Higher Education

Definition
a distinct form of Higher Education that offers a
particularly intense integration with the world of work
in all its aspects (including teaching, learning,
research and governance) and at all levels of the
overarching Qualifications Framework of the
European Higher Education Area. Its function is to
diversify learning opportunities, enhance
employability, offer qualifications and stimulate
innovation, for the benefit of learners and society.

Roadblocks
• Incoherent Strategies at national/regional
level
– PHE needs funding in correspondence to its
role
– PHE needs administrative/legal roadblocks to
cooperation with enterprise removed
– PHE needs to be freed to innovate and
research
6 http://haphe.eurashe.eu
Roadblocks
• General collaboration is not providing
expected results
• Examples of best practice vary widely in
quality and scope
7 http://haphe.eurashe.eu
More Questions than Answers?
• Respected role, mission and position of PHE within systems?
• Institutional vs. programmatic dimension? Field specifics?
• Variety of qualifications levels and approaches?
• Data and evidence?
• Objectives and performance indicators – teaching/learning,
• specifics of research and development?
• Integration of life-long learning?
• Flexibility and recognition of prior learning?
• Student centred learning – comprehension, students’ engagement and
implementation?
• Systematic interaction and collaboration with the world of work?
• Capacity for implementation of relevant tools at institutional level?

Are we Building a Bridge to Nowhere?

Some Ideas…
Clarify & respect
the role of PHE
especially vis-a-vis
other modes of education
12 http://haphe.eurashe.eu
Some Ideas…
Point out inconsistencies and push for
coherent policymaking
Make Specific Demands
for resources necessary
to reach objectives
13 http://haphe.eurashe.eu
Some Ideas…
Instrumentalise Collaboration
specific targets for academia-industry cooperation bodies
performance contracts all round
14 http://haphe.eurashe.eu
Some Ideas…
Train Middle-Management
specifically targeted best-practice sharing
for designing teaching & learning cooperation
with world of work
15 http://haphe.eurashe.eu
Some Ideas…
Create a Concept of PHE-Quality
first work this year

A Final Thought
All these ideas work better, when PHE acts
as a sector, and not just as a flavour.
