHAYAN Community Development Office, pursuing the effective and sustained involvement of the Thomasian Community, envisions partner communities and at-risk sectors that are self-reliant, interdependent, and empowered, contributing to the building of the Church, the home and the nation. The UST-SIMBAHAYAN Community Development Office commits itself to the Christian formation of Thomasians and University partner communities, local parishes, and partner institutions in becoming agents of social transformation.

COMMUNITY DEVELOPMENT PROGRAM THRUSTS The main programs of the UST-SIMBAHAYAN Community Development Office that concretely expressed its mandate are: HELPS (Health, Education, Livelihood, Physical/environmental and Spiritual) programs utilizing direct community organizing and participatory development methodologies based on research.  Community-based Programs  Sectoral Programs Research-based programs specifically designed for vulnerable/at risk marginalized sectors of society like the sick, the elderly, youth, children, differently-abled, etc. Programs offering short courses grounded on research, with the end view of providing life and technical skills relevant to community needs and for improving employability or entrepreneurial potentials of the learners.  Non-formal Education Programs
  • 8. COMMUNITY DEVELOPMENT PROGRAM PRINCIPLES Spirituality is woven into the very fabric of community development work. The UCDP is guided by the Christian perspective of social transformation. The UCDP is the University’s contextualization of its commitment towards the realization of the Church of the poor.  Spirituality of Transformation  Holistic Development The strategies and interventions must seek the holistic development and capability building of communities. That “development cannot be limited to mere economic growth. In order to be authentic, it must be complete: integral, that is, it has to promote the good of every man and the whole of man” (PopulorumProgressio) As a learning institution, the UST through the UCDP, must also contribute to the overall formation and capability building of the students, academic and support staff. Formation imbued with the values of being Filipinos, Christ-centered servant leaders committed to be of service to the least, the last and the lonely.  Participation The UCDP shall support and sustain the effective participation of all stakeholders in the whole development process. Structures and processes must enable the partner communities, students, faculty members, support staff, and administrators to effectively engage, on equal footing, in the program.
  • 9. COMMUNITY DEVELOPMENT The UCDP shall promote development that the communities can maintain that will have long term impact in their lives. It shall also be conscious of the effects to the environment. The UCDP shall strive for “development that meets the needs of the present without compromising the ability of future generations to meet their own needs”. (Brundtland Commission)  Sustainability  Stewardship The program, its process and policies, shall ensure protection, proper utilization and development of its resources, including its people, its property, and its financial assets. It shall exercise transparency in processes and procedures with all stakeholders. The Thomasian community shall also emphasize responsibility for the care of creation; its protection and its sustainability.  Social Justice and Human Rights The policies, structures, and process shall be consistent with the worth and dignity of the human person. “The agenda for social justice and the realization of our preferential love for the poor are seriously tested in our resolve to address the problem of inequity” (Acts and Decrees of the Second Plenary Council, No. 391). The Program shall also continue to advocate moral, social, economic and political issues that affect the marginalized. PROGRAM PRINCIPLES
  • 10. COMMUNITY DEVELOPMENT The UCDP shall be a venue for knowledge generation and discourse / reflection based on practice, utilizing participatory methodologies. These shall contribute to the improvement of community development practice, student formation, and curricular development.  Knowledge Generation  Partnership and Linkages The UCDP shall optimize the internal linkages between and among the academic units and alumni groups of the University. At the same time, it will pursue partnership with Church, non government organizations, local government units, and private institutions to further community development objectives in our partner communities and institutions.   • 12. t seeks to promote the role of the youth in nation-building, and as such, it aims to encourage the youth to become civic leaders and volunteers who could be called upon by the nation in cases their services are needed.  PROGRAMS NATIONAL SERVICE TRAINING PROGRAM (NSTP)  National Service Training Program (NSTP) is integrated in the University Community Deve- lopment Program (UCDP) and is under the management of the UST-SIMBAHAYAN Community Development Office.  It seeks to promote the role of the youth in nation-building, and as such, it aims to encourage the youth to become civic leaders and volunteers who could be called upon by the nation in cases their services are needed.
  • 13. t seeks to promote the role of the youth in nation-building, and as such, it aims to encourage the youth to become civic leaders and volunteers who could be called upon by the nation in cases their services are needed.  PROGRAMS OUTREACH PROGRAMS  The Faculty of Pharmacy Student Council Outreach Committee successfully held its PHAraSaKinaBOOKasan Outreach at the San Lazaro Elementary School in Dagat-Dagatan, Navotas City on October 3, 2015, being the first to hold the first community development project for its faculty this school year.  Aside from the distribution of books to the school’s library, a short program was also held for the elementary pupils, teaching them about the importance of books and as well as ithe proper way to take care of the said educational materials.
  • 14. t seeks to promote the role of the youth in nation-building, and as such, it aims to encourage the youth to become civic leaders and volunteers who could be called upon by the nation in cases their services are needed.  PROGRAMS HOSTING OF FORUMS  On November 4, 2015, the University of Santo Tomas – Simbahayan Community Development Office organized a forum about the Lumad killings in Mindanao, with tribal leaders of the Lumad asking for UST’s support in their call for justice.  Among the many reasons cited for the violence there are the mining and land- grabbing activities allegedly taking place in Mindanao, which has resulted in the deprivation of indigenous tribes of their rights to their ancestral domain.
  • 15. t seeks to promote the role of the youth in nation-building, and as such, it aims to encourage the youth to become civic leaders and volunteers who could be called upon by the nation in cases their services are needed.  PROGRAMS TULONG TOMASINO PARA SA VISAYAS  The “Tulong Tomasino Para Sa Visayas” is a disaster relief and rehabilitation program of the University of Santo Tomas (UST) for the victims of Super Typhoon Yolanda in Visayas, in coordination with the Dominican Republic of the Philippines, the Dominican Family, the Alumni Priest Association (ALPA) of the UST Central Seminary and other Thomasian Partners. The UST Simbahayan Community Development Office spearheads the program.
