Assumptions get made because it is a difficult conversation
IT is still a complex system that needs competent leadership. While you may have seen your intern using Mint to manage their finances, that doesn’t mean they should be working in the accounting department. The same goes for IT, but if you have someone using a cool or innovative technology the framework should be, how can we meet that requirement by using a process or tool that we already have, or how can we effectively manage, capture and pass on that information once that person leaves.

IT is a service function, like accounting and HR, that services the entire organization.
IT needs to play an increasing important connector role to ensure that there are adequate systems available to support the mission of the organization.
IT Governance is an effective function of your organization.
IT Governance is a subset of organizational governance
If organizational governance is lacking, so will IT Governance
You can have good IT, and well managed IT, but if there isn’t a good IT Governance system in place you won’t be getting the value
Alignment
Leadership that is willing and able
Org Structures most successful structurally when IT is accountable to the ED or CEO not the CFO. Exceptions abound, but CFOs bring a cost centric, not value creation view of technology. In larger orgs ~100 staff we’re seeing a lot more CIO roles created. CIO’s have an organization wide view of the IT systems in place and are in the best position to ensure successful implementation, integration and cost management
