CITY DEVELOPMENT PLAN
C D P
Developing a vision for the city is central
to the preparation of a CDP which in fact is a
statement of where the city wishes to go, within a
given time frame, and is often expressed in terms
of clear expectations. It defines the potential of
the city and reflects its unique attributes in terms
of comparative and competitive advantages,
values and preferences of the city’s residents

MASTER PLAN
M A S T E R P L A N
The master plan is a vision document giving
perspective of 20 to 25 years keeping in view the
future growth of population, economic development
potential and ecological improvements likely to come
up during the plan period.

5. 5
• A CDP is a vision document for a city’s
future development, which includes a
city investment plan, with in-depth
analysis of the present situation.
• The emphasis of a CDP is on city-
based development and internal
growth and it identifies projects as
specified under JNNURM guidelines.
C I T Y D E V E L O P M E N T P L A N
• A master plan is a planning tool for
urban development, prepared by an
urban local government.
• It is a statutory document for guiding
and regulating regional development.
M A S T E R P L A N
6. 6
• CDP is aimed at devising plans for
implementing the planned projects,
also covering the financial aspects.
• It contributes to the development
process more operationally than
conceptually.
C I T Y D E V E L O P M E N T P L A N
• The purpose of a master plan is to
work out land and infrastructure
requirements for urban and rural uses.
• Unlike a CDP, it does not provide
guidelines for the implementation of
plans
M A S T E R P L A N
7. 7
• CDP specifies goals for the short term,
usually of five years.
• More focused towards financing and
project implementation.
• Emphasize on city and internal growth
C I T Y D E V E L O P M E N T P L A N
• Master plans are prepared for the long-term,
promoting growth and future development,
while giving a perspective of 20 to 25 years.
• Comprehensive- integration of all aspects
• Take into account regional linkage.
M A S T E R P L A N
8. 8
• Main focus: to improve financial
conditions of local bodies, ensure
investment of funds to fulfil deficiencies
in urban infrastructure.
• Contributes to development more
operationally rather than being
conceptual.
C I T Y D E V E L O P M E N T P L A N

both conceptually and operationally.

11. 11
• The plan making process follows a systems view of planning
involving instrumental rationality. Although master Plan is
an important legal document, it has many weaknesses like
being rigid which call for alternatives to Master Plan.
• City Development Plan is also a vision document but is more
focused on the financing and project implementation work
with a perspective of 5 years. Although CDP has many plus
points, there are debates on CDP that it is often taken as a
synonym of master plan with no statutory backing.

CONCLUSION
• Many a times CDP is made by people other than planners and works in isolation to Master
Plan. There is a need to synchronize the implementation of CDP and Master Plan and can
be made as a single plan identifying financial proposals.
• Better synchronization between CDP and Master Plan is essential for an efficient planning.
CDP shoulder in tune with the Master Plan policies.
• Bringing the CDPs prepared under the JNNURM into the planning framework suggested by
the UDPFI Guidelines.
• Master plan can itself identify the project and priorities and also provides financial
proposals so that it becomes important to prepare a master plan.
