7. Engineering Success is at the heart
of Premier Tech Aqua UK
A UK manufacturer, located in North-East England, it first
opened its doors in Peterlee, County Durham, 45-years ago.
It has since played an integral role in the UK’s environmental
technologies industry, offering an impressive range of
innovative product lines.
In 2013, the company became part of the Canadian
multinational - Premier Tech integrating into its Environmental
Technologies Group.
The business which has a comprehensive installer and
partner network across the UK and Ireland continues to

within Europe and Asia, Dr Petropoulos possesses an
extensive working knowledge and experience in the field
of wastewater treatment and environmental bio-chemistry
underpinned with the fundamental principles of the relevant
engineering.
And with one of Europe’s largest Glass Reinforced Plastic
(GRP) manufacturing facilities the company continues
to manufacture success securing a host of national and
international contracts for engineered projects, including

Welcome to the 11th edition of the British Water
Members’ Handbook.
It’s been another year of change and challenge for
the UK water industry and, more specifically, for
British Water.
As we face future challenges and seize new
opportunities (often two sides of the same coin), the
need for the supply chain to be ever-more innovative in
developing sustainable solutions to service delivery has
never been greater. Ahead of the industry lies tougher
regulatory settlements for PR19, the Brexit outcome,
and the growing issues of climate change and
population growth.
As I’ve stated previously, this great industry of ours is
powered by its people and British Water members have
been at the forefront of many of our achievements. Long
may that continue.
Your expertise and experience can drive increasingly
innovative solutions for the sector, freeing our combined
creativity as we adopt new approaches to both old and
new problems.
In addition, the development of a more diverse
membership will help to deliver more integrated and
innovative approaches to capital delivery, as well as
creating new commercial opportunities for the
supply chain.
Having a supply chain with a strong and sustained
pipeline of talented people is also crucial. And on the
subject of talent, British Water (at the time of writing) has
yet to appoint a new chief executive, replacing Lloyd
Martin who has decided to step down in 2018 after a
successful tenure in which membership reached an all-
time high and there was closer collaboration with water
companies and the wider industry network. I am grateful
for Lloyd’s invaluable contribution and wish him a long
and happy retirement.
The new full-time chief executive, with our support, will
build on progress to date and ensure that British Water is
at the heart of the industry, speaking out on key issues
and delivering new, effective and efficient solutions, at
home and abroad.
During our collective and transformative journey, I am
confident that we will keep our focus on the customers
and communities we ultimately serve, recognising the
essential nature of the services we provide.

14. Towns and cities across the UK have
experienced flooding, sometimes with
devastating consequences. But, while we might
not be able to control the weather, flooding is a
problem that can be prevented with an effective
modern drainage system.
Water management specialists Asset International,have
a proven track-record of delivering highly successful flood
alleviation schemes using their acclaimed Weholite HDPE
pipes,including,most recently,a much-needed waste water
storage upgrade in Rutherglen,just outside Glasgow.
In recent years,areas of Rutherglen,including six properties
in theViewpark Drive residential development,have been
affected by issues with recurrent flooding.
To tackle this problem,as part of a wider £250m five-year
programme of work,Scottish Water undertook a £3.2m project
to reduce the risk of flooding by improving its waste water
infrastructure,increasing the capacity of the sewer network
responsible for theView Park area.
Having already worked on successful attenuation systems
with Asset International previously,including projects in
Meadowhead,Lossiemouth,the Ness-Dollar and most recently
Mingulay Crescent,Scottish Water opted to again utilise Asset’s
unrivalled expertise in flood alleviation attenuation systems for
this project.
Delivered in collaboration with FPP Scotland,the Scottish
Water framework supplier based in Hillington,Glasgow,the
flood alleviation project atViewpark Drive is set to bring major
environmental improvements to the local area by ensuring the
sewer network is capable of storing more water during periods
of heavy rainfall,when the system becomes overburdened.
To help achieve this,Asset supplied a new 260m³ attenuation
tank to provide additional capacity for the area’s waste water.
After completing the initial design,Asset manufactured and
supplied a double manifold pipe tank consisting of seven
33.5m long 1500mm internal diameter Weholite pipes and
integral 1200mm internal diameter access shafts.
Due to the site’s location within a built up residential area,the
project was subject to a number of environmental constraints
that required the tank’s components to be delivered in lengths
no longer than 8.8m.

Thanks to the versatile nature of Weholite,these limitations
were easily accommodated,enabling Asset and FPP to deliver
bespoke short sections of pipework that were welded internally
on site following their placement and installation.
The product’s light weight,combined with the shorter length
of the pipes selected for the project meant that less plant
and equipment was required,minimising any disruption
or inconvenience for both residents and road users,while
enabling the pipes to be laid and installed quicker than would
have otherwise been possible.
Opting to use Asset’s Weholite HDPE attenuation tank for the
project,which was delivered to site in modular components,
allowed for much faster installation time,enabling a
considerable reduction in the programme.
Following initial design consultations,theViewpark Drive project
is now being undertaken by Scottish Water’s delivery partners,
aBV,a joint venture partnership between Amey and Black &
Veatch.Due to Asset’s extensive experience of working on
attenuation tanks with Scottish Water previously and throughout
the UK generally,the company was chosen to provide its
bespoke water management solutions to the project.
Commenting on the choice of Weholite plastic tanks and pipes,
Lloyd Condie,Civil Engineer at aBV,said:“We’ve had a lot of
experience using Weholite products over recent years and
continue to be impressed by its performance and versatility,
which has contributed to a number of successful projects.
“In the case of theViewpark Drive project,we wanted to
upgrade the existing system by adding additional storage
to mitigate flooding in the area and Asset effectively listened
to our brief.As before,we have seen numerous benefits to
using Weholite over alternatives including quicker installation,
resulting in reduced disruption for members of the community,
as well as cost savings and improved performance.”
Chris Burke of FPP Scotland commented“As the Scottish
Water framework supplier for PE pipe systems,it is a pleasure
to work with a technically competent partner such as Asset
International.Our role as an innovative material supplier with
technical design input is made easier by working with Asset
and aBV who we find to be a progressive and professional
contract customer.This is yet another example of the Scottish
Water supply chain really delivering top quality products
on time with technical design input just as Scottish Water
intended.”
Speaking of the project,Asset International sales engineer Ian
Anderson,said:“This project has added to our portfolio of
successful projects working with Scottish Water,cementing our
strong working relationships with the client and their delivery
partner aBV,which has helped enormously in the design
progression and project delivery.
“As the key supplier for the entire Scottish Water Framework
through our joint venture relationship with FPP Scotland,the
high quality and superiority of our Weholite product is clear.
We look forward to collaborating with Scottish Water on future
projects.”
Mr Burke added:“FPP and Asset International have
demonstrated their commitment to Scottish Water by forming
a strategic partnership to hold major stock of Weholite pipes
from 400mm-1800mm diameter at our Hillington stock yard.
This off-the-shelf availability in Scotland enables a rapid
response to contractor demands and ensures that construction
programmes are not affected by long delivery times.”

wider membership (e.g. Water Utilities, retail operators,
etc). This change is enabling members to network, engage
and collaborate with more stakeholders and be able to
discuss and input their views into more topics of interest.

The Technical Forum and a Changing
Water Industry
The Water Industry is having to change due to external
influences such as climate change, sustainability, cyber
security and customer affordability issues. Also, Ofwat are
seeking more innovative solutions, retail market changes
are coming in and improved outcomes for customers are
required. Under this scenario, stakeholders, whether they
be water operators, equipment and service suppliers,
policy makers or regulators they can benefit by being: -
I. aware of and understanding these changes;
II. able to influence these changes if and where
they can;
III. able to adapt to these changes to manage their
corresponding businesses changes effectively.
Many of these topics have a technical aspect and it
is these aspects that can be addressed by member
This is my second year as the Technical Forum Chairman and my eighth year
of involvement in British Water, as I managed the Technical Forum on the
executive team from 2010 to 2013. It has been an interesting and enjoyable time
and journey, as there have been many often-challenging changes in the water
industry potentially affecting members businesses. Over this period members
working with the Technical Forum have addressed many issues, helping their
business going forward in a positive direction.

of British Water facilitates this.
The Technical Forum mainly operates and interacts
through its Focus Groups, the Bi-Annual Technical Forum
meetings and the British Water website: -
The Focus Groups (FG)
The Forum organises and facilitates group meetings
called focus groups. These groups are made up
of members who: -
• Monitor and inform the industry of changes in
regulations, standards and technical issues;
• Represent members’ interests to regulators, customers,
public and Government;
• Promote good and safe practices in the industry;
• Produce technical publications and
product information;
• In some cases, accreditation of engineers.
Two Focus Groups that have been formed recently are the
‘Data and Analytics FG’ and the ‘Real Time Monitoring FG’.
Other existing focus groups that have produced ‘Codes
of Practice’ are ‘The Food Service Industry Fats, Oils and
Grease’ and ‘The Guide to Sustainable Drainage Products
and Services’.
Bi-Annual TF Meeting
The Technical Forum which meets twice each year is the
main forum to identify and discuss potential new technical
issues and update members on existing focus groups. The
discussions of new topics may lead to new focus groups
being initiated. In recent years, the Technical Forum
has initiated an Innovation FG and facilitated innovation
through exchange meetings with customer organisations
in collaboration with the UK Forum. It has also initiated BIM
as an important topic and joined BIM4Water and it also
supports the Fats, Oils and Grease Forum.
British Water Website
The British Water website for use as an information source
for members is growing. Currently, it contains information
on members products and services, accredited service
engineers, Codes of Practice and general technical
information. All these publications produced are available
free on the British Water website.
Members who are keen to be involved on a technical
related aspect in our industry, can approach the Technical
Manager, Dr Mar Batista or raise the aspect for discussion
at one of the regular Bi-Annual Technical Forum meetings.

34. “Reservoirs and lakes are rather like ladies,” says Tony Wynes,
Managing Director of Aquarius Marine Group. “No two are the
same.” For more than 40 years, Aquarius has specialised in
improving the water quality of reservoirs, lakes and fish farms.
It does this with a system called the Aquaerator.
“In any lake or reservoir, the sun enters the surface layer,
reducing water density, allowing plants and algae to grow,”
says Wynes, “and the bed water has a very low dissolved
oxygen level. The Aquerator sends tiny air bubbles in a
powerful circulating plume, propelling water from the bed
which is a higher density, and reduces its density, by mixing
it with air. It sends that up towards the surface so that you
achieve more equal quality of air in the water right the way up
the depth. And equally, the density is the same.”
This improves the quality of the water and allows the
ecosystem to flourish. The process also reduces the running
costs of the treatment plant and the purification chemicals.
“It causes destratification of the lake, which means the fish
have water to breathe in from top to bottom of the lake,” says
Wynes. “They don’t have to come up to feed.”
His company has worked in the UK for almost 50 years, with
clients including Anglia Water, Bristol Water, Thames Water
and Scottish Water. The company’s Environmental Consultancy
Division provides water-quality analysis, initial design and
specification. It has also expanded globally, working with
Marine Harvest in Norway, the Yangtze River Fishery Research
Institute, and is preparing for its greatest challenge: the
370-mile-long Lake Volta in Ghana. “Working in the world’s
biggest reservoir presents a different challenge,” says Wynes.
“We use the same equipment, just more of it.”
The company now faces a new era. “Because of what’s
required abroad, we’re changing the name to Aquaeration
Limited,” says Wynes. “That means that people are much more
easily aware of what we are trying to achieve.”
Water is central to life, so a company that improves water
quality is providing an essential service. Aquaeration Ltd
is an active member of the British Water forum and the
Environmental Industries Commission, which it co-founded.
Wynes believes that sharing information and promoting best
practice is essential. “There’s still an awful lot to learn,” he says.

It acts as the portal for responses to
consultations on technical issues, and
coordinates inputs to standards and
regulatory development. The Forum also
prepares technical guidance, codes of
practice documents and factsheets which
are freely downloadable from the British
Water website.
British Water has widened its strategy to
include water-related environmental and
sustainability issues in other industry sectors in its area
of influence. This has expanded the Technical Forum’s
range of activities considerably, requiring challenging
realignments of focus with members’ needs within the
wider remit.
The objectives of the Technical Forum are:
• To promote collaboration, innovation and
communication amongst our members and third parties
• To publicise our members experience on technical
issues affecting the water industry through focus
groups, publications and conferences
• To facilitate our members’ success and growth by
assisting with technology transfer within the global
water sector
• To raise industry standards through the development of
nationally recognised codes of practice
Focus Groups
The day-to-day work of the Technical Forum is carried out
by Focus Groups, each formed to deal with a particular
technical issue, or range of issues. The Focus Groups are
established according to members’ needs and changes in
pressures from the drivers or regulations.

Technology Transfer
The Technical Forum coordinates

outward and inward technology transfer
and study tours to countries which have innovative
technologies applicable to the UK.
The Technical Forum facilitates the dialog between
academia and industry, through visits, workshops and
periodic communications.
Commercial Activities
The Technical Forum highlights, to an ever-widening
audience, the technical experience of the British Water
membership through conferences, seminars and other
networking events, training courses and publications.
Raising Industry Standards
The Technical Forum aims to raise industry standards
through the development of codes of practice that
become nationally recognised standards. Our members
have a key role in providing inputs based on their
expertise to those documents.
In recent years, the Technical Forum has worked with
stakeholders across the UK to collaborate and find a
common approach to the problems caused by Fats,
Oils and Grease (FOG) in the sewers. Under the British
Water umbrella, the FOG Forum was created, and lately
invigorated, facilitating a cooperative dialog across
all the parties involved and affected by FOG. To raise
industry standards and help raise awareness, the Grease
Contractors’ Association was created and supported from
the beginning. Soon, clarity will be brought to the adverse
intersection between hospitality and water industries.
The role of the technical forum is to coordinate all activities on technical and technological
developments affecting the industry. This entails holding Focus Group meetings, monitoring
technical development, regular dialogue with local and national authorities, regulators across
the UK, standardisation bodies, and also academia.

Forum provides information
and networking opportunities for our member companies
involved in exporting and international trade development.
It links into other trade associations, business development
groups and the UK Government’s trade promotion teams. As
such it provides a unique platform for companies wishing to

introducing new technologies.
The International Forum enables our members to: engage
with potential clients or partners; understand new markets
better; and gain access to the UK Government’s team of
experts in the Department for International Trade (DIT),
within the UK and in our Embassies, High Commissions

conduit for best practices and knowledge, and as such can

During the autumn we hosted our annual International Reception
and conference. Attracting a large volume of attendees they
are becoming one of British Water’s key events. Providing
direct access to international buyers, with presentations and
roundtables to increase knowledge of markets, the conference
was considered a great success. Not resting on our laurels,
the event is expanding for 2018 with contractors from various
international locations being invited. At the 2017 Reception, Dr
Kalanithy Vairavamoorthy, the new Executive Director of the
International Water Association gave a fascinating commentary
on progress in the global water sector.
Whilst the forum meets 4 times a year, in-between there are
various events to engage our supply chain. Often these are with
delegations from varied locations, such as Iran, Singapore and
Turkey who want to meet potential partners and/or advisors.
Members have benefited from 1-2-1 contact, which programmes
often include, and we encourage all members to become
involved and host future delegations to demonstrate the
products and innovations that the UK supply chain can bring to
international projects.
We have expanded our team of experts from our membership
who have agreed to share their specialist business knowledge
and experience for several key countries. Members who require
specific assistance should contact our International Director, Lila,
who will pass requests on to the relevant mentor. The mentors
now cover Australia, Middle East, China, Ireland, Americas and

The International Forum has continued to partner with external

We also organised a business development visit to
Barcelona (November 2017), were the event ‘champion’
of the International Water Association, UK Young Water
Professional Conference at Cranfield University (April 2018)
and held three International Forum networking meetings
in the UK for supply chain companies to learn about
international opportunities.
Our highly regarded annual international reception was
held alongside a successful conference on 13 October
2017 at the Ironmonger’s Hall, Barbican, London, where
our keynote speaker was Dr Kalanithy Vairavamoorthy,
Executive Director, International Water Association. Both
events continue to attract the support of our IBMs, leading
international contractors and suppliers, the Department
for International Trade, UK Export Finance and Enterprise
Europe Network.
This year the International Reception will be held at the
Institute of Directors on 20 November and the Conference
will be hosted by Turner Townsend on 21 November 2018.
As a result of the above initiatives companies have secured

I have greatly enjoyed the opportunity to represent
British Water member interests in the role of Chair of
British Water’s UK Forum during the past year – it has
proven to be both interesting and rewarding!
I have attempted to keep this article relatively brief and
so have not referred to the various ongoing meeting
activities of British Water in any detail – suffice to say
that the liaison meeting, Innovation Exchanges and other
forum meetings continue successfully; and details of these
(and other) events can be found on the relevant section of
the British Water website and are well documented.
I firmly believe that British Water is exceptionally well
placed to assist its membership through what is without
doubt the most significant change process for many
years. At a point in time where the industry faces so
many key challenges it is more important than ever
that the organisation continues to work towards even
stronger engagement with all levels of the supply
chain from Water companies through to the lowest
tier affected. Our industry faces many issues that will
challenge us all in terms of delivery; and the importance
of British Water’s potential contribution to the change
process cannot be overstated.
AMP6/7
As the industry becomes more conversant as a whole
with the challenges associated with TOTEX and the
solutions that will satisfy the requirements of this and
outcome-based solutions I am hopeful that the transition
will be smoother than the change from AMP5 to AMP6;
which (in terms of work placed) was extremely slow.
Many of the water companies are already into detail in
terms of their planning for AMP7 and the preparation
of their PR19 business plans are well under way. There
is little doubt that Brexit is likely to have a stronger
effect than currently realised, although this still cannot
be defined clearly at this stage. The coming months
should provide an interesting insight into how funding in
particular is likely to be affected alongside further clarity
on the regulatory position post – Brexit. The British Water
PR19 Working Group is now deep into a programme of
discussions on specific issues and the output so far is
beginning to provide interesting insight into a variety of
the key issues we face as an industry in the future.
It is also becoming clear that those companies who have
started the planning process early can – if they wish –
achieve a much smoother transition between AMP6 and
AMP7. There are encouraging signs from those involved
in terms of their current planning activities that confirm
this and illustrate truly positive intentions, so let us all
hope that we are moving towards a better transition
result overall.
Collaboration to bring about a change
in innovation
Innovation in the sector will remain a key driver for the
future; and it is an issue that remains somewhat of a
conundrum for many in the supply chain. We are all
encouraged to ‘innovate’ but there seems to me to be a
mismatch between end client and supply chain providers
in actually implementing the innovation process. The
time taken to deliver new products, processes and
developments into the market is significant and remains
(largely) disjointed in many cases – despite the sterling
work of British Water in leading the ongoing programme
of Innovation Exchanges.

that water sustainability now sits at the core of their
manufacturing processes and product design; and have

49. recognised that this cannot be achieved in isolation
– the whole supply chain has to be on board to really
make it work. Any company, whether it be industrial or
municipal, needs all participants in the chain to have the
same goal in order to achieve objectives on innovative
solutions that accelerate water conservation and
recycling. It is genuinely a collaborative process.
However, what does surprise me whilst general industry
has for some time seen the commercial benefit of
looking at solutions in a more collaborative way and so is
more open to trialling and developing in partnership, in
general our industry is only just stepping into the arena.
This is not about internal collaboration and teamwork, it
relates to working in true partnership with suppliers to
innovatively develop products, processes and solutions
that meet the requirement and do the job that is
required, not one that does part of it.
For many suppliers in the sector, taking a part-
developed solution to a customer – or even an idea to
test – is still considered a potentially dangerous and
costly move which could easily harm an already fractious
relationship. This is especially true if you are asking
a customer to take something of a risk and change a
proven process.
I feel that many are still looking at innovation and product
development that, in the main, is focused on changing
a product or process; looking for the ‘next big thing’
in terms of proprietary product as opposed to seeing
the bigger picture. The cost of that innovation is far
greater, especially if it doesn’t make a fundamental
improvement, whether that be a reduction in energy
consumption or lowered overall life cycle costs. Getting
that ‘next big thing’ passed and trialled is a harder sell;
as in many cases the end risk falls almost entirely on the
customer and so there is extreme reluctance to make the
suggested change. It is important for us all to remember
that change is costly on all levels, particularly in terms of
the initial investment and process risk; so it is little wonder
that water companies are more cautious and resistant.
The challenges are many of course. For instance, how
can we reduce Capex and Opex, tick the environmental
footprint box and significantly achieve reduced life-cycle
costs? How can the development of a new product that
does not introduce a new process be a game changer
in an already well serviced market? Occasionally, I
believe that we all need to approach innovation in a
different way. That’s what collaboration and working in
partnership flushes out. If we develop together then
surely there is a greater chance of acceptance and
uptake but, more importantly, the achievement of
overall objectives.
Collaboration is partnership and partnering, and if taken
in the true meaning of the words is essential to bring
about significant improvement. If we want to make a
difference and help address the wider issues of water
scarcity, then we should really embrace collaboration
and innovation and turn both on their heads. This
may mean that we have to engage in some ‘unnatural’
partnerships and share data where we may not have
done before; but the end prize is surely worth the
change of approach.
In closing, I would like once again to reiterate the value
of British Water to all members. The ongoing activities
of the organisation serve to place the opinions and
requirements of its membership at ‘front of mind’
with key organisations and personnel throughout
the complete supply chain and within the regulatory
environment. As members, we are uniquely placed
as a group to positively influence the ‘look and feel’ of
our industry as it moves forward towards (and through)
the challenges that face us all in the future; and we
all have our part to play in ensuring that the industry
develops positively through the forthcoming changes.
For me personally, British Water membership has been
invaluable; and I encourage all of you to ‘put more in’ –
if you do, you will definitely ‘get more out’! With that in
mind, I would encourage all members of the organisation
to embark on an increasingly proactive level of
engagement as we move forward into this critical phase
of our industry’s development.

The role of the UK forum is to provide focus for
British Water activities in the UK marketplace.
The UK Forum holds two main meetings each year,
which address issues that are relevant to the supply
chain, such as the client’s capital programmes, spend
patterns, workload, skills requirements and innovation.
The meetings, which usually include a visit to a
member’s facilities or to a water industry project, include
presentations from new members and presentations and/
or workshops focussing on topical issues. They also offer
an excellent opportunity to network.
The success of the UK Forum is built on its regular liaison
meetings with major players in the sector. Delegations
of between 10 and 12 members represent the group at
meetings with the 10 water service companies in England
and Wales plus Scottish Water and Northern Ireland Water,
where discussions are held with senior procurement and
engineering staff on a range of relevant topics.
There are also liaison meetings with the economic and
environmental regulators in both England and Wales and
in Scotland.
The UK Forum conducts a client performance survey
on a yearly basis. This involves members and non-
members ranking clients’ performance on a number of
criteria, such as communication, contractual approach,
procurement practice, business practice and health and
safety. The outputs of the survey are used to provide
valuable feedback to the companies on how they are
viewed by the people that work with them, and the
results are published on the British Water website.
PR19 Working Group
British Water has established a PR19 Working Group to
look at the next Periodic Review of Prices. The group has
examined the likely changes resulting from the review and
the potential impact on the supply chain. The group has
looked at the methodology Ofwat intends to use for the
review process, DPC (Direct Procurement for Customers)
and cyclicality of water company expenditure. Future
work will focus on development of the bioresources
market and water trading. Outputs from these activities
can be found on the British Water website.
BIM4Water
British Water provides the secretariat to the BIM4Water group
which exists to support organisations in the water sector with
the adoption of Building Information Modelling (BIM).
BIM4Water is a cross-industry group open to all
organisations involved in the management and delivery
of water and wastewater assets. The group’s make up
is reflective of the sector, involving clients, contractors,
consultants, suppliers, subcontractors and other bodies.
BIM4Water is a partner to the UK BIM Alliance, which was
launched in October 2016 to continue the work started by
the BIM Task Group which is central to the delivery of the
Government’s BIM strategy.
UK FORUM
52. Aqua Europa (AE) is a European level association of
national water industry trade bodies, accredited by the
European Commission (EC) to represent the industry
on issues relating to the supply chain of the sector.
British Water is an active member of Aqua Europa. As
a membership organisation, it offers five key benefits:
1. AE provides relevant information to its members on
an agreed list of “subjects of interest” in an easily
understood form. This can provide early warnings
of issues arising at a European level and advice on
progress in specific areas of policy.
2. Through its membership meetings and task groups,
AE provides a forum for the identification and
discussion of legitimate matters of broad concern and
interest. This widens understanding and can lead to
concerted action, where required.
3. AE is recognised by the EC and CEN as an
international representative body. As such, it
provides a platform, for use by its members, which
is more readily accepted in Brussels than national
associations acting alone.
4. With established relationships in the EC and CEN, AE
provides access to decision-makers and European
institutions for a range of legitimate purposes. AE
has been asked to present industry views on new
regulations and directives early in the process of
drafting. It also seeks redress on selected subjects
when things go wrong.
5. As a broad representative organisation, AE seeks to
provide leadership on selected topics of particular
interest to its member associations, including the
avoidance of new barriers to trade, harmonised
standards for materials in contact with drinking water,
the biocidal products regulations and political factors
affecting trade.
Recent examples of projects where Aqua Europa has
taken an active role are as follows:
1. French Installation Guidelines for Small Sewage
Treatment Plants – lobbying in Brussels to secure an
informed review of national standards that presented
possible new barriers to trade.
2. Water Treatment Chemicals in Hot Water Systems –
support for consultancy input to a national technical
committee where local considerations may lead to an
unintentional restriction on trade in other
member states.
3. Materials in Contact with Drinking Water –
long-term programme of support for the development
of harmonised standards across the EU and a
“positive list” of materials that can be used without
further approvals.
4. Biocidal Products Regulations – platform for a
German-led initiative to develop and clarify the
procedures for implementing the BPR, including its
impact on in-situ generation of biocides from common
precursors in swimming pools and elsewhere.
5. BREXIT – the UK members of AE are monitoring
the views of representatives from other EU member
states on this, the emergence of populist politics
across the EU, the response of European institutions
and their impact on trade-related matters.
Aqua Europa is an independent international body, open
to and actively supporting organisations across Europe –
not just from within the EU – as such its role will become
increasingly relevant both through and after Brexit.

that we are at a reflection
point in our Digital Journey
with lots of questions
and challenges seeking
justification of the business
case for individual aspects
of BIM. I think this is in part
because we have not really
defined the “WHY” for BIM at a systems level, we lose
the overall goal of what we are trying to achieve, Better
Decision Making and Systems Thinking. We need to
move Beyond BIM to Digital Transformation; move the
discussion on from ‘BIM applied only ‘to’ Engineering to
all Stakeholders’. Better Decisions and systems thinking
are enabled by Information Sharing and Collaboration;
or BIM. It is no coincidence that many people refer
to BIM as Better Information Management because it
covers the aspects of Digital Transformation. Digital
Delivery of projects is part of this and the visualisations
of the traditional documents and 2D drawings that are
being achieved through Digital Delivery is taking active
collaboration of all stakeholders to new levels. This
active participation through information sharing and
collaboration drives innovation; innovation to achieve
the outcomes of great Customer Service, Resilience and
Affordability, Faster, Better, Safer, Leaner.
Another part of the challenge we face is the breadth of
our audience from the CEO and CFO to our key project
delivery and operational resources, and the fundamental
changes in our sector. Until AMP6 the traditional model
for Capital Delivery was to isolate the Project Manager
and his team from the broader system and drive them
to deliver outputs focused predominately on lowest
Cost. AMP6, and its outcomes approach, has shifted
this thinking to encourage our teams to understand the
bigger picture and move the focus from Cost to Value
and outputs to outcomes. We are definitely seeing the
benefits of this approach on our frameworks, and there
are areas of excellence, but there is still more to do for
consistent application.
Looking forward to AMP7, the Owner Operators have
a key role in defining how to achieve the Regulatory
challenges and creating the culture required to realise
BIM

defining the culture, and the behaviours will depend on
whether we continue to build on the collaborative models
or move towards a more segregated model. The supply
community also have a role here, helping the Owner
Operators create innovative commercial models which
incentivise us all to make better decisions at a systems
level. This point is well made in ICE Infrastructure Client
Group Project 13 report.
At the centre of all this is how we share information and
collaborate and, while the commercial arrangements
will contribute to the culture and behaviours, we have
to have a clear vision of how we move Beyond BIM to
embrace Digital Transformation and develop the strategy
and, more importantly, develop the tactics to deliver this.
Digital Delivery – A value driven approach.
Stantec Treatment specialises in the delivery of water
projects, often in partnership as joint ventures and
alliances. We are using Building Information Modelling
(BIM) and other digital tools for the digital delivery of
our projects, from surveying, design and procurement,
to construction, commissioning and handover. Model
based design enables digital design reviews and
construction rehearsals, and facilitates prefabrication
and modularisation. The data captured in the models
encourages people to collaborate more easily and
effectively, creating a ‘left shift’ in the traditional
engagement of project stakeholders, and expertise, of
suppliers, designers, construction and commissioning
teams, as well as operational and maintenance (OM) staff.
The result?
Digital Delivery improves quality, and enables safe and
efficient construction, leading to better performing assets
that are easier to operate and maintain.
How have we achieved this?
Stantec’s digital toolbox of technologies and techniques
is now being used on conversion projects to demonstrate
individual effectiveness of the tools and how, collectively, they
create efficiencies on these projects and for future projects.
The tools in the digital toolbox span the whole project
lifecycle but can be grouped into the main stages of
digital project delivery.
• Digital Initiation; strategy, survey visualise
• Digital Engineering; procure and integrate
• Digital Delivery; assemble and commission
• Digital Operation; handover, operation and maintain
Suppliers are identified very early in the process to create
more integrated, optimised designs. Laser scanners
are used to capture existing conditions of an asset and/
or the surrounding environment. This data is used in
BIM tools to guide the development of information rich
3D models of the existing assets. These models are
a platform for the project development, as well as the
basis for stakeholder communication and collaboration
at all stages of the project. By linking the model with the
project schedule, the design is digitally extended into 4D
virtual environments for digital rehearsals of construction

By the end of January 2018, British Water had completed
33 successful Innovation Exchanges with a wide range
of client organisations including water and sewerage
companies, water only companies, tier 1 contractor/
consultants and other bodies. The success of these
events has allowed British Water to extend the format
into new areas such as Government departments and
independent cross-sector organisations.
The first 33 Innovation Exchanges have delivered 961
10-minute presentations in 103 workshops, putting 1,535
individuals from 267 different suppliers in front of 1,162
people from 32 client organisations.
Some years ago, British Water introduced time for the
client to give ‘traffic-light’ feedback at the end of each
event. The client is invited to give each innovation they
hear about either a ‘green light’, to indicate that they
like it; an ‘amber light’ if they are unsure and require
further information; or a red light to say it is not for them.
Since asking for feedback in this way, well over 80%
of companies presenting receive either an amber or a
green signal.
British Water are committed to the Innovation Exchange
programme of events and have ensured that these are
continually developed to ensure optimum success for
both client and supply chain.

BWinnovate
BWinnovate is British Water’s web-based, water sector-
specific innovation search engine. Accessible through
britishwater.co.uk, it allows British Water members to
upload details of their innovative products, processes,
systems and methodologies to the internet. Anyone
anywhere in the world is then able to search for and
find the innovation using the same criteria identified as
applying to that innovation by the member when it is
uploaded. British Water members can also upload details
of their innovation needs into BWinnovate in much the
same way. BWinnovate is free for British Water members
to upload details of their innovation solutions and free
for anyone to search for innovation solutions. It is free

British Water’s programme of Innovation Exchanges continues to bring together clients and
suppliers to improve two-way communication between them. Suppliers are able to better
