Presentation by Robert Bradley, NDC Partnership, at the Peer Learning Summit on "The role of the NAP process in NDC implementation" held in Bangkok, Thailand, from Oct 1-2, 2018. This Forum was co-hosted by Thailand's Office of National Resources and Environmental Policy and Planning (ONEP) and the NAP Global Network.
6. COUNTRY ENGAGEMENT UPDATE
• 4 Partnership Plans approved by Government and under implementation:
Honduras, Uganda, Mongolia and Namibia
− 39 partners committed to provide support
− Changing the legal framework for NDC implementation
− Developing climate budget coding and tracking systems
− Preparing projects: water, energy, transport, forestry, agriculture, waste
− Improving data for NDC revision process

11. EXAMPLES
Operational policies and institutional frameworks: Mali’s NDCs analyze adaptation options and integrate them into
development projects at all levels. The NAP process is integrated into their Partnership Plan, including dissemination of the
results, implementation of a roadmap, development of indicators, and implementation.
Increased access to finance: Mongolia has a Portfolio of investment plans and bankable projects for key priority sectors with
sector-specific NDC implementation roadmap and investment plans in place.
Improved transparency of monitoring: Uganda developed a Monitoring, Evaluation and Reporting system with supporting
tools for gender responsive Adaptation measures, including gender disaggregated data in the national MRV system.
Strengthen capacity: São Tomé e Príncipe has capacity building plans around disaster risk management, coastal risk and
resilience building in communities which range from strengthening their Emergency Operation Center and internal
governance to conducting vulnerability studies across sectors and at local level.
Sector-specific adaptation goals: Colombia has a comprehensive sectoral plan that includes Transport, Energy, Agriculture,
Housing, Health, Trade, Industry, Tourism, and Ecosystems. Key ministries have sectoral climate change management plans,
which include an adaptation action plan. 2 adaptation plans have been developed (agriculture and primary road network) and
11 territorial plans for adaptation have been developed at the subnational level.

Most activities are cross-cutting
• Developing whole-of-society approaches
− Mongolia will establish the National Committee on Climate Change by decree to bring together
government institutions and development partners for the first time.
• Integrating climate and development agendas
− Kenya is including priority actions from NAP, SDGs and NDC into its National Climate Change Action Plan
that is aligned with the Big Four Agenda, the national roadmap for economic development.
• NDC planning is leading to investment plans
− Mali finalized an NDC Investment Plan with 15 key projects, including 3 targeted for the private sector.
• International support is being aligned
− In Rwanda, 10 Members responded to the request for support letter in just 1 month and Sweden is using
the process to identify actions to be included in the next bilateral work program.
• Countries are increasing ambition
− Uganda is looking to address some NDC actions by 2020 instead of 2030.

16. MAJOR MESSAGES
NDC implementation is a learning experience, with governments still considering how to integrate
NDCs and NAPs into core development strategies.
Most country activities are still cross-cutting, with adaptation and mitigation activities both
included:
Mainstreaming policy agendas across whole of government
Engagement with non-state actors
Formulation of investment plans
Budgetary integration
MRV
Many countries are considering integration of adaptation within their NDC as a form of NDC
enhancement.
