This document describes converting the World Health Organization's Global Health Observatory data to RDF. It presents a semi-automated approach using OntoWiki's CSVImport plugin to transform CSV files into RDF according to the RDF Data Cube vocabulary. This allows the data to be queried and integrated more easily. As a demonstration, 50 health datasets were converted to RDF containing around 8 million triples and made available online. Future work could improve conversion accuracy and explore utilizing the temporal aspects of the data.

Abstract: It is known that Semantic Web and Linked Open Data (LOD) are powerful technologies for knowledge management, and explicit knowledge is expected to be presented by RDF format (Resource Description Framework), but normal users are far from RDF due to technical skills required. As we learn, a concept-map or a node-link diagram can enhance the learning ability of learners from beginner to advanced user level, so RDF graph visualization can be a suitable tool for making users be familiar with Semantic technology. However, an RDF graph generated from the whole query result is not suitable for reading, because it is highly connected like a hairball and less organized. To make a graph presenting knowledge be more proper to read, this research introduces an approach to sparsify a graph using the combination of three main functions: graph simplification, triple ranking, and property selection. These functions are mostly initiated based on the interpretation of RDF data as knowledge units together with statistical analysis in order to deliver an easily-readable graph to users. A prototype is implemented to demonstrate the suitability and feasibility of the approach. It shows that the simple and flexible graph visualization is easy to read, and it creates the impression of users. In addition, the attractive tool helps to inspire users to realize the advantageous role of linked data in knowledge management.
Tutorial: Describing Datasets with the Health Care and Life Sciences Communit...Alasdair Gray
Access to consistent, high-quality metadata is critical to finding, understanding, and reusing scientific data. However, while there are many relevant vocabularies for the annotation of a dataset, none sufficiently captures all the necessary metadata. This prevents uniform indexing and querying of dataset repositories. Towards providing a practical guide for producing a high quality description of biomedical datasets, the W3C Semantic Web for Health Care and the Life Sciences Interest Group (HCLSIG) identified Resource Description Framework (RDF) vocabularies that could be used to specify common metadata elements and their value sets. The resulting HCLS community profile covers elements of description, identification, attribution, versioning, provenance, and content summarization. The HCLS community profile reuses existing vocabularies, and is intended to meet key functional requirements including indexing, discovery, exchange, query, and retrieval of datasets, thereby enabling the publication of FAIR data. The resulting metadata profile is generic and could be used by other domains with an interest in providing machine readable descriptions of versioned datasets. The goal of this tutorial is to explain elements of the HCLS community profile and to enable users to craft and validate descriptions for datasets of interest.
Supporting Dataset Descriptions in the Life SciencesAlasdair Gray
Machine processable descriptions of datasets can help make data more FAIR; that is Findable, Accessible, Interoperable, and Reusable. However, there are a variety of metadata profiles for describing datasets, some specific to the life sciences and others more generic in their focus. Each profile has its own set of properties and requirements as to which must be provided and which are more optional. Developing a dataset description for a given dataset to conform to a specific metadata profile is a challenging process.
In this talk, I will give an overview of some of the dataset description specifications that are available. I will discuss the difficulties in writing a dataset description that conforms to a profile and the tooling that I've developed to support dataset publishers in creating metadata description and validating them against a chosen specification.

Scholarly citations from one publication to another, expressed as reference lists within academic articles, are core elements of scholarly communication. Unfortunately, they usually can be accessed en masse only by paying significant subscription fees to commercial organizations, while those few services that do made them available for free impose strict limitations on their reuse. In this paper we provide an overview of the OpenCitations Project (http://opencitations.net) undertaken to remedy this situation, and of its main product, the OpenCitations Corpus, which is an open repository of accurate bibliographic citation data harvested from the scholarly literature, made available in RDF under a Creative Commons public domain dedication.

Getting the best of Linked Data and Property Graphs: rdf2neo and the KnetMine...Rothamsted Research, UK
Graph-based modelling is becoming more popular, in the sciences and elsewhere, as a flexible and powerful way to exploit data to power world-changing digital applications. Com- pared to the initial vision of the Semantic Web, knowledge graphs and graph databases are be- coming a practical and computationally less formal way to manage graph data. On the other hand, linked data based on Semantic Web standards are a complementary, rather than alternative, ap- proach to deal with these data, since they still provide a common way to represent and exchange information. In this paper we introduce rdf2neo, a tool to populate Neo4j databases starting from RDF data sets, based on a configurable mapping between the two. By employing agrigenomics- related real use cases, we show how such mapping can allow for a hybrid approach to the man- agement of networked knowledge, based on taking advantage of the best of both RDF and prop- erty graphs.

Rapid Digitization of Latin American Ephemera with HydraJon Stroop
Princeton University Library began to collect and build an archive of Latin American ephemera and gray literature in the mid 1970s to document the activities of political and social organizations and movements, as well as the broader political, socioeconomic and cultural developments of the region. Access to the material was provided by slowly accumulating and organizing thematic sub-collections, creating finding aids, and microfilming selected curated sub-collections. Reproductions of the microfilm were commercially distributed and resulting royalties were used to fund new acquisitions. That model gradually become unsustainable during the past decade and microfilming was halted in 2008.
Hydra breathes new life into this project by providing us with a framework for creating an end-to-end application that will facilitate rapid digitization, cataloging, and access to this important collection. Since the system went into production in April of 2014, nearly 1500 items have been cataloged, with the throughput rate ultimately accelerating to over 300 items per month in August.
An Identifier Scheme for the Digitising Scotland ProjectAlasdair Gray
The Digitising Scotland project is having the vital records of Scotland transcribed from images of the original handwritten civil registers . Linking the resulting dataset of 24 million vital records covering the lives of 18 million people is a major challenge requiring improved record linkage techniques. Discussions within the multidisciplinary, widely distributed Digitising Scotland project team have been hampered by the teams in each of the institutions using their own identification scheme. To enable fruitful discussions within the Digitising Scotland team, we required a mechanism for uniquely identifying each individual represented on the certificates. From the identifier it should be possible to determine the type of certificate and the role each person played. We have devised a protocol to generate for any individual on the certificate a unique identifier, without using a computer, by exploiting the National Records of Scotland•À_s registration districts. Importantly, the approach does not rely on the handwritten content of the certificates which reduces the risk of the content being misread resulting in an incorrect identifier. The resulting identifier scheme has improved the internal discussions within the project. This paper discusses the rationale behind the chosen identifier scheme, and presents the format of the different identifiers. The work reported in the paper was supported by the British ESRC under grants ES/K00574X/1(Digitising Scotland) and ES/L007487/1 (Administrative Data Research Center - Scotland).

Interoperability of electronic healthcare information remains an enormous challenge in spite of 100+ available healthcare information standards. This webinar explains the Yosemite Project, whose mission is to achieve semantic interoperability of all structured healthcare information through RDF as a common semantic foundation. It explains the rationale and technical strategy of the Yosemite Project, and describes how RDF and related standards address a two-pronged strategy for semantic interoperability: facilitating collaborative standards convergence whenever possible, and crowd-sourced data translations when necessary.

Open data is a crucial prerequisite for inventing and disseminating the innovative practices needed for agricultural development. To be usable, data must not just be open in principle—i.e., covered by licenses that allow re-use. Data must also be published in a technical form that allows it to be integrated into a wide range of applications. The webinar will be of interest to any institution seeking ways to publish and curate data in the Linked Data cloud.
This webinar describes the technical solutions adopted by a widely diverse global network of agricultural research institutes for publishing research results. The talk focuses on AGRIS, a central and widely-used resource linking agricultural datasets for easy consumption, and AgriDrupal, an adaptation of the popular, open-source content management system Drupal optimized for producing and consuming linked datasets.
Agricultural research institutes in developing countries share many of the constraints faced by libraries and other documentation centers, and not just in developing countries: institutions are expected to expose their information on the Web in a re-usable form with shoestring budgets and with technical staff working in local languages and continually lured by higher-paying work in the private sector. Technical solutions must be easy to adopt and freely available.

Healthcare data originates in a wide variety of data formats, data models and vocabularies, making information interoperability a major challenge. Although many standards exist, and each one strives for a level of interoperability within its scope, in the aggregate these standards form an uncoordinated patchwork that thwarts interoperability. Furthermore, even when standards are used, translation between data formats, data models and vocabularies is still needed, for a variety of reasons.
The Yosemite Project describes an ambitious roadmap for achieving semantic interoperability of all structured healthcare information. Based on RDF as the best available candidate for a universal information representation, this roadmap addresses both the need to 'standardize the standards' and the opportunity to crowdsource data translations that are still required for information interoperability.
Usage of Linked Data: Introduction and Application ScenariosEUCLID project
This presentation introduces the main principles of Linked Data, the underlying technologies and background standards. It provides basic knowledge for how data can be published over the Web, how it can be queried, and what are the possible use cases and benefits. As an example, we use the development of a music portal (based on the MusicBrainz dataset), which facilitates access to a wide range of information and multimedia resources relating to music.

Effective Application Security in Software Delivery lifecycle using Deployment Firewall and DBOM
The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).
