2. 3.3% GROWTH RATE IN AGRICULTURE SECTOR-NOWHERE
NEAR THE GROWTH RATES SEEN IN OTHER SECTORS
In spite of the invested capital, agricultural sector
shows a mere growth rate of 3.3% in 11th five year
plan.
MAIN PROBLEMS:
STORAGE FACILITIES: Tons of food grains going
in waste because of lack of proper cold storage.
NATURAL CALAMITIES: Floods , cyclones and
other natural disasters leaving many farmers weeping
every year.
DUPLICATE FERTILIZERS AND SEEDS:
Duplicate seeds and Fertilizers are forcing farmers to
commit suicides
ILLITERACY: The illiterate farming community
cannot get access to modern techniques.
IRRIGATION FACILITIES: Lack of proper
irrigation facilities is forcing farmers to depend on
untimely monsoons.

3. FOOD SHORTAGE??? OR WASTAGE??!!
More than 17,000 tonnes of food grains was damaged between 2009-10 and July 2012 in food
Corporation of India(FCI).
Inadequate storage infrastructure resulted in wastage of fruits , grains and vegetables worth
Rs.44,000cr.
West Bengal shows the highest wastage of food grains of around 2300 tonnes in past three years.
The wastage of the food grains is resulting in the starvation of millions.
The government is buying the food grains from farmers at very low base price and then letting them
rot in the godown making the farmers hard work go in vain.
CAUSES:
The storage facilities available are not able to meet the ever increasing agricultural productivity each
year.
Government not taking enough care to build new warehouses and silos to accommodate the
agricultural yield.
Some of the corrupt officials are letting the food grains rot in the godowns instead of sending them
to ration shops.
4. PROPOSED SOLUTION
In every village the farmers should be divided in groups based on the crops they grow.
The government has to build a silo for each such group where the farmers can store their crop yield.
An individual from the group has to be selected and made in charge of the godown who will look after the incoming
and outgoing of the stock.
ADVANTAGES OVER THE EXISTING SYSTEM:
By implementing the above solution, many tonnes of food grains can be prevented from wastage.
The farmer can sell the yield directly to the domestic markets thus getting a good price for his yield.
The government can procure the food grains in times of necessity.
The agricultural products will then have a good price even in international market thus improving the export quality.
IMPLEMENTATION:
The implementation of this scheme requires the construction of godowns at village levels and take proper care to
maintain them.
The government can take private ware houses for lease temporarily.
An officer should be appointed for every village to look after trade and problems concerning these godowns.
CHALLENGES:
The implementation of this scheme requires large amount of funding.
The government needs lands for the construction of these godowns.
Any differences between farmers in a group may result in serious problems.
6. Natural disasters are leaving farmers in vain every year
A special scheme in which at start of every crop season every acre of farm land under
cultivation is to be insured and in case of disasters insured amount is to be paid.
If everything is normal during the year, then at the start of next year again the crop is
to be insured and some amount is to be paid for investment
Natural calamities like cyclones and floods are making agriculture worse and making farmers
owe depts. Local moneylenders for huge interests
Government in addition with existing AIC should link up with some of Insurance companies in
India to ensure that every crop is insured at the beginning of every season
This scheme has to be implemented at village level
In every village a representative among the farmers is to selected and an educated student is to
be included with him to ensure that every farmer crop is insured.

7. THE MAJOR PROBLEMS LEADING TO THE SUICIDE OF FARMERS ARE DUPLICATE SEEDS AND
FERTILIZERS
Duplicate seeds are making many farmers to commit suicide, thus decreasing the land under cultivation and
productivity. This can be eliminated by taking some simple measures
In every mandal of India in which agriculture is a major profession a building by name “FARMER’S
HOUSE” is to be constructed and controlled by government officials and should be given for rent to
local dealers lower than market price.
Through that house everything related to farmers like seeds ,fertilizers, farming equipments with the
same persons who used to do it locally earlier
Programme:
The duplicate flow of seeds and fertilizers will be reduced completely.
Dealers intention to cheat farmers will be vanished as they are getting
As all the products entering the house are thoroughly verified by government officials the
chances of failure in the crop reduces to minimum levels.
Sucide of farmers will be decreased and a good quality of products will be produced

8. DIFFICULTIES THEY ARE FACING:
Many government schemes and various books on advanced techniques of agriculture are
available on internet and in English literature to which they could not access.
Lack of knowledge of specifications of fertilizers and seeds, they are being looted by the
dealers of shops who are making money of their innocence
Many government schemes are going as waste as they could not read or write.
FARMERS ARE ILLITERACY IS MAKING THEIR LIVES WORSE.
Most of the farmers doing farming in India are illiterates , thus they could not get many
modern techniques of farming.
PROPOSED SOLUTION AND IMPLEMENTATION PROCESS:
Conducting night schools at regular intervals could bring change in their lives.
Government of India through local bodies should motivate local school students and college students in helping
farmers in reading , writing, accessing internet and help them in understanding specifications and uses of
various fertilizers and seeds
Students from various colleges (IIM’s,IIT’s,NIT’s…) get many holidays, manthan(CAG) through bunch of
students in a locality should go to villages of India helping in changing India
USES OF IMPLEMENTING THIS SCHEME:
Farmers can get a very good access to internet and various new products available in market.
They can stand in society with pride and they cannot be looted any more.
They can make wise decisions in selecting various products in market according to their necessity
9. BUDGET:
On an average for constructing godowns in different village of 655 districts and providing transport facilities accounts
for about 2000cr.
Construction of FARMHOUSE in every mandal of India requires a approximate of 2500cr. and can be recovered in 8-10
years by renting them to the existing dealers.
The schemes involving students and social activists requires very low budget and promoting them requires a little
amount
ADVANTAGES OVER EXISTING SYSTEM AND BUDGETS INVOLVED
Advantages:
Many of the government schemes now a days are of no use to the farmers, they come into action when farmer
commits suicide as exgrestia to their family members
The existing schemes does not give hope for farmers in increasing their agriculture productivity
Various reforms taken by government are decreasing the standard of their lives
The insurance of crop and money payback scheme at beginning of the crop season, repaid money help a
investment for next crop season
Constructing of godowns and proper transportation facilities helps in decreasing the wastage
Making them can be a great reward to India
Involvement of students and various social activists helps in increasing their(students) interests in agriculture
and its allied activities
10. Insurance companies may not show interest in giving these types of insurance which will not bring much profits to
them.
Farmers in remote villages may not show interest in insuring their crop for every season
The process construction of godowns and transportation of agriculture products needs everyday attention and is a much
complicated process to implement.
Farmers in villages may not show interest in leaving their orthodox methods of farming and they may not receive well
the new techniques of agricultural methods.
Constructing of godowns and FARM HOUSE involves a lot of budget and takes 3-5 years for being coming into
action.
If proper honest officials and government methodology not available the proposed budget may go to different
directions , then proposed solutions are of no use.
The implementation of proposed solutions in all categories takes some what larger time to implement (atleast 10years)
