A. Pengertian Guru Profesional
Profesional
Pekerjaan atau kegiatan yang dilakukan
oleh seseorang dan menjadi sumber
penghasilan kehidupan yang
memerlukan keahlian, kemahiran, atau
kecakapan yang memiliki standar mutu
atau norma tertentu serta memerlukan
pendidikan profesi (UU Nomor 14 tahun
2005 tentang Guru dan Dosen).
Pekerjaan
Profesional
Pekerjaan yang hanya dapat dilakukan
oleh mereka khusus dipersiapkan untuk
itu dan bukan pekerjaan yang dilakukan
oleh mereka karena tidak dapat
memperoleh pekerjaan lain (Nana
Sudjana, 1988dalam usman, 2005)
Universitas Qu
Berdasarkan pengertian diatas dapat
ditarik kesimpulan bahwa:
Guru Profesional
Guru yang memiliki kompetensi yang dipersyaratkan
untuk melakukan tugas pendidikan dan pengajaran.
Kompetensi di sini meliputi pengetahuan, sikap, dan
keterampilan profesional, baik yang bersifat pribadi,
sosial, dan akademis. Dengan kata lain, guru
profesional adalah orang yang memiliki kemampuan
dan keahlian khusus dalam bidang keguruan sehingga
ia mampu melakukan tugas dan fungsinya sebagai
guru dengan kemampuan maksimal.

C. Pengembangan Guru Sebagai Profesi
Menurut Soedijarta
Guru sebagai jabatan profesional memerlukan
pendidikan lanjutan dan latihan khusus (advanced
education and special training). Oleh karena itu,
guru sebagai jabatan professional, seperti dokter
dan lawyer, memerlukan pendidikan pascasarjana.
Namun, pascasarjana bagi jabatan profesional
bukanlah program akademik, tetapi program
profesional yang mengutamakan praktik.
Keputusan Pemerinah
melalui Ketetapan Presiden sudah mencanangkan
guru sebagai profesi pada tanggal 2 Desember
2004. Pengembangan guru sebagai profesi dapat
dikembangkan melalui berikut ini:
1)Sistem pendidikan; 2)Sistem penjaminan mutu;
3) Sistem manajemen; 4) Sistem remunerasi;
5) Sistem pendukung profesi guru
Universitas Qu
Dengan pengembangan guru sebagai
profesi tersebut maka diharapkan guru
mampu:
a) Membentuk, membangun, dan mengelola guru yang
memiliki harkat dan martabat yang tinggi di tengah
masyarakat;
b) Meningkatkan kehidupan guru yang sejahtera;
c) Meningkatkan mutu pembelajaran yang mampu
mendukung terwujudnya lulusan yang kompeten dan
terstandar dalam kerangka pencapaian visi, misi dan
tujuan pendidikan nasional pada masa mendatang;
d) Mengharapkan akan mendorong terwujudnya guru
yang cerdas, berbudaya, bermartabat, sejahtera,
canggih, elok, unggul, dan profesional;
e) Mengharapkan guru masa depan semakin konsisten
dalam mengedepankan nilai-nilai budaya mutu,
keterbukaan, demokratis, dan menjunjung
akuntabilitas dalam melaksanakan tugas dan fungsi
dalam kehidupan sehari-hari.
Universitas Qu
D. Tujuan Dan Fungsi Pengembangan
Profesional Guru
Tujuan pengembangan profesional guru
dimaksudkan untuk memenuhi tiga kebutuhan yaitu:
a) Kebutuhan sosial untuk meningkatkan
kemampuan sistem pendidikan yang efisien dan
manusiawi, serta melakukan adaptasi untuk
penyusunan kebutuhan sosial.
b) Kebutuhan untuk menemukan cara-cara untuk
membantu staf pendidikan dalam rangka
mengembangkan pribadinya secara luas.
c) Kebutuhan untuk mengembangkan dan
mendorong keinginan guru untuk menikmati dan
mendorong kehidupan pribadinya, seperti halnya
dia membantu siswanya dalam mengembangkan
keinginan dan keyakinan untuk memenuhi
tuntutan pribadi yang sesuai dengan potensi
dasarnya.
1) Tujuan Pengembangan Profesional Guru
Universitas Qu
Bruce Joyce (1990)
Menulis bahwa program komprehensif pengembangan
profesional hendaknya melalui tiga fungsi berikut ini:
a) Sebagai acuan sistem untuk melaksanakan
kegiatan pelatihan dalam jabatan (in-service
training) yang cocok bagi guru;
b) Sebagai bekal bagi sekolah untuk meningkatkan
kualitas program-programnya;
c) Menciptakan suasana atau kondisi yang
memungkinkan guru untuk sebisa mungkin
mengembangkan potensinya secara optimal.
2) Fungsi Pengembangan Profesional Guru
Universitas Qu
Bruce Joyce (1990)
Untuk memenuhi ke 3 fungsi ditas, Bruce
Joyce menawarkan tiga model parsial pengembangan
profesional,yaitu :
pelatihan dalam jabatan, menjejaki kemungkinan
adanya keterlibatan pemerintah untuk member
pengkuan yang sama terhadap pekerjaan profesional
dan anggota-anggota komunitasnya, dan mencoba
memanfaatkan potensi program-program
pengembangan profesional dan program-program
perbaikan sekolah sebagai proses yang berkelanjutan.
Universitas Qu
E. Pengembangan Profesional Guru
di Pedesaan
Di Amerika Serikat, program pengembangan sekolah
di pedesaan dan daerah-daerah pinggiran disponsori
oleh pemerintahan federal. Program ini dimaksudkan
untuk melibatkan anggota masyarakat dan staf
sekolah, serta mengoptimalkan fungsi
pengembangan staf untuk meningkatkan kualitas
pendidikan.
Tujuan utama program pengembangan
profesional guru di pedesaan atau daerah pinggiran
adalah meningkatkan kualitas proses pembuatan
keputusan pendidikan dengan cara sebagai berikut.
1. Mengurangi keterasingan;
2. Mengembangkan kemanjuran sistem sosial;
3. Memperluas hubungan guru dengan masyarakat;
4. Menciptakan kebutuhan-kebutuhan local yang
sesuai dengan fokus dan tindakan.
