2. Indian courts have around 3.5 crore cases pending which is one of the major reasons for
delayed justice and poor law enforcement
Some of the possible reasons
A. Lack of judges,lawyers and courts
 There are only 14 judges for every 10lakh people and
few layers to take up a case And only 14000 courts
across nations
B. Court working hours
 The court timing are like 10am to 3pm at max with an
hour break
C. Extended trial duration
 Due to trials upto 15 years in criminal case ,the law
enforcement becomes weak and there is no fear against
law in criminals

3. WHAT WE PROPOSE
An Advanced e-court will have the capability to provide final
judgements on the matter of issue within in a week based on
valid proofs provided by any common man
Proofs such as videos,audios,photos,documents provided by
witness will evaluated and finally judged by selected expertise

4. ADVANTAGES
 Ensured speedy justice as judgement will be provided within a week of time
 Law enforcement will be better compared to existing courts and e-courts cause they
lack speedy justice
 Unbiased and totally non partial judgements as panel of judges are randomly chosen
to give judgement and even common people can give there review
 More witness will rise as their identity is kept in secrecy and they were given
incentives

5. HOW TO IMPLEMENT
PHASE I It starts with ultra secure database and website where people are
free to upload video proofs and their identity is kept in secrecy and
will be provided with incentives such as
money,scholarship,promotion after he/she uploads 10 videos

In the next step the videos or proofs are filtered by a group of
members and is randomly distributed to panel of judges based on
the region

PHASE I I I Now the panel of judges work on the case through tele conference
with the persons found guilty and give their judgements Which is
now available to people for review and once judgement is final, a
policeman is given the responsibility to execute the judgement
PHASE I V
In this phase a separate 24x7 tv channel is broadcasted which only
broadcasts the important judgements and cases solved in the
advanced e-court and it also brings to light the cases not being
considered or whose judgment is pending on a complaint from
witness or victim

7. FINANCIAL AND HUMAN RESOURCES
SUPPORT
• judges are selected based on their previous working records from different area of
expertise such as defence,ias,ips,judges,lawyers
• Members who are chosen to filter the proofs were selected through a series of test
• Financial support is obtained by funds,donations,advertisement and from the
penalities on the person found guilty

8. WHAT WILL BE THE IMPACT
• There will reduction in pending cases
• Because of this crimes like corruption,forgery will be gradually decreased.
for example:- if a witness uploads a video proof of corruption , the witness will get a 10% of amount and the guilty will be
punished. this will encourage people to come forward and at same time it will prevent them involving into such crimes
• People will gain trust over the judiciary sytem & will actively participate cause of incentive
for example:-if person want to get a job done without giving bribe, he will just record a video about what would be the cost and
time taken for completion then he can confidently say that if the job is not done he will upload the video in e-court
• Law enforcement will be better
since everyone will be aware of the advanced e-court and the consequences of their misconduct, the people will follow the
laws and do their duty sincerely

9. WHAT ARE THE RISKS AND MITIGATION
Risks and challenges
• Government do not see the viability of
funding this model
• As the system will be free, there will be a
problem in paying salary to the members of
the e-court
• There is a possibility of blackmailing and
bribing the witness
• The village people will be finding difficulty in
accessing e-court
Mitigations
• Advertisement,donations and penalities from criminals are
ways for funding
• Salary for the members also comes from the above methods
• In case
• bribing the witness: here,in the guidelines it should
included that if the persons tries to bribe you and still
the video is uploaded then witness will get the
incentive+amount of bribe provided he uploads the
footage of bribe offered(the amount given to the
witness will come from the person found guilty as a
penality)
• Blackmailing: if the witness blackmails the suspect,
then even the suspect can record a video of the
witness ultimately compensating each other
• there will be e-court centre in many villages with internet
facility and a member to guide them
