12. Harbin
Harbin, capital city of Heilongjiang, is the most northeast part of
China. It is the center of Heilongjiang's political, economic,
educational and cultural life. Harbin is described as the pearl
beneath the swan's neck, city beside the Songhuajiang River, Ice
City and Oriental Moscow.
Harbin Taiping International Airport (HRB) caters for 82 domestic
and international routes as the air traffic net which connects major
countries of the world.
Governments of Heilongjiang, Harbin and each district issued
many support policies of fund, tax and discount to help local
outsourcing companies’ growth. Mr. Li Zhanshu, Governor of
People's Government of Heilongjiang Province, has had meetings

Harbin City was officially authorized as China Services
