8. C. Pengembangan Guru Sebagai Profesi
Menurut Soedijarta
Guru sebagai jabatan profesional memerlukan
pendidikan lanjutan dan latihan khusus (advanced
education and special training). Oleh karena itu,
guru sebagai jabatan professional, seperti dokter
dan lawyer, memerlukan pendidikan pascasarjana.
Namun, pascasarjana bagi jabatan profesional
bukanlah program akademik, tetapi program
profesional yang mengutamakan praktik.
Keputusan Pemerinah
melalui Ketetapan Presiden sudah mencanangkan
guru sebagai profesi pada tanggal 2 Desember
2004. Pengembangan guru sebagai profesi dapat
dikembangkan melalui berikut ini:
1)Sistem pendidikan; 2)Sistem penjaminan mutu;
3) Sistem manajemen; 4) Sistem remunerasi;
5) Sistem pendukung profesi guru

Tujuan pengembangan profesional guru
dimaksudkan untuk memenuhi tiga kebutuhan yaitu:
a) Kebutuhan sosial untuk meningkatkan

manusiawi, serta melakukan adaptasi untuk
penyusunan kebutuhan sosial.
b) Kebutuhan untuk menemukan cara-cara untuk
membantu staf pendidikan dalam rangka

c) Kebutuhan untuk mengembangkan dan
mendorong keinginan guru untuk menikmati dan

13. E. Pengembangan Profesional Guru
di Pedesaan
Di Amerika Serikat, program pengembangan sekolah
di pedesaan dan daerah-daerah pinggiran disponsori
oleh pemerintahan federal. Program ini dimaksudkan
untuk melibatkan anggota masyarakat dan staf
sekolah, serta mengoptimalkan fungsi
pengembangan staf untuk meningkatkan kualitas
pendidikan.
Tujuan utama program pengembangan
profesional guru di pedesaan atau daerah pinggiran
adalah meningkatkan kualitas proses pembuatan
keputusan pendidikan dengan cara sebagai berikut.
1. Mengurangi keterasingan;
2. Mengembangkan kemanjuran sistem sosial;
3. Memperluas hubungan guru dengan masyarakat;
4. Menciptakan kebutuhan-kebutuhan local yang
sesuai dengan fokus dan tindakan.

Select the top, left freeform shape. Under Drawing Tools, on the Format tab, in the Shape Styles group, click the Format Shape dialog box launcher. In the Format Shape dialog box, click Fill in the left pane, in the Fill pane, select Solid fill, and then click the button next to Color, under Theme Colors, click Olive Green, Accent 3, Darker 25%.
Also in the Format Shape dialog box, click 3-D Format in the left pane, and in the 3-D Format pane, do the following:
Under Bevel, click the button next to Top, and then click Slope.
Next to Top, in the Width box, enter 10 pt.
Next to Top, in the Height box, enter 5 pt.
Under Depth, click the button next to Color and then click Olive Green, Accent 3, Darker 25%.
Also under Depth, in the Depth box, enter 36 pt.
Select the bottom freeform shape. Under Drawing Tools, on the Format tab, in the Shape Styles group, click Shape Fill, point to Gradients, and then click More Gradients. In the Format Shape dialog box, click Fill in the left pane, in the Fill pane , click Gradient fill, and then do the following:
In the Type list, click Linear.
In the Angle box, enter 0°.
Under Gradient stops, click Add gradient stops or Remove gradient stops until three stops appear in the slider.
Also under Gradient stops, select Rotate with shape.
Also under Gradient stops, customize the gradient stops as follows:
Select the first stop in the slider, and then do the following:
In the Position box, enter 0%.
