   CC supports the tenants of UDL
   CC helps the hearing impaired
   CC helps the ESL students
   CC helps students who are struggling readers
   508 Law – Government agencies must make
    their media accessible to all people, blind and
    deaf
   ADA of 1990 – ensures individuals with
    disabilities are not excluded in the absence of
    auxiliary aids and services
   IDEA – ensures that all children that have
    disabilities have the right to receive a free
    appropriate public education
Universal Design for Learning requires that
there be multiples means of representation.
Closed captions allow for both visual and audio
representation of the information being offered
in the video.
CLOSED CAPTIONS                   SUBTITLES

   Can be turned off and on         Can be turned off and on
   Were created for deaf or         Usually intended for
    hard of hearing audience          translation
   Usually have a black             Can have a black

   Captions include all sounds       on the screen

2. Develop a transcript of the video
3. Synchronize the script with the video
4. Combine the script and video into one file
