This document discusses the Indian government's "Vocal for Local" campaign which encourages Indians to promote and use domestically produced goods. It provides context around the campaign's origins in the Swadeshi Movement and aims to reduce imports and boost local manufacturing and exports. The document outlines dimensions of the campaign like quality, self-reliance and strengthening Make in India. It evaluates the campaign in the context of globalization and discusses challenges like higher NPAs from loans to MSMEs. Finally, it notes the campaign has diverted attention from the goal of a $5 trillion economy to the new focus on self-reliance and local production.
Made in Nigeria whither the route for NigeriaBolaji Okusaga
Â
Defining the route to Industrialization for Nigeria is at once complex yet fluid. It is complex because there are a lot of man-made bottle necks and fluid because the comparative advantages are visible. This paper uses Porters Diamond Model to distill the possibilities for Nigeria on the route to "Made in Nigeria".
The economic success of the Asian Tigers resulted from their own efforts. Each country largely followed the Japanese model of export-led development: they began with exports of the cheapest products, educated their citizens so that they would be knowledgeable workers, and then increased the value of the products that were being exported. Today, South Korea, for instance, is the home of technology giants Samsung and LG, both of which have benefited immensely from government policies that promoted education. Singapore, meanwhile, has become a global trading and banking hub-another example of expertise in a high-value industry.

Globalization: challenges and opportunities
Abstract:
Globalization is a multifaceted phenomenon. The paper identify some of the
Challenges it poses, as well as some of the opportunities it offers. Attention is focused on three major aspects of globalization namely economic, cultural, and political.
During 1990 to 2003, the volume of world trade has increased and the higher and middle-income countries managed to increase their share in world trade mainly due to the opening up of economies because of globalization. The middle-income countries had invited more Foreign Direct Investment during the period and the per capita GDP of the low-income countries was marginally increased. This resulted into the economic inequality, which widened between different income groups. In other words globalization has been confined to developed countries and developing countries were able to participate in the process.
However, globalization should not be accused for loosing share of the low-income countries. These countries suffered from internal problems like rapid rise in population, infrastructure bottlenecks, weak financial markets and so on.
Globalization and its benefits required a conducive environment to ensure higher returns and larger markets for foreign investors. To get a share of global capital, technology and output, developing countries had to upgrade their social and economic institutions through administrative, legislative and legal reforms.
Globalization merely provides opportunities to flourish. Globalization is not a tool to produce equality of outcome but it produces equality of opportunity for those with right mindset. Therefore developing countries require focusing on economic restructuring, developing market-supporting institutions and creating efficient regulatory mechanisms.
The low-income countries cannot survive at their own; they require international assistance and a support mechanism so as to facilitate their participation in the process of globalization. The challenge of the hour is to make globalization work towards global prosperity through disaggregate development. The critically necessity in this context are the collective and cooperative actions which should be realized by all countries of the world and particularly the developed ones.

2. Why in news
⢠On May 12th,2020 the made it clear that GOI is
committed to remove all domestic hurdles before manufacturing
and attract a share of the global value chain
⢠Therefore on May 12th prime Minister called upon Indians to be
vocal for local.
⢠Again addressing the nation on its 74th Independence Day ,PM
urged the country to embrace the "Vocal for Local" pledge.
⢠Recently, On 31st Aug,2020 in âMann Ki Baatâ Program PM once
again said that it was time for startups to be âvocal for local
toysâ.
3. 2. How do we define Vocal for Local from Indian perspective?
⢠âVocal for Localâ is becoming the most trending phrase which means that all 1.3 billion
Indians to be âvocal for localâ â meaning, to not just use domestically made products but
also to promote them.
⢠Experts feel that it is an extension of the âSwadeshi Movementâ idea conceived by some
great freedom fighters of the country, including the Father of the Nation, Mahatma Gandhi.
⢠The movement, which started in the early 1900s, called for the use of locally-made
products.
⢠The idea of âVocal for Localâ clarion is to create more local brands and take those to the
global arena.
3. What are the dimensions of Vocal for Local?
The idea is to cut down dependence on reliance of imports from one country
while encouraging local manufacturing.
4. ⢠Self-reliance is directly connected to quality.
⢠It is widely accepted that the developed nations are able to
dominate global markets because of their innovative
products and their quality.
⢠It is clear that the Self-reliance and vocal for local is to
produce goods of a quality that not only reduces
dependence on imported goods, but also makes them well
sought after globally while placing India amongst the
foremost exporters of the world.
4. Self-reliance and âVocal for Localâ serve each other
5. ⢠The literal meaning of the term Atma-Nirbhar Bharat Abhiyaan is Self-Reliant
India Movement.
⢠The Vocal for Local Strengthens the idea of Atma-Nirbhar Bharat as both represent
essentially an optimistic view of Indiaâs future by substantially enhancing its
competitiveness in many more sectors and activities not currently being tapped for
greater value-addition; creating new growth nodes and business formations in the
country
5. How Vocal for Local Strengthens the idea of Atma-Nirbhar Bharat.
6. 6. Evaluate the idea of Vocal for Local from the perspective of Globalization.
⢠âVocal for localâ is not a rejection of globalization, but a call for a new form of globalization i.e. from profit-driven to
people-centric.
⢠India is the repository of such a wisdom, itâs the âVishwa Guruâ, teacher of the world. For example:
I. âThe global brands of today were sometimes very local like. they became global from (being) local.â
II. The India-led globalization on climate, on being helpful to other countries by offering them supplies in a time of
crisis, led by the principle of âVasudhaiva Kutumbakamâ.
7. In your opinion whether Vocal for local strengthens or Weakens the policy of Make in India.
Vocal for local strengthens the policy of Make in India.
⢠It empowers local brands, start-ups and MSMEs.
⢠It helps new brands come to light and aid and assist them.
⢠Self-reliance and Make in India will prepare the country for tough competition in the global supply chain. It will not
only increase efficiency in various sectors but also ensure quality.
⢠The focal point of the concept is to make the nation self-reliant by boosting Make in India. with more focus on local
manufacturers and service providers, it will strengthen the economy, improve the standard of living and most
importantly improve the trade deficit and the exchequer balance of the country.
⢠Making the country self-reliant in all spheres- from manufacturing to supplying. It will help the country to reduce its
dependence on imports and may also give a boost to exports. The fall in imports will help reduce the trade deficit and
will eventually lead to trade surplus.
7. ⢠The collateral-free or unsecured loans announced for MSMEs may lead to higher
default by the companies and lead to higher NPAs.
⢠The banking sectors, especially the PSU, are already reeling under the bad loan
issues and with unsecured loans, may see further deterioration in their asset quality.
⢠Higher default rates will also increase the cost burden of the government, as it
may have to provide cushion to the ailing banks.
⢠The total government expenditure that will be incurred through the package is
only 1% of the Indiaâs GDP growth. As such these measures will not be adequate
enough to boost the demand sentiment in the economy
8. What are the institutional and Systemic Challenges in front of
Vocal for local?
8. ⢠The Prime Minister gave a call of Atmanirbhar Bharat (self-reliant India)
movement supported by the âvocal for localâ campaign.
⢠The new slogan diverted the attention of policymakersfrom the vision of a
$5-trillion economy to a self-reliant India and its possible interpretations.
⢠The intense debate has ensued focus on the relevance, feasibility and
sustainability of âself-relianceâ, and the vision of $5-trillion economy is
relegated to the background.
⢠The development policy agenda seems to be in perpetual transition with
leadership slogans, resulting in numerous strategic visions, programmes,
projects, campaigns and schemes, with few follow-ups
9. Recently PM talked about Vocal for local and then local to
Global on his Independence Day speech. What is the
Significance of this perspective from $5t dollar economy?
