“India becomes world leader in number of
pending cases with over 3 Crore”
Judicial Backlog :- The major problem in
our judiciary currently is the never ending
backlog of pending cases throughout the
judicial system.
• Corruption:- The root problem that has
plagued every field is also rampant in our
judicial system.
• Too much paperwork:- There is a big
dependence on use of paper in today’s
system making the trials sluggish.
• Unavailability of fresh talent:- The
youth is opting corporate areas instead
of the bar council as their career.
• Limited fast track courts:- Around
2000 fast track courts are urgently
needed in today’s scenario.
Problems Causes
Problems Causes
Corruption
According to Transparency International, judicial
corruption in India is attributable to factors such
as "delays in the disposal of cases, shortage of
judges and complex procedures, all of which are
exacerbated by a preponderance of new laws"
Too much
paperwork
Lack of technology in our judicial system and the
traditional way of working is resulting in excessive
use of paperwork .
Fast Track
Courts
Due to lack of co-ordination between state and
central government the amount of Rs.502 crore
sanctioned for 1800 fast track courts was not used
efficiently and now only 1200 are available today.
• Use E-Tools such as
Online Legal Caseload
Management System
(OLCMS).
• Reduce paperwork with
the help of online
management.
• Introduce transparency
by letting people
manage everything
online.
• Make the information
available online to the
deepest level.
• Introduce more
funding by allowing
foreign firms to
operate in our
country.
• Increase the funding
for creation of fast
courts to release
burden of district and
high courts.
• Creating separate
police cell for judicial
matters.
• Filling vacancies
immediately.
Improvisation
in IT Sector
Improvisation
in
Infrastructure
Improvisation
in creating new
reforms
• Introducing a
reform for
ADRS(Alternate
Dispute Resolution
System).
• Creating more
Gram Nyayalayas so
that the villagers
can get speedy
trials.
• Introducing exams
for direct entry in
IJS(Indian Judicial
Services) to procure
new talent.
“Don’t find fault, find a remedy”
Detailed Solutions
Rural Courts:- Perhaps the most
important practical reform would be
constitution of rural courts for speedy
justice. Due to this the local cases of
rural areas will not reach the District
Courts and the burden will decrease.
Restrict Important judgments for
higher courts:- Higher courts were
made for high profile, nationally
important and complex cases, therefore
they should be limited to handle those
cases only to loosen the burden.
Judicial Commission:- The present
mechanism of appointment of judges
gives The Supreme Court complete
power. Power in one hand is never a
solution, therefore Judicial
Commission comprising of members
from judiciary, executive & legislature
should be appointed.
Separate Police Cell:- A separate
Cell should be created comprising
of all ranks from the police system.
This Cell should be under the
control of Judicial Commission and
solely responsible to them. This will
give the investigation a speed up
and the interference of
government will decrease.

Law entrance exam
in India is known as
common law
entrance test (CLAT).
Suggestions for
improving the
education at the
basic level by
introduction of IJS.
All the files are made from
paper and can be destroyed
easily by the public and it
takes time to find all the files
Use of computers at
all the levels this will
drag transparency and
will reduce time with
enhanced accessibility
Some cases are already
predictable to be long
and these let some short
cases take long time
There is urgently
needof building new
complex courts which
will deal with complex
cases

STAKE HOLDERS LEVERAGING RESOURCES
The major stake holders in each
and every step is government
itself along with the people
who are majorly going to be
affected
The existing government infrastructure
will enhance at a drastic level that will
create the following impacts
Human resources the
technology
advancement will
increase the jobs
among the country
At the basic level the students
are the stake holders which are
going to be affected later in the
future and will help the
government
The stake holder in other steps
is govt. only as some part of
economy will be affected in
construction works and hence
affect the people
Government will be satisfied after
getting such improvement in its work
and people will be leveraged by getting
proper resources
The investment is to be
done in developing
govt. colleges which
will give opportunity to
enhance the new
workforce as teachers
will be required

2007-08 Rs 57.2 crore
2008-09 Rs. 54.56 crore
2009-10 Rs. 56.13 crore
Some examples showing if
implemented then these problems
will be solved:
Ayodhya case:-The babri masjid case
is trailing from last 50 years and such
case should be sent to complex courts
as per our implementation
Indian coal allocation scam :If the
computerization of all the case files
are adopted then we could get the
real answers of all such kinds of scam
If students are recruited at initial
level then this problem was solved
IMPACT OF SOLUTIONS
INFRASTRUCTURE
Speed up the delivery of justice
Increment in the no of judges
