Updating NDCs – part I
Updating NDC can have many components
o Improved data & MRV, updated assumptions,
expanded scope (sectoral coverage, adaptation), clarity
on which actions form part of NDC
o … which can then lead to increased ambition
Good domestic institutional co-ordination is key
o Need buy-in from the top, as well as from finance and
sectoral ministries
o … as well as interaction from civil society, and focus on
multiple goals (e.g. SDGs, just transition)
Role of support needed in multiple areas
o Institutional; data & MRV; technological development
o Green fiscal reform

Importance of vision and political message to engage non-state actors,
private sector and other stakeholders:
o long-term strategies are important for establishing this vision
Importance of enhancing ambition in mitigation and in adaptation. A
few challenges have been identified:
o Ambition: reality vs aspiration?
o Adaptation: hard to measure?
Clarity of NDCs (ICTU) is important for helping creating and fostering
ambition
Institutional framework: Importance of generating capacities at the
institutional level
