FIRST 100 DAYS OF RODRIGO DUTERTE'S
PRESIDENCY
• Change-of-command ceremonies for the new Philippine National Police chief
Ronald de la Rosa and the new Armed Forces of the Philippines (AFP) chief-of-
staff Ricardo Visaya
• Appointed Robredo to a Cabinet position (HUDCC)
• Freedom of Information Order that covered all offices under the executive
branch
• The executive order established the first freedom of information (FOI) Program in the
Philippines covering all government offices under the Executive Branch. It requires all
executive departments, agencies, bureaus, and offices to disclose public records,
contracts, transactions, and any information requested by a member of the public,
except for matters affecting national security and other information that falls under the
inventory of exceptions issued by Executive Secretary Salvador Medialdea.
FIRST 100 DAYS OF RODRIGO DUTERTE'S
PRESIDENCY
• On August 7, 2016, Duterte, who was at the wake of four soldiers killed in
an encounter with communist rebels in Camp Panacan, Davao City,
delivered a speech wherein he named 150 government officials, 7 court
judges, and 5 police officers who are all involved in illegal drug trade.
DOMESTIC POLICY
The term DuterteNomics was coined to describe the economic policy of
the Duterte administration. The term also refers to the series of forums
where Duterte's economic team pitches the administration's plan to
help the country become a high-middle-income economy by 2022.
The policy was unveiled on April 18, 2017, by the Department of
Finance and the Presidential Communications Operations Office (PCOO),
in cooperation with the Center for Strategy, Enterprise and Intelligence
(CenSEI)
DOMESTIC POLICY
TEN-POINT AGENDA OF DuterteNomics
1. Continue and maintain current macroeconomic policies, including fiscal,
monetary, and trade policies.
2. Institute progressive tax reform and more effective tax collection,
indexing taxes to inflation.
3. Increase competitiveness and the ease of doing business.
4. Accelerate annual infrastructure spending to account for 5% of GDP, with
Public-Private Partnerships playing a key role.
5. Promote rural and value chain development toward increasing
agricultural and rural enterprise productivity and rural tourism.
DOMESTIC POLICY
6. Ensure security of land tenure to encourage investments, and address
bottlenecks in land management and titling agencies.
7. Invest in human capital development, including health and education
systems, and match skills and training.
8. Promote science, technology, and the creative arts to enhance
innovation and creative capacity.
9. Improve social protection programs, including the government's
Conditional Cash Transfer program.
10. Strengthen implementation of the Responsible Parenthood and
Reproductive Health Law.
INFRASTRUCTURE DEVELOPMENT
Part of DuterteNomics is the Build! Build! Build! Infrastructure Plan
which according to the administration will usher in the "Golden Age of
Infrastructure". The goals of the program are to reduce poverty,
encourage economic growth and reduce congestion in Metro Manila,
and address the country's infrastructure gap.
This project is being implemented by The Department of Public Works
and Highways (DPWH) and the Department of Transportation (DOTr)
WAR ON DRUGS
Under the supervision of PNP is the nationwide anti-drug campaign,
urging the Filipinos, including the New People's Army to join the fight
against illegal drugs.
The policy is aimed at "the neutralization of illegal drug personalities
nationwide
COMMUNIST INSURGENCY
Duterte created the Task Force Balik-Loob in April 2018 for the
reintegration of former communist rebels. In December 2018, he
ordered the creation of the National Task Force to End Local Communist
Armed Conflict (NTF-ELCAC) and institutionalized a "whole-of-nation
approach" in combating extremism and terrorism.
NTF-ELCAC is the Whole-of-Nation Approach in defeating the local
communist terrorist group and obtaining sustainable and inclusive
peace throughout the Philippines.
GOVERNMENT STREAMLINING
Duterte introduced reforms to eliminate red tape in the government,
and ordered government agencies to remove all processes which are
"redundant or burdensome" to the public. Three weeks after assuming
office, he issued his second executive order establishing Freedom of
Information, allowing citizens to obtain documents and records from
public offices under the executive branch to promote transparency in
the government.
GOVERNMENT STREAMLINING
In May 2018, Duterte signed the Ease of Doing Business Act which aims
to create a better business environment by reducing processing time,
cutting bureaucratic red tape, and eliminating corrupt practices in all
government agencies.[226][227] In December 2020, he enacted a law
authorizing the President to expedite the processing and issuance of
national and local permits, licenses, and certifications, by suspending its
requirements, in times of national emergency.
GOVERNMENT STREAMLINING
Duterte institutionalized the 8888 Citizens' Complaint Hotline in
October 2016, allowing the public to report complaints on poor
government front-line services and corrupt practices in all government
agencies
DEPARTMENT OF MIGRANT WORKERS
The functions and mandate of the POEA will serve as the backbone of
the department and absorbing the seven offices of the Department of
Labor and Employment (DOLE) and Department of Foreign Affairs (DFA)
namely the Office of the Undersecretary for Migrant Workers' Affairs
(OUMWA) of the DFA, Philippine Overseas Labor Office (POLO),
International Labor Affairs Bureau (ILAB), National Reintegration Center
for OFWs (NRCO) and the National Maritime Polytechnic (NMP) of the
DOLE and OWWA as attached agency.
TAX REFORM
The Tax Reform for Acceleration and Inclusion Law (TRAIN Law), officially
designated as Republic Act No. 10963, is the initial package of the
Comprehensive Tax Reform Program (CTRP) signed into law by President
Rodrigo Duterte on December 19, 2017.
The TRAIN Act is the first of four packages of tax reforms to the National
Internal Revenue Code of 1997, or the Tax Code, as amended. This package
introduced changes in personal income tax (PIT), estate tax, donor's tax, value
added tax (VAT), documentary stamp tax (DST) and the excise tax of tobacco
products, petroleum products, mineral products, automobiles, sweetened
beverages, and cosmetic procedures.
TAX REFORM
The prominent features of the tax reform are lower personal income tax and
higher consumption tax. Individual taxpayers with taxable income not exceeding
₱250,000 annually are exempted from income tax. The exemption for minimum
wage earners is retained in the revised tax system.
Tax rates for individual taxpayers still follow the progressive tax system with the
maximum rate of 35%, and minimum rates of 20% (taxable years 2018 to 2022)
and 15% (2023 onwards). On the other hand, consumption taxes, in the form of
higher excise tax on tobacco products, petroleum products, automobiles, tobacco,
and additional excise tax on sweetened beverages and non-essential, invasive
cosmetic procedures were introduced. It also expanded the VAT base by repealing
exemption provisions in numerous special laws.

FIRST 100 DAYS OF RODRIGO DUTERTE'S PRESIDENCY • Change-of-command ceremonies for the new Philippine National Police chief Ronald de la Rosa and the new Armed Forces of the Philippines (AFP) chief-of- staff Ricardo Visaya • Appointed Robredo to a Cabinet position (HUDCC) • Freedom of Information Order that covered all offices under the executive branch • The executive order established the first freedom of information (FOI) Program in the Philippines covering all government offices under the Executive Branch. It requires all executive departments, agencies, bureaus, and offices to disclose public records, contracts, transactions, and any information requested by a member of the public, except for matters affecting national security and other information that falls under the inventory of exceptions issued by Executive Secretary Salvador Medialdea.

FIRST 100 DAYS OF RODRIGO DUTERTE'S PRESIDENCY • On August 7, 2016, Duterte, who was at the wake of four soldiers killed in an encounter with communist rebels in Camp Panacan, Davao City, delivered a speech wherein he named 150 government officials, 7 court judges, and 5 police officers who are all involved in illegal drug trade.
  • 6. DOMESTIC POLICY The term DuterteNomics was coined to describe the economic policy of the Duterte administration. The term also refers to the series of forums where Duterte's economic team pitches the administration's plan to help the country become a high-middle-income economy by 2022. The policy was unveiled on April 18, 2017, by the Department of Finance and the Presidential Communications Operations Office (PCOO), in cooperation with the Center for Strategy, Enterprise and Intelligence (CenSEI)
  • 7. DOMESTIC POLICY TEN-POINT AGENDA OF DuterteNomics 1. Continue and maintain current macroeconomic policies, including fiscal, monetary, and trade policies. 2. Institute progressive tax reform and more effective tax collection, indexing taxes to inflation. 3. Increase competitiveness and the ease of doing business. 4. Accelerate annual infrastructure spending to account for 5% of GDP, with Public-Private Partnerships playing a key role. 5. Promote rural and value chain development toward increasing agricultural and rural enterprise productivity and rural tourism.

Invest in human capital development, including health and education systems, and match skills and training. 8. Promote science, technology, and the creative arts to enhance innovation and creative capacity. 9. Improve social protection programs, including the government's Conditional Cash Transfer program. 10. Strengthen implementation of the Responsible Parenthood and Reproductive Health Law.
  • 9. INFRASTRUCTURE DEVELOPMENT Part of DuterteNomics is the Build! Build! Build! Infrastructure Plan which according to the administration will usher in the "Golden Age of Infrastructure". The goals of the program are to reduce poverty, encourage economic growth and reduce congestion in Metro Manila, and address the country's infrastructure gap. This project is being implemented by The Department of Public Works and Highways (DPWH) and the Department of Transportation (DOTr)
  • 10. WAR ON DRUGS Under the supervision of PNP is the nationwide anti-drug campaign, urging the Filipinos, including the New People's Army to join the fight against illegal drugs. The policy is aimed at "the neutralization of illegal drug personalities nationwide
  • 11. COMMUNIST INSURGENCY Duterte created the Task Force Balik-Loob in April 2018 for the reintegration of former communist rebels. In December 2018, he ordered the creation of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) and institutionalized a "whole-of-nation approach" in combating extremism and terrorism. NTF-ELCAC is the Whole-of-Nation Approach in defeating the local communist terrorist group and obtaining sustainable and inclusive peace throughout the Philippines.
  • 12. GOVERNMENT STREAMLINING Duterte introduced reforms to eliminate red tape in the government, and ordered government agencies to remove all processes which are "redundant or burdensome" to the public. Three weeks after assuming office, he issued his second executive order establishing Freedom of Information, allowing citizens to obtain documents and records from public offices under the executive branch to promote transparency in the government.
  • 13. GOVERNMENT STREAMLINING In May 2018, Duterte signed the Ease of Doing Business Act which aims to create a better business environment by reducing processing time, cutting bureaucratic red tape, and eliminating corrupt practices in all government agencies.[226][227] In December 2020, he enacted a law authorizing the President to expedite the processing and issuance of national and local permits, licenses, and certifications, by suspending its requirements, in times of national emergency.
  • 14. GOVERNMENT STREAMLINING Duterte institutionalized the 8888 Citizens' Complaint Hotline in October 2016, allowing the public to report complaints on poor government front-line services and corrupt practices in all government agencies
  • 15. DEPARTMENT OF MIGRANT WORKERS The functions and mandate of the POEA will serve as the backbone of the department and absorbing the seven offices of the Department of Labor and Employment (DOLE) and Department of Foreign Affairs (DFA) namely the Office of the Undersecretary for Migrant Workers' Affairs (OUMWA) of the DFA, Philippine Overseas Labor Office (POLO), International Labor Affairs Bureau (ILAB), National Reintegration Center for OFWs (NRCO) and the National Maritime Polytechnic (NMP) of the DOLE and OWWA as attached agency.
  • 16. TAX REFORM The Tax Reform for Acceleration and Inclusion Law (TRAIN Law), officially designated as Republic Act No. 10963, is the initial package of the Comprehensive Tax Reform Program (CTRP) signed into law by President Rodrigo Duterte on December 19, 2017. The TRAIN Act is the first of four packages of tax reforms to the National Internal Revenue Code of 1997, or the Tax Code, as amended. This package introduced changes in personal income tax (PIT), estate tax, donor's tax, value added tax (VAT), documentary stamp tax (DST) and the excise tax of tobacco products, petroleum products, mineral products, automobiles, sweetened beverages, and cosmetic procedures.
  • 17. TAX REFORM The prominent features of the tax reform are lower personal income tax and higher consumption tax. Individual taxpayers with taxable income not exceeding ₱250,000 annually are exempted from income tax. The exemption for minimum wage earners is retained in the revised tax system. Tax rates for individual taxpayers still follow the progressive tax system with the maximum rate of 35%, and minimum rates of 20% (taxable years 2018 to 2022) and 15% (2023 onwards). On the other hand, consumption taxes, in the form of higher excise tax on tobacco products, petroleum products, automobiles, tobacco, and additional excise tax on sweetened beverages and non-essential, invasive cosmetic procedures were introduced. It also expanded the VAT base by repealing exemption provisions in numerous special laws.
