for the Learning and Skills Sector

Background
• July 2012 - intention to form an FE Guild –
  Development phase prospectus issued.

• Oct 2012 - The Independent Review Panel on
  Professionalism in Further Education, led by Lord
  Lingfield, endorsed concept.

• 21 Nov 2012 – Development and consultation phase
  started , under contract with AoC/AELP and wide
  sector support, underway.
Key milestones
• Production of Consultation document by end of
  January - Done!

• Formal consultation period 1st – 22nd February

• Implementation plan to BIS by end of March

• FE Guild to start operations August 2013

• To ensure the best possible learner experience
  and outcomes.
• To enhance the reputation of the sector.
• To articulate provider best practice in relation to
  workforce - “gold standard”.
• To make the sector an attractive place to work.
Guild – overall remit 1

• Framework of qualifications and
  standards .
• Definitions of professionalism.
• Best practice teaching, learning, and
  assessment skills.
• Developing expert practitioners and
  coaches, and effective networks.
• Research.

• Updating of vocational skills and
  subject knowledge – dual

• Bank of good practice and learning
  resources.
• Developing skills required for effective
  governance.
Guild who is it for?
    Only cover those who directly                    Guild should cover
    deliver and support teaching
    and learning and assessment.
                                        OR           all staff .




    Overarching principle - should aim to encompass all staff
Caveats:
• May initially have to concentrate on the teaching, learning, assessment and
   direct support staff.
• Not duplicating standards of the other specialist professional bodies - could
   signpost and or contextualise them.


   Equally: areas such as equality and diversity, new technologies
   and customer service relevant to all staff.

 Based on employers as key subscribers – future individual recognition scheme?
Guild – funding – phased approach?
• Years 1 and 2 – seek a direct grant from BIS to
  cover initial operation.
• Year 3 – move to a levy-based approach.
• Year 4 onwards – aiming to become financially
  more self-reliant.

  During this period more debate about final
  end point – levy/self reliant/mixed economy.
Interim arrangements
• Interim Chief Executive Officer (CEO)
  recruited by open competition; end-
  dated December 2013.
• Initial shadow Board – with phased
  migration plan to the permanent Board
  by April 2014.
• Interim CEO and shadow Board start to
  build the proposed operational
  structures.
Name – should it be changed?
• Should we change both parts?
• Seems to be consensus that at least change
  the FE tag.
• If so what

  non specific?

Overarching principle - should aim to encompass all staff Caveats: • May initially have to concentrate on the teaching, learning, assessment and direct support staff. • Not duplicating standards of the other specialist professional bodies - could signpost and or contextualise them. Equally: areas such as equality and diversity, new technologies and customer service relevant to all staff.

Guild – funding – phased approach? • Years 1 and 2 – seek a direct grant from BIS to cover initial operation. • Year 3 – move to a levy-based approach. • Year 4 onwards – aiming to become financially more self-reliant. During this period more debate about final end point – levy/self reliant/mixed economy.
  • 14. Interim arrangements • Interim Chief Executive Officer (CEO) recruited by open competition; end- dated December 2013. • Initial shadow Board – with phased migration plan to the permanent Board by April 2014. • Interim CEO and shadow Board start to build the proposed operational structures.
