INTRODUCTION
A Central Mission Mode Project under National
e-Governance Plan(NeGP) covering all 28 States and 7 Uts.
The project aims at Policing to Next Level - Control of Crime and Criminal(Prevention and
Detection) by sharing information all over India(24x7).
Aims at connecting all 20,000 Police Offices in India and 35 SCRB and NCRB
The project would involve a roll out, all components bundled together, application software
(customization), hardware, networking etc.
Fully funded program of the Government of India with a provision of Rs. 2000 Crores in the
11th five year plan

DEVELOPMENT OF CCTNS CORE APPLICATION SOFTWARE (CAS)
CAS will be developed at NCRB under the overall guidance and supervision of MHA,
including external agencies for developing CAS.
CAS (State) would be built as a platform at NCRB addressing the core requirements of the
Police Station function and registration of Crime and its investigation .
Customization possible in state level at integration and interface level.
CAS would be built as a web application- enable information sharing
Off line mode is also avilable .
ROLE OF SOFTWARE DEVELOPMENT AGENCY (SDA) IN SUPPORTIING CAS
The SDA ( Wipro Infotech) will provide Services for CAS for a period of three (3) years for
central and state level.
Application maintenance and management Services for CAS
Technical Program Management of Implementation of CAS (State)
The SDA will define the Software Change Management and version control process with the
approval of NCRB.
For all proposed changes to the application, the SDA will prepare detailed documentation
including proposed changes, impact on the system in terms of functional outcomes/additional
features added to the system, etc.

CAS will be developed in two distinct technology stacks by the Software
Development Agency at the Center.

The State Integrator can free to choose any of the technology stacks
which satisfy all necessary underlying solution components.

MILESTONESSite preparation
• Installation of PCs with specified software .
• Uninterrupted power supply through installation of UPS & Generator
Connectivity
•Ability to access CCTNS application at PS and HO level .
•Ability to send and receive emails over intranet at Police Station and HO Ability
to connect to application at NCRB and other States/Uts
Digitization of Historical Records
•Relevant historical records will be digitized (or migrated from old systems) and
would be available in the State database.
• Ability to handle queries related to these records through the CCTNS
application
PRESENT STATUS OF CCTNS IN KERALA
Kerala is one among the three pilot states selected for CCTNS project implementation
(Other states are UP and Assam).
Locations are :-
3 Police Stations & 2 Higher Offices
•Parassala PS (Thiruvananthapuram Rural)
•Kattappana PS (Idukki)
•Ernakulam Central PS (Kochi City)
•SCRB, Pattom, Thiruvananthapuram
•District Police Office, Thiruvananthapuram Rural
The Project Implementation Report (PIM) submitted by Kerala approved by MHA 15th
February, 2011.
Total Contract amount is Rs. 4670.43 lakhs (One year Implementation and 5 year post
implementation charges)
Under the guidance of Software Developing Agency (SDA) viz M/s Wipro Ltd, the
Intensive Field Testing /User Acceptance Testing (UAT) of the Core Application
Software (CAS) in online started from all pilot locations from 13/02/2012 and the same
is going on.
KEY ISSUES(CHALLENGES)
• Reliable and seamless connectivity( Connectivity is the main area of
concern for which the success of the project depends)
• Data Security Implementation in Phased Manner State Data Centre (SDC)
not yet in place.
• Lack of knowledge of computer among police personnel Lack of
resources(To initiate Budget provisions by State Govt.)
• Data Digitization( Data digitization works depends on release of Excel sheet
and Data Migration Utility software by MHA to the State).
• Customization of CAS- can only start once CAS is released to the state.
Delay in release of CAS will delay the Project.
