Employer Responsibilities
Under the Occupational Safety and Health Act of 1970, employers have a responsibility to provide a
safe workplace
OSHA sets enforcement policy and targeted inspection programs, and responds to
fatalities, catastrophes and complaints.

5. OSHA Definition – PPE

Personal protective equipment, commonly referred to as "PPE", is equipment
worn to minimize exposure to hazards that cause serious workplace injuries and
illnesses. These injuries and illnesses may result from contact with chemical,
radiological, physical, electrical, mechanical, or other workplace hazards.
Personal protective equipment may include items such as
gloves, safety glasses and shoes, earplugs or muffs, hard
hats, respirators, or coveralls, vests and full body suits.
6. Code of Federal Regulations (29 CFR 1910)

Employers must provide personal protective equipment to their workers
and ensure its proper use. Employers are also required to train each worker
required to use personal protective equipment to know:
• When it is necessary
• What kind is necessary
• How to properly put it on, adjust, wear and take it off
• The limitations of the equipment
• Proper care, maintenance, useful life, and disposal of the equipment

11. Serialize or Not-to-Serialize PPE Assets

Not every asset requires a serial number. If an asset requires a serial
number, it is known as serialized.
If an asset is serialized, then a serial number is required for all
movements and transactions for this asset, including the following:
• Purchase
• Shipments & Receipts
• Inventory transactions
• Field movements
• Physical Reconciliation
• Test Records

PPE Assignments
Used to view where the PPE is assigned. Can be any individual, vehicle, or location.
PPE Attribute Definitions
Allows for different attributes to be defined for each type of PPE. At some utilities gloves
are only tracked by size. Some utilities also tracked other attributes such as cuff type
(straight/bell), color, and length.
PPE Preferences
Each PPE user can have his/her own preferences for each type of PPE. The system should
permit different size preferences for each assigned piece of equipment.

PPE Swap Groups
PPE Swap Groups are used to define a group of items which are tested on a
consistent schedule. For example, gloves which are tested every two months
would be in one swap group, while sleeves that are tested annually would be in a
different group.
PPE Check In
The PPE Check In screen is designed for the receipt of the equipment from a
specific individual or vehicle. This can be used only when a person is exchanging
his equipment out of cycle or outside of the bulk shipment. The PPE Batches
screen will be used for the normal exchange, where all the equipment is received,
tested, and returned as a single batch for all of the people at a location.

PPE Check Out
Similarly to PPE Check In, Check Out is designed to work with a single person or
vehicle. Perhaps an individual was absent when equipment was collected, and comes
to the lab to receive their newly tested PPE
PPE Batches (Receipt)
When a shipment of PPE items is received at the lab, every step of the process from
initial receipt through to the completion of the test and the shipment of the items
back to an assignee or placed in stock
Employee Assignments
Used to create the initial assignment to a position and location for an employee who
is newly receiving PPE, or to end the assignment of an employee who will no longer
be receiving PPE

Positions
Use positions to determine what PPE should be assigned. Define the master list of possible
positions. A person is assigned a position from this list. Rather than requiring that the specific
PPE items for each position be defined separately
Change Employee Location
Use when an employee is moving from one location to another. You could end date the
employee’s current assignment and create a new assignment.
Change Vehicle Assignments
Much in the same manner that employees may change locations, vehicles may also change
locations. The employee associated with the vehicle could also be tracked.

Assign all the PPE required to be on a vehicle.
