The City of Toronto has approved a $32 million upgrade to its water treatment plant to combat naturally occurring algae in the lower Great Lakes. The algae causes a musty smell from taps but is harmless. The three-year upgrade will be funded half by the federal government, 25% by the province of Ontario, and Toronto's share through a 0.5% increase in property taxes.
