ICPAC provides climate information and applications to member countries in Africa to help build resilience to disasters. Most areas in the Greater Horn of Africa have arid or semi-arid climates with high variability that causes frequent droughts and floods. This impacts livelihoods that depend on climate-sensitive resources and can lead to food and water shortages, energy issues, forced migration, and conflicts over limited resources. ICPAC collaborates with other organizations to integrate climate information into areas like conflict resolution and provides capacity building and training to members.

Risk insurance can provide an effective means of catastrophic risk reduction and climate change adaptation in the developing countries. The ongoing discussions by the Conference of Parties to the United Nations Framework Convention on Climate Change are putting substantial efforts to promote climate change adaptation through international cooperation in the form of providing additional finances and technologies including proposals to promote a global or regional climate risk insurance facility. Case studies from within and outside the Asia-Pacific region provide valuable lessons which could be used for promoting risk insurance by the future climate regime (post-Kyoto Protocol beyond 2012). The analysis of these risk insurance proposals to the Convention and comparison of what they intend to achieve with that of the existing issues within the risk insurance sector in the developing Asia-Pacific indicate that these proposals address some of the major issues that are limiting the spread of risk insurance. However, no single proposal is comprehensive enough to address all the issues and all the proposals lack details in terms of how they can achieve what they intend to achieve. There is a need for the proposals to the Convention to give more thought on how they address the issues such as high base risks, lack of historical data required for designing risk insurance systems, limited awareness in the utility of insurance instruments, keeping the premium prices within affordable levels, encouraging the role of private sector, enabling greater access to reinsurers, and instituting enabling policies to create a proactive risk mitigation environment with an eye on sustainability. A convergence approach wherein the proposals incorporate lessons from on-the-ground experiences from regional, national and local initiatives could provide an effective model for promoting the risk insurance.

This presentation was prepared for peer review as part of the fulfillment of the World Bank training on Data For Better Lives 2021. The presentation outlined the successes of a pilot program using climate services to manage risk in the agricultural sector. The second portion explored opportunities for establishing an integrated data management system to support climate and disaster risks planning across key socio-economic sectors. This session is hosted by TMG, BMZ and IGAD, Swette Center (ASU) and dedicated to the ongoing Desert Locust upsurge and the interconnectedness with the climate crisis. Against all expectations the Desert Locust upsurge is still ongoing. The upsurge continues to profoundly threaten vast regions, especially the Horn of Africa and Western Asia, with livelihoods and food security at peril. Given that climate conditions favoring desert locust outbreaks will likely occur more frequently in the future, the session calls for new governance and innovative Early Warning systems to increase resilience in an interconnected world facing unprecedented events and disasters.
Key messages:
1. There is increasing evidence that weather changes (higher temperatures in the Indian Ocean) due to the climate crisis have played an important role and are responsible for the magnitude of the ongoing desert locust outbreak While numbers are still preliminary, according to the World Bank*, as the upsurge began to fully transpire, “over 23 million severely food-insecure people and over 12 million forcibly displaced were, already in the area”.
2. With climate change likely increasing the frequency and intensity of weather changes and therefore future outbreaks, the status quo is surely no longer tenable - better and more rapid coordination and governance are urgently needed in the name of adaptation and resilience.
3. Prevention and management of transboundary pests and diseases need to be integrated into climate change adaptation and resilience efforts.
4. It is necessary to understand the “true cost” of the campaign, not just the fiscal costs, but also the high costs to the environment and human health caused by the use of highly toxic pesticides. In other words, making the invisible costs visible.
5. An innovative Early Warning system taking into account the new threats caused by climate change, the design of new prevention and early actions, including the use of satellites, precision drones, robotics, modern management and the development of effective bio control and least hazardous control options is essential for the benefit of small holders, vulnerable people and the environment.

Community-based early warning systems (CBEWS) is a “people-centered” system and empowers individuals
and communities threatened by hazards to act on sufficient time and in an appropriate manner to reduce the
possibility of personal injury, loss of life, damage to property, environment and loss of livelihood. These things
lead to the development of the device necessary for the protection of the community against flood hazards as it
allows people to get prepared with sufficient time. An alarm system was developed to monitor the water level on
Salog River that overflows during heavy rains. The water level sensors were submerged in a canal of water to
test the functionality of the device before its installation. Computer programs were created to enhance the
monitoring of water level: the River Monitor Software and the Water Level Monitor. The LED arrays emit light
according to water level; green for low, orange for medium, and red for high. A siren also alarms with different
intervals (30 seconds for low, 15 seconds for medium, and a continuous alarm for high). Automatic emergency
lighting was integrated in the design and lights up during power outages powered by rechargeable sealed battery
that charges when ac power is supplied to the device. Levels were established based on available data; low water
level means awareness; medium water level means preparedness and high water level means immediate
response is necessary.

While another active and likely severe Hurricane season is approaching, different countries in the Latin America and the Caribbean (LAC) region, particularly in the Caribbean, continue to slowly recover from the impacts caused by the catastrophic Irma and Maria events of last year. At the same time, more countries remain highly exposed to natural disasters - of different nature – whose frequency and severity is worsened by the effect of climate change and the limited application of measures for disaster risk reduction (DRR) in the region.
According to the results of Post-Disaster Needs Assessments (PDNAs) conducted in Dominica and Antigua and Barbuda, the overall amount of damage and losses that occurred in the agriculture sector and sub-sectors (crops, livestock, fisheries and forestry) in these two countries - after the last hurricane season - are: 211 USD million and 0.5 USD million respectively. These figures show how severely natural disasters can affect the economy and food security and nutrition of countries and people largely relying on the agriculture sector and sub-sectors.
It is increasingly acknowledged that investing in preparedness and early action contributes to saving lives and livelihoods, and lowering the costs of humanitarian response. Early action consists of activities that can be implemented before anticipated hazards to mitigate and to prepare to respond to their impacts. Acting early in the face of the upcoming hurricane season has the potential to significantly reduce the impact on agricultural livelihoods. Additionally, studies continue to show that for every one dollar invested in preparedness, 3 to 5 dollars are saved in response and that on average one preparedness activity can save up to 1 week of response time. However, investments in early actions and preparedness are still very limited and the tendency is to continue spending billions of dollars on responses to humanitarian emergencies without successfully solving the root causes of the problem.

Over the past decade, economic damages resulting from natural hazards have amounted to USD 1.5 trillion caused by geophysical hazards such as earthquakes, tsunamis and landslides, as well as hydro-meteorological hazards, including storms, floods, droughts and wild fires. Climate-related disasters, in particular, are increasing worldwide and expected to intensify with climate change. They disproportionately affect food insecure, poor people – over 75 percent of whom derive their livelihoods from agriculture. Agricultural livelihoods can only be protected from multiple hazards if adequate disaster risk reduction and management efforts are strengthened within and across sectors, anchored in the context-specific needs of local livelihoods systems.
This series of three webinars on Disaster Risk Reduction and Management (DRR/M) in agriculture is organized to:
1. Discuss the new opportunities and pressing challenges in reducing and managing disaster risk in agriculture;

In a May 9, 2024 paper, Juri Opitz from the University of Zurich, along with Shira Wein and Nathan Schneider form Georgetown University, discussed the importance of linguistic expertise in natural language processing (NLP) in an era dominated by large language models (LLMs).
The authors explained that while machine translation (MT) previously relied heavily on linguists, the landscape has shifted. “Linguistics is no longer front and center in the way we build NLP systems,” they said. With the emergence of LLMs, which can generate fluent text without the need for specialized modules to handle grammar or semantic coherence, the need for linguistic expertise in NLP is being questioned.
