Welcome to the 10th edition of the British Water
Members’ Handbook. The Handbook has become
essential reading for anyone in the water industry,
particularly those who need an easily digestible guide
to the technical and operational expertise available
from British Water’s members and the innovative
solutions they offer to meet the challenges of today
and tomorrow, both at home and abroad.
On a personal note, I was pleased and honoured to
be invited to become the Chairman of British Water,
having admired its work for some time and recognising
its innovative contribution to the wider industry.
I would like to pay particular tribute to Tony Williams,
my predecessor as Chairman, for his leadership and
commitment, and for setting such a good example in
the role.
As the lead representative and business development
organisation for the supply chain of the UK water
industry, British Water has considerable scale, skills and
a proven track record of success. But we’re not resting
on our laurels – far from it. We will continue to focus
on serving your needs and championing our members’
interests in the corridors of power.
Furthermore, considerable progress is being made to
innovate further; to become increasingly engaged with
the wider industry network, collaborating more and
speaking with a clear, united voice when and where
it warrants it; and to adapt to the changing and often
uncertain world around us, including making the most
of Brexit in whatever form it takes.
But what strikes me most about this great industry
of ours is its people – their pride, passion and sheer
professionalism. I look forward to us all working
together to deliver continued success and ever-more
innovative solutions as we seize the opportunities that
lie ahead.

We at Clenviro Ltd are delighted to be involved with this, the 10th edition of
the British Water Members’ Handbook. As a small, independent company
in the wastewater treatment business, we like to think we have a role in
helping to make the industry better and safer for everyone involved.
My business partner Tim Cumming and I, with
combined industry experience of over 60 years,
set up the company in 2004 and have been able
to establish a good solid foundation for continued
growth. Clenviro Ltd is an owner-driven, customer-
focused company specialising in the design and
manufacture of sewage treatment systems,
pumping stations and ancillary products related to
the wastewater treatment industry.
While we do have a standard product range, our
customers and installers prefer the fact that we will
make our units to order at no additional cost. It’s a
bespoke service. You don’t have to order a standard
product and try to make it fit your site – we will make
sure the product comes made to measure. Why buy
something and then alter it to fit when we have the
flexibility of manufacturing to allow the customer
to buy a product designed and manufactured to fit
specific site requirements. When you hear the word
‘bespoke’ you might think there’s a premium cost
attached but, with us, there isn’t.
All our products are available through a network of independent distributors, installers and builders
merchants. We operate worldwide so, wherever a customer might be, we can help them. We pride
ourselves on the personal touch. You call us and you’ll get through to one of the people who owns
and runs the business and has a passion for this industry, not someone ‘just doing a job’.
If you ring a large organisation you will go often through four or five sets of hands but here
at Clenviro, from your initial phone call, to us actually manufacturing and delivering, you are
dealing with the owners of the business. We will never compromise just to ‘make a sale’ as we
believe that environmental issues, long term customer satisfaction and our own established
reputation are of overriding importance.

Case Study – Caravan Parks
Increasing numbers of caravan and leisure parks have come under close scrutiny from the
Environment Agency, where they have evolved and expanded over time, without necessarily
updating the infrastructure of their on-site sewage disposal systems.
More and more frequently the Environment Agency are imposing more stringent effluent quality
requirements than the norm on these type of applications, making the selection of the right type
of system by the park operators fairly critical.
Not only is an efficient and stable process performance essential for achieving consistently high
quality effluent discharges, but also the ability to maintain that process performance with the
wildly fluctuating loads that are common with these applications, which can present something
of a challenge.
Clenviro Ltd were called in to one such leisure
park where visitor numbers fluctuated from
100 in quiet times to just under 2000 in peak
periods.
The client also wanted to be able to extend the
system to cope with park expansion in the future.
A Matrix modular system was designed and
manufactured to meet the client’s specific
requirements and installed in such a way that
would allow quick and cost effective
expansion of this facility at a later date, while
being able to keep the system live to service the needs of the leisure park, without interruption.
The Clenviro Matrix sewage treatment system
has an established reputation for process
performance on these types of application
where there is a seasonal fluctuation in load
due to the incorporation of a unique flow
management system which can increase or
decrease the treatment capability of the system
in line with the incoming load conditions, to
ensure compliance with Environment Agency
permit requirements.
From a park operators point of view there is the added bonus that Matrix treatment systems
require no specialised maintenance thereby ensuring cost effective operating cost.

Case Study – Export Applications
One of the many considerations for export applications is the actual cost of shipment to
the destination.
Due to the simplicity and flexibility of our manufacturing process, Clenviro Ltd are able to design and
manufacture complete sewage treatment systems to fit into standard shipping containers, thereby
keeping transit costs to a sensible minimum.
Systems of up to 200pe are of a unitank design and fit a standard 40 ft container with larger systems
becoming modular design, with all systems fully fitted so that installation becomes very much a
‘plug & play’ operation.
Modular systems also allow us to design installation layouts where systems can be easily extended
without compromising the process efficiency to provide additional treatment capacity where there
is a staged increase in facilities.
Having supplied a number of systems for the
construction contractors accommodation of a
large African mining project, Clenviro Ltd were
approached by the mine operating company to
design and manufacture a system for the resident
workers accommodation, initially based on 900
people, but then increasing in stages to over
3000.
The initial 900pe system was built and shipped
within 6 weeks of receipt of order.
Another element of Clenviro’s export success
has been the design and manufacture of
permanently containerised systems for mobile
use, largely on construction and oil exploration
sites.
Again, systems are supplied completely fitted
ready for immediate operation on arrival at their
destination and with the specially modified
containers being re-certified for shipping, the
transit costs are kept to a minimum.
Clenviro Matrix sewage treatment systems are operating successfully in countries all over the world
including the Caribbean, the Middle East, Africa, USA and Eastern Europe.
Many systems have been supplied with final UV sterilisation to allow for effluent re-use.

British Water’s 2015-20 strategy has
been developed to drive the organisation
forward over the next five years to benefit
our members and to support their business
growth.
The strategy for growth takes account of the
challenges facing the supply chain in the UK and
international marketplace. Our strategy for British
Water was approved in 2015. This document provides
the strategic direction for our organisation, based on
our Vision and our Mission Statement, for the period

Innovation, Networking & Collaboration –
improving membership services to grow
businesses
As the leading trade association in the Water
Sector, British Water has recognised that members
want ever improving member services to facilitate
business growth and development. Consequently,
it has reviewed its strategy and has developed a
progressive Business Plan which will be implemented
over the next three years. Strong themes in the plan
are Innovation, Networking and Collaboration. I am
a strong advocate that these are key requirements
to grow one’s business, and so it is a pleasure to be
elected as the chair for the Technical Forum and drive
these topics forward.
Many members will know me as a former executive of
British Water when I managed the Technical Forum from
2010-2013. This was a role I greatly enjoyed and I believe
it has given me the experience of working closely with
members to understand their needs and interests.
Since I left, I have been an active member on the Focus
Groups and am looking forward to working with Marta
Perez and the rest of the team at British Water.
The Technical Forum, working closely with the
UK and International Forums, monitors industry
regulations, standards and technical issues, informs
the members where appropriate and coordinates
members’ views in order to:
•	 to support, protect and develop their businesses
•	 to represent their interests to regulators, customers,
public and Government
•	 and to promote good and safe practice in the industry
The main platforms in the Technical Forum for
addressing ongoing technical issues within the
industry are covered by the Focus Groups which are
forums for members to meet, discuss the issues and
react accordingly under the brand of British Water.
Data and Analytics and Network Management are
two such focus groups. Other technical issues are
addressed by representation on stakeholder forums,
such as BIM4Water.
Looking forward through 2017 we are working on our
action plans to grow our services to members, grow
British Water and most importantly help our members
grow their businesses. This brings me back to
Innovation, Networking and Collaboration. In my first
year at British Water, the executive team developed
the Innovation Exchanges which opened the doors to
water utilities and enabled members to shop window
their offers in front of customers. This worked for
many members. However, getting a green light has
not always led to the take up of technologies and so,
further work has started to make this happen and
improve the take up.
The team at British Water will be looking to organise
more networking and collaboration events and the
Technical Forum will play a role in this by horizon
scanning and seeking new markets where water and
wastewater opportunities exist.
The executive team at British Water is small and as a
trade association it relies on member participation,
I urge you to go to the British Water website and
identify activities where you could contribute as a
member. Also, feel free to contact the executive or
myself and discuss any ideas or contributions you
would like to make.

The role of the technical forum is to coordinate
all activities on technical and technological
developments affecting the industry. This entails
holding Focus Group meetings, monitoring technical
development, regular dialogue with local and national
authorities, regulators across the UK, standardisation
bodies, and also academia.
It acts as the portal for responses to consultations on
technical issues, and coordinates inputs to standards
and regulatory development. The Forum also prepares
technical guidance, codes of practice documents and
factsheets which are freely downloadable from the
British Water website.
British Water has widened its strategy to include
water-related environmental and sustainability issues
in other industry sectors in its area of influence.
This has expanded the Technical Forum’s range
of activities considerably, requiring challenging
realignments of focus with members’ needs within the
wider remit.
The objectives of the Technical Forum are:
•	 To promote collaboration, innovation and
communication amongst our members and third
parties
•	 To publicise our members’ experience on technical
issues affecting the water industry through focus
groups, publications and conferences
•	 To facilitate our members success and growth by
assisting with technology transfer within the global
water sector
•	 To raise industry standards through the development
of nationally recognised codes of practice

The day-to-day work of the Technical Forum is carried
out by Focus Groups, each formed to deal with a
particular technical issue, or range of issues.

Technology Transfer
The Technical Forum coordinates technology transfer
within a global water sector for the benefit of member

It also organises outward and inward technology
transfer and study tours to countries which have
innovative technologies applicable to the UK.
The Technical Forum facilitates the dialogue between
academia and industry, through visits, workshops and
periodic communications.
Commercial Activities
The Technical Forum highlights, to an ever-widening
audience, the technical experience of the British
Water membership through conferences, seminars
and other networking events, training courses and
publications.
Raising Industry Standards
The Technical Forum aims to raise industry standards
through the development of codes of practice
that become nationally recognised standards. Our
members have a key role in providing inputs based on
their expertise to those documents.
The Technical Forum has worked in the last years
close to stakeholders across the UK to collaborate and
find a common approach to the problems caused by
Fats, Oils and Grease (FOG) in the sewers. Under the
British Water umbrella, the FOG Forum was created,
and lately invigorated, facilitating a co-operative
dialogue across all the parties involved and affected
by FOG. To raise industry standards and help raise
awareness, the Grease Contractors‘ Association was
created and supported from the beginning. Soon,
clarity will be brought to the adverse intersection
between hospitality and water industries.

“TWENTY65 is paving the way for a future
that delivers sustainable tailored solutions
that positively impact on public health, the
environment, the economy and society”.
The current approach of centralised treatment
and distribution of drinking water has made
significant advances in protecting public health
and fundamentally changing the way people live.
However, the delivery of high quality drinking water to
every home and building has come at a cost in terms
of energy, capital, and impact on the environment.
Moving into the future, population increase, aging
infrastructure, and the need to better protect the
natural environment all in the context of uncertain
climate change will drive our current systems beyond
breaking point.
Given this situation, a grand challenge emerges: how
can we tailor water systems to deliver positive impact
on health, the environment, the economy, and society
over the next 50 years? The TWENTY65 consortium,
which includes the Universities of Sheffield, Exeter,
Imperial College, Manchester, Newcastle, and Reading
is tackling this grand challenge through research and
collaboration across the water sector.
Combinations of disruptive innovations are needed
to change the current water paradigm to create more
flexible and adaptive systems. The application of
traditional technology-based solutions alone is not the
way forward; there is no universal single innovation
that, on its own, can address the interconnected and
interacting pressures. Thus a suite of solutions will be
required for each individual location, catchment, city,
or neighbourhood.
Our research will identify and develop disruptive
innovations that can impact across the water cycle
as well as to understand how to integrate these and
other innovations, in a future context, to evaluate and
optimise the performance of each suite of solutions
and how these can best work synergistically with
existing infrastructure systems.
TWENTY65 comprises a variety of research themes
linked and supported by a central water innovation
hub. Fundamental science and engineering research
is core to each theme, with significant impact and
benefit resulting from deep and disruptive questioning
around the current water management paradigm.
Our research asks:
•	 Can game changing treatments provide more
sustainable alternatives to the current centralised
treatment and distribution systems?
•	 Can we align and exploit synergies between
distributed water and energy systems to help meet
the challenges of energy storage and renewable
generation
•	 Can we develop autonomous robots to replace
human intervention in the monitoring and
restoration of buried infrastructure?
•	 Can we integrate storm water management with
water supply to develop sustainable solutions?
•	 How will future changes in catchments impact our
water supply systems?
•	 Can we define best practice for engagement to
better support water stakeholders in changing their
actions and behaviours?
•	 Can we identify the key factors that influence multi-
stakeholder collaboration to overcome barriers and
accelerate innovation?
•	 Can we develop future water scenarios to assess
social and technical solutions to address the
challenges faced?

Consider the case of an urban area with a dense
population. A large investment in infrastructure
has been made over the past century and pipe
networks will likely still represent the best way to
deliver mass quantities of water. But to extract
the best performance from these systems, we
will need pervasive sensors to understand the
location, condition and performance of this critical
infrastructure. This data could be obtained by robotic
autonomous systems, such that human intervention in
buried infrastructure is eliminated in the future.
If our water systems are well-understood thanks
to robotic autonomous devices, there may be the
ability to add value to the networks by using them
for distributed energy storage. The energy sector
is increasingly in need of energy storage to balance
renewable energy sources and demand across their
distribution grids.
TWENTY65 will research the potential for using
pumped water in combination with heat recovery
and other energy generation technologies, at various
scales, to serve as energy storage and thereby avoid
costly energy grid upgrades. Such added value
would help drive and underpin investment in water
infrastructure, without directly affecting the price paid
by consumers for clear water.
Given the need to increase the sustainability of
treatment and the influence of pipe infrastructure on
water quality degradation, treatment technologies of
the future should be considered at the point of need,
matching water quality with water use.
This paradigm shift will be investigated in TWENTY65
via multiple treatment options including treatment at
the household or neighbourhood scale via gravity-fed
advanced ultra and nano-membrane filters with little
or no pre-treatment, introduction of novel treatments
such as synthetic biology to remove fats, oils and
greases at the customer sink, or novel adsorption/ion
exchange and electrochemical oxidation processes
to recover nutrients from wastewater and remove
emerging pollutants.
However, technological advances alone will not
succeed in addressing future water challenges if
providers, regulators, industry and the general public
are not mobilised. Therefore, there is a great need
to better understand and engage with a variety of
stakeholders. The mobilisation research theme will
develop a systematic framework for describing and
assessing engagement activities, with the goal that
stakeholder-based solutions be considered equally
alongside other technical innovations to address future
water challenges.
Underpinning this vision for the future of water
is the concept of a collaborative and innovative
sector. Working collaboratively across the water
supply chain from challenge identification through
commercialisation and implementation at a water
company (Figure 1) will be essential in achieving a
sustainable outcome for the water sector in the future.
TWENTY65 will be researching collaboration processes
for innovation in this context and developing tools and
models to guide future joint work efforts.
Good collaboration requires great communication.
The TWENTY65 Hub will serve as the central point of
contact for a variety of cross-sector interactions to
enable innovation, including through a set of Thought
Leadership Clubs. Part of the journey to a new future
is a shared vision, so the Hub will be developing a
roadmap in consultation with water sector leaders,
companies, researchers, and users.
The first step in the road-mapping process is underway
with the development of white papers about disruptive
innovations, to lay out the current situation, the
potential pathways forward, and the research needs
to get there. Collectively, we can solve the grand
challenge of clean water for all for the future and
ensure the sustainability of this vital resource.

As the Chairman of the International
Forum for 2014-2017, I am delighted
once again to introduce this section of
our Members’ Handbook.
British Water’s International Forum provides
information and networking opportunities for our
member companies involved in exporting and
overseas trade development. It links into other trade
associations, business development groups and
the UK Government’s trade promotion teams in the
Department for International Trade (DIT). As such it
provides a unique platform for companies wishing
to expand their business overseas by entering new
markets or introducing new technologies.
The International Forum enables our members to:
engage with potential clients or partners; understand
new markets better; learn about forthcoming projects;
and gain access to the UK Government’s teams of
experts in DIT, in the UK and in our Embassies, High
Commissions and Consulates abroad. The Forum
provides a networking conduit for best practices
and knowledge, and as such can help your company
achieve greater export successes.
The Forum normally meets 4 times a year, in
London, with guest speakers on a range of export-
related topics. When possible, meetings are
scheduled to enable overseas delegations to attend.
Member companies and associated organisations
are encouraged to host these meetings to provide
attendees with a closer understanding of that
host’s international business focus and successes.
Please note: we are always looking for volunteers to
provide venues!
Our biennial international membership survey has
provided us with the geographical directions in which
you would like to see us travel, and what areas of
support you most need from us. These focus territories
are shared with DIT’s team to ensure that our support is
as effective as possible, and the countries are listed in
the International Forum Update pages that follow.
Also shown therein are the markets for which we can
now provide mentoring support. We have established
a small team of experts from our membership
who have agreed to share their specialist business
knowledge and experience for several key countries.
Members who require specific assistance should
contact our International Director, Lila Thompson,
who will pass requests on to the relevant mentor.
The International Forum has expanded its activities
with partner organisations over the past 12 months.
In May we signed a Memorandum of Understanding
with the French trade associations Pôle-Eau & Swelia;
we have furthered our links with Enterprise Ireland;
and we are developing an exciting initiative to seize
opportunities in the Iranian water sector. Details
of many of these initiatives will be found on the
following pages.

2016 was (amongst other notable events) the year
of Brexit. Whatever Brexit does actually mean for
our members, you can be assured that British Water
will act in your interests, to provide guidance and
information and a route to Government for your
questions and concerns.
We undertook a rapid survey of members’ views
in the weeks immediately following the Brexit
referendum. Fascinatingly, more than twice as
many respondents expressed optimism, rather than
pessimism, when asked for their views of Brexit for
their own company, but – not surprisingly – a large
percentage (over a third) were undecided at the time.
It was also interesting to note that when asked how
Brexit would affect the water industry as a whole,
more members were undecided (50%) and optimism
and pessimism were exactly equally divided. Watch
this space: we shall be conducting a follow-up survey
soon and we intend to hold a Brexit debate in the
early part of the coming year.
At the last Forum I resigned from the Chair, having
taken on the position of British Water’s Chief Executive.
We are in the process of identifying my replacement in
time for the next meeting. I wish whoever that might
be every success and hope their time in the role is as
enjoyable as my last three years have been.

Benefits of Membership
Aqua Europa (AE) is a European level association of
national trade bodies, accredited by the European
Commission (EC) to represent industry on issues
relating to the supply chain of the water industry. As a
membership organisation, it offers five key benefits:
1. AE provides relevant information to its members on
an agreed list of “subjects of interest” in an easily
understood form. This can provide early warning
of issues arising at a European level and advice on
progress in specific areas of policy.
2. Through its membership meetings and task groups,
AE provides a forum for the identification and
discussion of legitimate matters of broad concern
and interest. This widens understanding and can
lead to concerted action, where required.
3. AE is recognised by the EC and CEN as an
international representative body. As such, it
provides a platform, for use by its members, which
is more readily accepted in Brussels than national
associations acting alone.
4. With established relationships in the EC and CEN,
AE can provide access to decision-makers and
European institutions for a range of legitimate
purposes. AE has been asked to present industry
views on new regulations and directives early in
the process of drafting. It also seeks redress on
selected subjects when things go wrong.
5. As a broad representative organisation, AE seeks to
provide leadership on selected topics of particular
interest to its member associations, including the
avoidance of new barriers to trade, harmonised
standards for materials in contact with drinking
water, the biocidal products regulations and
political factors affecting trade.
Recent examples of projects where Aqua Europa has
taken an active role are as follows:
1. French Installation Guidelines for Small Sewage
Treatment Plants – lobbying in Brussels to secure
an informed review of national standards that
presented possible new barriers to trade.
2. Water Treatment Chemicals in Hot Water
Systems – support for consultancy input to
a national technical committee where local
considerations may lead to an unintentional
restriction on trade in other member states.
3. Materials in Contact with Drinking Water – long-
term programme of support for the development of
harmonised standards across the EU and a “positive
list” of materials that can be used without further
approvals.
4. Biocidal Products Regulations – platform for a
German-led initiative to develop and clarify the
procedures for implementing the BPR, including
its impact on in-situ generation of biocides from
common precursors in swimming pools and
elsewhere.
5. BREXIT – the UK members of AE are monitoring
the views of representatives from other EU member
states on this, the emergence of populist politics
across the EU, the response of European institutions
and their impact on trade-related matters.

We are embarking on a period of probably the most
significant change that our industry has experienced
since privatisation over 25 years ago – fundamental
change in the economic environment in which we
operate, change in the organisational structures of
many water companies and the opening up of market
competition. This unprecedented level of change will
undoubtedly present many challenges in the next
three to five years but for some it will also create many
opportunities.
British Water is uniquely placed to help member
organisations steer their way through this period
of uncertainty through ongoing engagement with
the water companies, regulators, delivery partners
and the wider supply chain. It is however equally
important that member organisations seize the
opportunity to proactively engage in the process
because now is the time to help influence and shape
the future of our industry.
The start of AMP6 has already experienced its fair
share of change with the introduction of a TOTEX
based approach and an ‘Outcome’ rather than
‘Output’ lead regulation, with associated Outcome
Delivery Incentives. This change in approach, coupled
with the structural reorganisation of a number of
water companies to enable vertical segregation in
preparation for the changing market conditions, has
undoubtedly contributed to another slow start to the
AMP period despite the early contractor involvement
in some areas.
Whilst we have experienced another slow start I
believe that the industry is better placed now and
more open to innovation than at any other time in
its history. Innovation in technology; innovation in
methods of construction, particularly with off-site build
solutions; innovation in the collection and intelligent
use of data; and innovation in commercial models, all
of which will be vital in helping our clients outperform
against their business plans to deliver excellent service
to their customers.
Retail competition starting in 2017 (followed later by
competition in the retail domestic market), should
not have a dramatic effect on the wholesale activities
during AMP6 but as we move forward with PR19 the
relationship between water companies, operators
in the retail sector and customers will need to be
carefully managed to maintain customer satisfaction.
The Water 2020 regulatory reforms and the opening
of the sewage sludge market has huge potential
to unlock the true asset value of sludge treatment
facilities and provide additional opportunities for
British Water Members.
Provided that environmental permitting and
regulation is aligned we are very well placed as an
industry to provide innovative technological and
commercial offerings for the movement, treatment
and disposal of biosolids to maximise energy
generation and resource recycling.
So in this period of change I look forward to working
with you and representing member interests to help
ensure that we meet the challenges ahead of us and
maximise our business potential.

The role of the UK forum is to provide focus for British
Water activities in the UK marketplace.
The UK Forum holds two main meetings each year,
which address issues that are relevant to the supply
chain, such as the client’s capital programmes,
spend patterns, workload, skills requirements and
innovation. The meetings, which usually include a
visit to a member’s facilities or to a water industry
project, include presentations from new members
and presentations and/or workshops focussing
on topical issues. They also offer an excellent
opportunity to network.
The success of the UK Forum is built on its regular
liaison meetings with major players in the sector.
Delegations of between 10 and 12 members represent
the group at meetings with the ten water service
companies in England and Wales plus Scottish Water
and Northern Ireland Water, where discussions are held
with senior procurement and engineering staff on a
range of relevant topics.
There are also liaison meetings with the economic and
environmental regulators in both England and Wales
and in Scotland.
The UK Forum conducts a client performance survey
on a yearly basis. This involves members and non-
members ranking clients’ performance on a number
of criteria, such as communication, contractual
approach, procurement practice, business practice
and health and safety. The outputs of the survey are
used to provide valuable feedback to the companies
on how they are viewed by the people that work with
them, and the results are published on the British
Water website.
BIM4Water
British Water provides the secretariat to the BIM4Water
group which exists to support organisations in the
water sector with the adoption of Building Information
Modelling (BIM), or ‘Better Information Management’
(see article on page 60 for more information).
BIM4Water is a cross-industry group open to all
organisations involved in the management and
delivery of water and wastewater assets. The group’s
make-up is reflective of the sector, involving clients,
contractors, consultants, suppliers, subcontractors
and other bodies.
BIM4Water is a partner to the UK BIM Alliance which
was launched in October 2016 to continue the work
started by the BIM Task Group which is central to the
delivery of the Government’s BIM strategy.

All change in 2017
At the time of writing, we can confidently say that the
non household retail market will be competitive from
1 April. At least 1.2 million English businesses – which
includes public sector organisations and charities as
well as commercial entities – will be able to switch their
water supplier, or renegotiate a better deal.
To recap the basics for anyone who hasn’t followed
these developments closely, water companies have
carved the “retail” activities they perform for non
household customers – primarily billing, payments
handling, meter reading, and contact management
– out of their main operations. This is similar to the
energy model, where retail supply activities are
divorced from networks and production. It is the water
retail activities that will be subject to competition from
April 2017. The remaining “wholesale” activities will
remain regional monopolies.
A massive programme of preparatory activity has been
underway, not only within water companies but also
to create a central market. Known as the Open Water
programme, this central work has been conducted by
the government in partnership with water regulator
Ofwat and a specially created organisation called
Market Operator Services Ltd (MOSL) which has been
responsible for design and build of the IT system that
will underpin the market.
Progress to date
The industry has been gearing up for this change for
a few years now, but the last 12 months have been
frenetic. The good news is the hard work has paid off
and all the fundamental building blocks of the new
market are in place:
•	 The policy framework and rules that underpin all
the necessary arrangements are largely agreed.
•	 Central market systems and processes have been
built and are currently being tested as the market
operates in “shadow” mode – a sort of dry run
before customers are involved. This is reported
to be going well, with improvements being made
continuously.
•	 Water companies have restructured themselves,
established new retail businesses, developed new
systems and processes and loaded their data into
the central system.
•	 Around 20 companies look set to compete as
retailers by April. Around half that number are new
entrants and have either been awarded or are in
the process of acquiring a licence from Ofwat
to compete. These include retailers active in the
Scottish market, existing water specialists and
brand new start ups. The other half, those starting
out with the bulk of the customers, are retailers
associated with incumbent monopoly businesses.
The picture here is complicated by a few things:
•	 Retail exits: companies do not have to compete
and can instead sell on their business customers to
a third party. Southern Water is exiting to Business
Stream, and both Thames Water and Portsmouth
Water will exit to an independent company from
the Scottish market, Castle Water.
•	 Corporate moves: some firms are doing tie-ups to
compete better together, including United Utilities/
Severn Trent through Water Plus and Pennon/South
Staffordshire Group as Pennon Water Services.
•	 Rebranding: many retail arms of traditional water
companies have rebranded, some also relocating
and recruiting new staff. The most radical to date
is Three Sixty, the retail business from the Yorkshire
Water stable, which has consciously moved away
from a water-focused identity.
•	 Regional variation: Welsh companies are not
governed by the new rules due to devolved
government policy.

The final push
Of course, with a programme of this size and reach,
there remains a lot to do before April. Transitioning
the programme to enduring arrangements is work in
progress. At a system level, work is underway to train
users, while MOSL is gearing up to operate the open
market. It will also begin the process of facilitating “pre-
switches” in February to manage the high volume of
transfers (97%) resulting from retail exits.
Water companies are pushing on with their readiness
preparations, which include “softer” aspects such as
developing separate wholesale and retail cultures as
well as the more formal requirements. There are also
likely to be more corporate moves (mergers, joint
ventures and so on) to come.
Some problems look inevitable, though – for instance,
the data in the central system is reputed to be of poor
quality and some customers will be confused by the
new deal. The latter won’t be helped by the very low
customer awareness levels that persist with just a few
months to go before switching becomes possible.
The important thing for such matters is how they are
handled once they emerge.
Thoughts of all the involved stakeholders are now
turning to after April and what the live market will
be like. Among the key questions are: will customers
switch? And what will the switching and new billing
journey feel like? Are retail margins big enough to
support an active market? What kind of service
will retailers be able to provide on the costs they
have been allowed? Will the playing field be level in
practice? Ofwat published its draft market monitoring
plans in January 2017 and proposed using a basket of
measures. It has proposed using a basket of measures
to evaluate progress in the round, rather than setting
specific targets to achieve.
There will be a lot of evidence to sift through, and a lot
of aspects to watch. But whatever happens it is clear
that the water sector will never be the same again;
that customers have choice like never before; and that
more reform is on the horizon.

One hundred and fifty years ago the Victorians
undertook a feat of engineering so spectacular
that it was the envy of the world. The vast
London sewerage system was unprecedented in
scope and scale, however the demands of an
increasingly populated modern day London are
proving too much for the antiquated network.
Thames Water is developing three major multi-billion pound
engineering schemes to help prevent sewer overflows and
improve water quality in the Thames.
Asset,in conjunction with their parent company,Uponor,
was tasked by main contractors MVB to provide 880 metres
of 3000mm internal diameter Weholite pipe to create the
twin culvert pipeline outfall,which as well as servicing the
Lee Outfall Tunnel,will also be the final discharge point for
the Thames Tideway tunnel.
The £635m Lee Tunnel will manage discharges from Abbey
Mills Pumping Station in Stratford - London’s largest CSO -
which accounts for 40% of the total discharge.In 2013 Asset
International supplied over 5km of Weholite HDPE pipe for
the Beckton Sewage Treatment Works upgrades.Weholite
pipes were supplied in various sizes; ranging from 400mm
to 3000mm in diameter.The pipes were used throughout the
extensive project for inter-process pipe work,and all of the
associated chamber fabrications.

In 2012,main contractors MVB approached Asset International
Limited and Uponor Project Services to examine the complex
design of the LeeTunnel twin culvert pipeline outfall.
The Asset/Uponor designed twin culvert pipeline outfall
project was divided into a land section,which was installed
by MVB and a marine section,which was installed by marine
contractor,Commercial Marine & Piling Ltd (CMP) alongside
Uponor.
The Asset and Uponor PS partnership set about using their
combined design expertise for land and marine applications
to re-engineer the project by creating a landmark design -
the biggest plastic outfall ever installed in UK and one of the
biggest in terms of diameter worldwide.
The proposal to overcome this enormous challenge; inclusive
of 880 metres of 3000mm diameter Weholite pipes laid as a
twin culvert along with twelve large-scale Weholite Modular
HDPE boxes; also the provision of installation,supervision,site
services and health and safety management.
The project was divided into a land section comprising of
105m of twin culvert laid at 10m depths. This section had
the added complication of needing to break through the
tidal protection wall that stops the Thames flooding Europe’s
largest treatment works at Beckton.This issue was overcome
by utilising a giant 7m x 11m x 5m Weholite Modular box to
house a 3000mm spool section to complete the installation.
The operation to install the remaining 335 metres of twin
culvert section into the River Thames was carried out by
marine contractor CMP,alongside the Asset and Uponor PS
partnership.This ambitious marine project was complicated
still further by the fact the pipes needed to be submerged
under an existing jetty structure and sections of the project
were often isolated by the tide (which in the Thames have a
rise and fall of up to 7 metres),with no access from land.
All the Weholite pipes and modular boxes were
manufactured and prefabricated at Asset’s south Wales
factory.The pipes were then delivered to site in 18 metre
lengths,where they were welded into strings of up to 90
metres.The 50 tonne strings were then lifted onto the water
using three mobile cranes in tandem and prepared for
towing to the submersion site,located around 3km up river.
Part of this preparation involved utilising Uponor’s patented
grouting process which eliminates the need for heavy
concrete collars to ballast the strings.This traditional way
of installing marine pipelines can often be extremely risky
during submersion.Filling the hollow Weholite profile with an
inexpensive and pumpable grout is much safer and affords
for a much quicker preparation time.With no concrete
collars a smaller trench is needed,the dredging operation
is minimised and the volume of excavation is therefore
drastically reduced.Since submarine excavations are more
expensive than on dry land the advantages of Weholite
are transparent.By using the grouting system,Weholite
submersion is much easier to control and ultimately safer.
Once the pipe strings were ready,they were towed
individually up river by tugboat and then submerged.
Specialist divers were used to bolt up the innovatively
designed quick connect flanges that joined each pipe string.
The project also included installation of over 11,000 m2 of
steel sheet piling to allow the dredging of the river bed so the
pipes could be laid free from obstruction.Over 28,000 m3 of
riverbed materials were dredged and much of the dredged
materials were reused to backfill the pipes once installed.This
provided an environmental advantage by vastly reducing the
amount of materials to be taken off site,thereby saving on the
carbon footprint.
Emmanuel Costes,construction manager at MVB,
commented:“We were very happy with the Weholite
technology employed in the implementation of the Lee
Tunnel Outfall pipeline.The specifications of the project were
very particular,however the solutions provided by the Asset
International/Uponor collaboration were impressive,ticking
all of the boxes that this complex,and in many cases unique,
project demanded.”
The scale and scope of the installation means that not only
has it become the UK’s largest plastic outfall pipeline,but it
also represented the UKs first ever sub-sea installation of a
sectional installed multi-directional sewage pipeline.

Moving beyond BIM to realise the Business
Objectives BIM supports
BIM seems to be a term that has a Marmite effect on
people, they love it or hate it. Often the perception
that is held of BIM is whether it is interpreted as
‘Building Information Modelling’ or ‘Better Information
Management’. The BIM4Water Owner Operators Group
definitely see BIM as ‘Better Information Management’.
In some organisations BIM is being recognised as an
enabler that fits into the wider development of a digital
business capitalising on the technology of the 4th
Industrial Revolution.
The BIM approach set out in PAS 1192:2 (Capital
Projects/Construction Phase) and PAS 1192:3
(Operations Phase) is part of rethinking how we deliver
to customers, the people paying the bills and receiving
the services. The titles of PAS 1192:2 and 3 start with
‘Specification for information management…’, this
should be where the water industry starts and be
the primary focus with the objective of enabling
improvement in the service to customers.
There is now a growing set of tools which are being
used in the delivery of construction and operations.
This maturing Information Technology (IT) servicing
design and construction; Engineering Technology
(ET); and operations; Operations Technology
(OT); is starting to converge. The benefits of the
convergence of IT/OT/ET helps to resolve an issue
that the water industry has wrestled with for many
years, integrating design and construction with
operations, maintenance and repair.
Assets are created through projects to deliver a
service, the creation of the asset starts with the
development of the scheme using ET. A project is
only an intervention in the life of an asset, as shown in
Figure 1. The value in the ET models is often lost and
not transferred into the OT environment. This means
that when repair and maintenance is carried out
information is not always available and updates to the
asset data as a result of the repair and maintenance
is not always recorded. When the next project comes
along there are resurvey costs in building another ET
model. The convergence of ET and OT enables the
asset data to be kept up to date so the physical asset
and the digital asset are in sync, sometimes referred to
as the digital twin.

There is another technology that is also maturing,
which is the sensor industry, to monitor assets in the
operations phase. This is part of the development of
intelligent assets as part of the Industrial Internet of
Things (IIoT). Designing these sensors into the ET model
and understanding how the data will be used as part of
the OT model enables asset performance monitoring
to a new level. This can be further developed into asset
performance modelling which enables predictive
maintenance and proactive interventions. With
predictive modelling, outages can be reduced, if an
outage is unavoidable customers can be informed
ahead of time if their service is going to be impacted.
The water industry is in the early stages of developing
the IT, ET and OT tools, it is clunky in the way that data
and information moves or is linked between the Project
Information Model (PIM) and the Asset Information
Model (AIM). Resolving these interoperability and work
process issues will take time, energy and investment.
Justifying this investment is difficult if just viewed in
the asset and project context. The real value of this
effort is realised when placed in a business context
as shown in Figure 2, an annotated extract from
PAS 1192:3. ET and OT models need to support the
overall business objectives in meeting the needs of
various business stakeholders. Showing how OT and
ET models can reduce risk, increase shareholder
value, satisfy regulatory requirements and increase
customer engagement should be some of the issues
to be considered.
For example, the introduction of water industry
competition should be a driver to focus attention on
asset data and performance. Understanding what
the Organisational Information Requirements are is
the first step in being able to set up the appropriate
OT systems. The OT environment will then be able
to request the appropriate information from the ET
environment.

it through the whole operational life including repair
and maintenance as shown in Figure 1.
The real benefits of BIM will be realised when the ET
and OT systems are seen to be delivering business
value in the C-Suite of organisations. Converging IT/
OT/ET and integrating live data from the IIoT is now
delivering benefit in some organisations showing the
opportunity ahead. Understanding the Organisational
Information Requirements to set BIM into context will
help in understanding where real value can be gained
and what information systems and data are required.
This will take time, how many organisations have
good information and data maps? However, don’t lose
heart, geographical maps of the world were pretty
rudimentary in the late 19th century, look at what we
have now and the benefits they deliver.
In the meantime, Better Information Management
(BIM) is still a fundamental underpinning the realisation
of an improved customer service. So let’s keep working
at moving the industry forward step by step, learning
new skills and keeping an eye on the vision of the
digital future ahead.

British Water’s Programme of Innovation
Exchanges has become established as
the most successful way for the supply
chain to meet decision makers within
client organisations, understand what it is
the client is looking for, and win business
through innovation.
At the end of 2016, British Water has completed 25
successful Innovation Exchanges with a wide range
of client organisations including water and sewerage
companies, water only companies, tier 1 contractor/
consultants and other bodies. The success of these
events has allowed British Water to extend the format
into new areas such as government departments and
independent cross-sector organisations.
The first half of 2017 will see the delivery of four
Innovation Exchanges, all of which are ‘firsts’ in their
own way:

companies in England and Wales will have taken

The Handbook has become essential reading for anyone in the water industry, particularly those who need an easily digestible guide to the technical and operational expertise available from British Water’s members and the innovative solutions they offer to meet the challenges of today and tomorrow, both at home and abroad. On a personal note, I was pleased and honoured to be invited to become the Chairman of British Water, having admired its work for some time and recognising its innovative contribution to the wider industry. I would like to pay particular tribute to Tony Williams, my predecessor as Chairman, for his leadership and commitment, and for setting such a good example in the role. As the lead representative and business development organisation for the supply chain of the UK water industry, British Water has considerable scale, skills and a proven track record of success. But we’re not resting on our laurels – far from it. We will continue to focus on serving your needs and championing our members’ interests in the corridors of power. Furthermore, considerable progress is being made to innovate further; to become increasingly engaged with the wider industry network, collaborating more and speaking with a clear, united voice when and where it warrants it; and to adapt to the changing and often uncertain world around us, including making the most of Brexit in whatever form it takes. When you hear the word ‘bespoke’ you might think there’s a premium cost attached but, with us, there isn’t. All our products are available through a network of independent distributors, installers and builders merchants. We operate worldwide so, wherever a customer might be, we can help them. We pride ourselves on the personal touch. You call us and you’ll get through to one of the people who owns and runs the business and has a passion for this industry, not someone ‘just doing a job’. If you ring a large organisation you will go often through four or five sets of hands but here at Clenviro, from your initial phone call, to us actually manufacturing and delivering, you are dealing with the owners of the business. Case Study – Caravan Parks Increasing numbers of caravan and leisure parks have come under close scrutiny from the Environment Agency, where they have evolved and expanded over time, without necessarily updating the infrastructure of their on-site sewage disposal systems. More and more frequently the Environment Agency are imposing more stringent effluent quality requirements than the norm on these type of applications, making the selection of the right type of system by the park operators fairly critical. Not only is an efficient and stable process performance essential for achieving consistently high quality effluent discharges, but also the ability to maintain that process performance with the wildly fluctuating loads that are common with these applications, which can present something of a challenge. Clenviro Ltd were called in to one such leisure park where visitor numbers fluctuated from 100 in quiet times to just under 2000 in peak periods. The client also wanted to be able to extend the system to cope with park expansion in the future. A Matrix modular system was designed and manufactured to meet the client’s specific requirements and installed in such a way that would allow quick and cost effective expansion of this facility at a later date, while being able to keep the system live to service the needs of the leisure park, without interruption. The Clenviro Matrix sewage treatment system has an established reputation for process performance on these types of application where there is a seasonal fluctuation in load due to the incorporation of a unique flow management system which can increase or decrease the treatment capability of the system in line with the incoming load conditions, to ensure compliance with Environment Agency permit requirements. From a park operators point of view there is the added bonus that Matrix treatment systems require no specialised maintenance thereby ensuring cost effective operating cost.   • 13. Case Study – Export Applications One of the many considerations for export applications is the actual cost of shipment to the destination. Due to the simplicity and flexibility of our manufacturing process, Clenviro Ltd are able to design and manufacture complete sewage treatment systems to fit into standard shipping containers, thereby keeping transit costs to a sensible minimum. Systems of up to 200pe are of a unitank design and fit a standard 40 ft container with larger systems becoming modular design, with all systems fully fitted so that installation becomes very much a ‘plug & play’ operation. Modular systems also allow us to design installation layouts where systems can be easily extended without compromising the process efficiency to provide additional treatment capacity where there is a staged increase in facilities. Having supplied a number of systems for the construction contractors accommodation of a large African mining project, Clenviro Ltd were approached by the mine operating company to design and manufacture a system for the resident workers accommodation, initially based on 900 people, but then increasing in stages to over 3000. The initial 900pe system was built and shipped within 6 weeks of receipt of order. Another element of Clenviro’s export success has been the design and manufacture of permanently containerised systems for mobile use, largely on construction and oil exploration sites. Again, systems are supplied completely fitted ready for immediate operation on arrival at their destination and with the specially modified containers being re-certified for shipping, the transit costs are kept to a minimum. Clenviro Matrix sewage treatment systems are operating successfully in countries all over the world including the Caribbean, the Middle East, Africa, USA and Eastern Europe. Innovation, Networking & Collaboration – improving membership services to grow businesses As the leading trade association in the Water Sector, British Water has recognised that members want ever improving member services to facilitate business growth and development. Consequently, it has reviewed its strategy and has developed a progressive Business Plan which will be implemented over the next three years. Strong themes in the plan are Innovation, Networking and Collaboration. I am a strong advocate that these are key requirements to grow one’s business, and so it is a pleasure to be elected as the chair for the Technical Forum and drive these topics forward. Many members will know me as a former executive of British Water when I managed the Technical Forum from 2010-2013. This was a role I greatly enjoyed and I believe it has given me the experience of working closely with members to understand their needs and interests. Since I left, I have been an active member on the Focus Groups and am looking forward to working with Marta Perez and the rest of the team at British Water. The Technical Forum, working closely with the UK and International Forums, monitors industry regulations, standards and technical issues, informs the members where appropriate and coordinates members’ views in order to: • to support, protect and develop their businesses • to represent their interests to regulators, customers, public and Government • and to promote good and safe practice in the industry The main platforms in the Technical Forum for addressing ongoing technical issues within the industry are covered by the Focus Groups which are forums for members to meet, discuss the issues and react accordingly under the brand of British Water. Data and Analytics and Network Management are two such focus groups. Other technical issues are addressed by representation on stakeholder forums, such as BIM4Water. Looking forward through 2017 we are working on our action plans to grow our services to members, grow British Water and most importantly help our members grow their businesses. This brings me back to Innovation, Networking and Collaboration. In my first year at British Water, the executive team developed the Innovation Exchanges which opened the doors to water utilities and enabled members to shop window their offers in front of customers. This worked for many members. However, getting a green light has not always led to the take up of technologies and so, further work has started to make this happen and improve the take up. The team at British Water will be looking to organise more networking and collaboration events and the Technical Forum will play a role in this by horizon scanning and seeking new markets where water and wastewater opportunities exist. The executive team at British Water is small and as a trade association it relies on member participation, I urge you to go to the British Water website and identify activities where you could contribute as a member.   • 37. The role of the technical forum is to coordinate all activities on technical and technological developments affecting the industry. This entails holding Focus Group meetings, monitoring technical development, regular dialogue with local and national authorities, regulators across the UK, standardisation bodies, and also academia. It acts as the portal for responses to consultations on technical issues, and coordinates inputs to standards and regulatory development. The Forum also prepares technical guidance, codes of practice documents and factsheets which are freely downloadable from the British Water website. British Water has widened its strategy to include water-related environmental and sustainability issues in other industry sectors in its area of influence. This has expanded the Technical Forum’s range of activities considerably, requiring challenging realignments of focus with members’ needs within the wider remit. The objectives of the Technical Forum are: • To promote collaboration, innovation and communication amongst our members and third parties • To publicise our members’ experience on technical issues affecting the water industry through focus groups, publications and conferences • To facilitate our members success and growth by assisting with technology transfer within the global water sector • To raise industry standards through the development of nationally recognised codes of practice Focus Groups The day-to-day work of the Technical Forum is carried out by Focus Groups, each formed to deal with a particular technical issue, or range of issues. The Technical Forum facilitates the dialogue between academia and industry, through visits, workshops and periodic communications. Commercial Activities The Technical Forum highlights, to an ever-widening audience, the technical experience of the British Water membership through conferences, seminars and other networking events, training courses and publications. Raising Industry Standards The Technical Forum aims to raise industry standards through the development of codes of practice that become nationally recognised standards. Our members have a key role in providing inputs based on their expertise to those documents. The Technical Forum has worked in the last years close to stakeholders across the UK to collaborate and find a common approach to the problems caused by Fats, Oils and Grease (FOG) in the sewers. Under the British Water umbrella, the FOG Forum was created, and lately invigorated, facilitating a co-operative dialogue across all the parties involved and affected by FOG. To raise industry standards and help raise awareness, the Grease Contractors‘ Association was created and supported from the beginning.   • 38. “TWENTY65 is paving the way for a future that delivers sustainable tailored solutions that positively impact on public health, the environment, the economy and society”. The current approach of centralised treatment and distribution of drinking water has made significant advances in protecting public health and fundamentally changing the way people live. However, the delivery of high quality drinking water to every home and building has come at a cost in terms of energy, capital, and impact on the environment. Moving into the future, population increase, aging infrastructure, and the need to better protect the natural environment all in the context of uncertain climate change will drive our current systems beyond breaking point. Given this situation, a grand challenge emerges: how can we tailor water systems to deliver positive impact on health, the environment, the economy, and society over the next 50 years? The TWENTY65 consortium, which includes the Universities of Sheffield, Exeter, Imperial College, Manchester, Newcastle, and Reading is tackling this grand challenge through research and collaboration across the water sector. Combinations of disruptive innovations are needed to change the current water paradigm to create more flexible and adaptive systems. The application of traditional technology-based solutions alone is not the way forward; there is no universal single innovation that, on its own, can address the interconnected and interacting pressures. Thus a suite of solutions will be required for each individual location, catchment, city, or neighbourhood. Our research will identify and develop disruptive innovations that can impact across the water cycle as well as to understand how to integrate these and other innovations, in a future context, to evaluate and optimise the performance of each suite of solutions and how these can best work synergistically with existing infrastructure systems. TWENTY65 comprises a variety of research themes linked and supported by a central water innovation hub. Fundamental science and engineering research is core to each theme, with significant impact and benefit resulting from deep and disruptive questioning around the current water management paradigm. Our research asks: • Can game changing treatments provide more sustainable alternatives to the current centralised treatment and distribution systems? • Can we align and exploit synergies between distributed water and energy systems to help meet the challenges of energy storage and renewable generation • Can we develop autonomous robots to replace human intervention in the monitoring and restoration of buried infrastructure? • Can we integrate storm water management with water supply to develop sustainable solutions? • How will future changes in catchments impact our water supply systems? • Can we define best practice for engagement to better support water stakeholders in changing their actions and behaviours? • Can we identify the key factors that influence multi- stakeholder collaboration to overcome barriers and accelerate innovation? • Can we develop future water scenarios to assess social and technical solutions to address the challenges faced? 38 www.britishwater.co.uk TWENTY65 Edit pages.indd 38 30/03/2017 10:41
  • 39. Consider the case of an urban area with a dense population. A large investment in infrastructure has been made over the past century and pipe networks will likely still represent the best way to deliver mass quantities of water. But to extract the best performance from these systems, we will need pervasive sensors to understand the location, condition and performance of this critical infrastructure. This data could be obtained by robotic autonomous systems, such that human intervention in buried infrastructure is eliminated in the future. If our water systems are well-understood thanks to robotic autonomous devices, there may be the ability to add value to the networks by using them for distributed energy storage. The energy sector is increasingly in need of energy storage to balance renewable energy sources and demand across their distribution grids. TWENTY65 will research the potential for using pumped water in combination with heat recovery and other energy generation technologies, at various scales, to serve as energy storage and thereby avoid costly energy grid upgrades. Such added value would help drive and underpin investment in water infrastructure, without directly affecting the price paid by consumers for clear water. Given the need to increase the sustainability of treatment and the influence of pipe infrastructure on water quality degradation, treatment technologies of the future should be considered at the point of need, matching water quality with water use. This paradigm shift will be investigated in TWENTY65 via multiple treatment options including treatment at the household or neighbourhood scale via gravity-fed advanced ultra and nano-membrane filters with little or no pre-treatment, introduction of novel treatments such as synthetic biology to remove fats, oils and greases at the customer sink, or novel adsorption/ion exchange and electrochemical oxidation processes to recover nutrients from wastewater and remove emerging pollutants. However, technological advances alone will not succeed in addressing future water challenges if providers, regulators, industry and the general public are not mobilised. Therefore, there is a great need to better understand and engage with a variety of stakeholders. The mobilisation research theme will develop a systematic framework for describing and assessing engagement activities, with the goal that stakeholder-based solutions be considered equally alongside other technical innovations to address future water challenges. Underpinning this vision for the future of water is the concept of a collaborative and innovative sector. Working collaboratively across the water supply chain from challenge identification through commercialisation and implementation at a water company (Figure 1) will be essential in achieving a sustainable outcome for the water sector in the future. TWENTY65 will be researching collaboration processes for innovation in this context and developing tools and models to guide future joint work efforts. Good collaboration requires great communication. The TWENTY65 Hub will serve as the central point of contact for a variety of cross-sector interactions to enable innovation, including through a set of Thought Leadership Clubs. Part of the journey to a new future is a shared vision, so the Hub will be developing a roadmap in consultation with water sector leaders, companies, researchers, and users. The first step in the road-mapping process is underway with the development of white papers about disruptive innovations, to lay out the current situation, the potential pathways forward, and the research needs to get there.   • 42. As the Chairman of the International Forum for 2014-2017, I am delighted once again to introduce this section of our Members’ Handbook. British Water’s International Forum provides information and networking opportunities for our member companies involved in exporting and overseas trade development. It links into other trade associations, business development groups and the UK Government’s trade promotion teams in the Department for International Trade (DIT). As such it provides a unique platform for companies wishing to expand their business overseas by entering new markets or introducing new technologies. The International Forum enables our members to: engage with potential clients or partners; understand new markets better; learn about forthcoming projects; and gain access to the UK Government’s teams of experts in DIT, in the UK and in our Embassies, High Commissions and Consulates abroad. The Forum provides a networking conduit for best practices and knowledge, and as such can help your company achieve greater export successes. The Forum normally meets 4 times a year, in London, with guest speakers on a range of export- related topics. When possible, meetings are scheduled to enable overseas delegations to attend. Member companies and associated organisations are encouraged to host these meetings to provide attendees with a closer understanding of that host’s international business focus and successes. Please note: we are always looking for volunteers to provide venues! Our biennial international membership survey has provided us with the geographical directions in which you would like to see us travel, and what areas of support you most need from us. These focus territories are shared with DIT’s team to ensure that our support is as effective as possible, and the countries are listed in the International Forum Update pages that follow. Also shown therein are the markets for which we can now provide mentoring support. We have established a small team of experts from our membership who have agreed to share their specialist business knowledge and experience for several key countries. Members who require specific assistance should contact our International Director, Lila Thompson, who will pass requests on to the relevant mentor. The International Forum has expanded its activities with partner organisations over the past 12 months. Whatever Brexit does actually mean for our members, you can be assured that British Water will act in your interests, to provide guidance and information and a route to Government for your questions and concerns. We undertook a rapid survey of members’ views in the weeks immediately following the Brexit referendum. Fascinatingly, more than twice as many respondents expressed optimism, rather than pessimism, when asked for their views of Brexit for their own company, but – not surprisingly – a large percentage (over a third) were undecided at the time. It was also interesting to note that when asked how Brexit would affect the water industry as a whole, more members were undecided (50%) and optimism and pessimism were exactly equally divided. Watch this space: we shall be conducting a follow-up survey soon and we intend to hold a Brexit debate in the early part of the coming year. At the last Forum I resigned from the Chair, having taken on the position of British Water’s Chief Executive. We are in the process of identifying my replacement in time for the next meeting. I wish whoever that might be every success and hope their time in the role is as enjoyable as my last three years have been. Benefits of Membership Aqua Europa (AE) is a European level association of national trade bodies, accredited by the European Commission (EC) to represent industry on issues relating to the supply chain of the water industry. As a membership organisation, it offers five key benefits: 1. AE provides relevant information to its members on an agreed list of “subjects of interest” in an easily understood form. This can provide early warning of issues arising at a European level and advice on progress in specific areas of policy. 2. Through its membership meetings and task groups, AE provides a forum for the identification and discussion of legitimate matters of broad concern and interest. This widens understanding and can lead to concerted action, where required. 3. AE is recognised by the EC and CEN as an international representative body. As such, it provides a platform, for use by its members, which is more readily accepted in Brussels than national associations acting alone. 4. With established relationships in the EC and CEN, AE can provide access to decision-makers and European institutions for a range of legitimate purposes. AE has been asked to present industry views on new regulations and directives early in the process of drafting. It also seeks redress on selected subjects when things go wrong. 5. As a broad representative organisation, AE seeks to provide leadership on selected topics of particular interest to its member associations, including the avoidance of new barriers to trade, harmonised standards for materials in contact with drinking water, the biocidal products regulations and political factors affecting trade. Recent examples of projects where Aqua Europa has taken an active role are as follows: 1. French Installation Guidelines for Small Sewage Treatment Plants – lobbying in Brussels to secure an informed review of national standards that presented possible new barriers to trade. 2. Water Treatment Chemicals in Hot Water Systems – support for consultancy input to a national technical committee where local considerations may lead to an unintentional restriction on trade in other member states. 3. Materials in Contact with Drinking Water – long- term programme of support for the development of harmonised standards across the EU and a “positive list” of materials that can be used without further approvals. 4. Biocidal Products Regulations – platform for a German-led initiative to develop and clarify the procedures for implementing the BPR, including its impact on in-situ generation of biocides from common precursors in swimming pools and elsewhere. 5. We are embarking on a period of probably the most significant change that our industry has experienced since privatisation over 25 years ago – fundamental change in the economic environment in which we operate, change in the organisational structures of many water companies and the opening up of market competition. This unprecedented level of change will undoubtedly present many challenges in the next three to five years but for some it will also create many opportunities. British Water is uniquely placed to help member organisations steer their way through this period of uncertainty through ongoing engagement with the water companies, regulators, delivery partners and the wider supply chain. It is however equally important that member organisations seize the opportunity to proactively engage in the process because now is the time to help influence and shape the future of our industry. The start of AMP6 has already experienced its fair share of change with the introduction of a TOTEX based approach and an ‘Outcome’ rather than ‘Output’ lead regulation, with associated Outcome Delivery Incentives. This change in approach, coupled with the structural reorganisation of a number of water companies to enable vertical segregation in preparation for the changing market conditions, has undoubtedly contributed to another slow start to the AMP period despite the early contractor involvement in some areas. Whilst we have experienced another slow start I believe that the industry is better placed now and more open to innovation than at any other time in its history. Innovation in technology; innovation in methods of construction, particularly with off-site build solutions; innovation in the collection and intelligent use of data; and innovation in commercial models, all of which will be vital in helping our clients outperform against their business plans to deliver excellent service to their customers. Retail competition starting in 2017 (followed later by competition in the retail domestic market), should not have a dramatic effect on the wholesale activities during AMP6 but as we move forward with PR19 the relationship between water companies, operators in the retail sector and customers will need to be carefully managed to maintain customer satisfaction. The Water 2020 regulatory reforms and the opening of the sewage sludge market has huge potential to unlock the true asset value of sludge treatment facilities and provide additional opportunities for British Water Members. Provided that environmental permitting and regulation is aligned we are very well placed as an industry to provide innovative technological and commercial offerings for the movement, treatment and disposal of biosolids to maximise energy generation and resource recycling.   • 53. The role of the UK forum is to provide focus for British Water activities in the UK marketplace. The UK Forum holds two main meetings each year, which address issues that are relevant to the supply chain, such as the client’s capital programmes, spend patterns, workload, skills requirements and innovation. The meetings, which usually include a visit to a member’s facilities or to a water industry project, include presentations from new members and presentations and/or workshops focussing on topical issues. They also offer an excellent opportunity to network. The success of the UK Forum is built on its regular liaison meetings with major players in the sector. Delegations of between 10 and 12 members represent the group at meetings with the ten water service companies in England and Wales plus Scottish Water and Northern Ireland Water, where discussions are held with senior procurement and engineering staff on a range of relevant topics. There are also liaison meetings with the economic and environmental regulators in both England and Wales and in Scotland. The UK Forum conducts a client performance survey on a yearly basis. This involves members and non- members ranking clients’ performance on a number of criteria, such as communication, contractual approach, procurement practice, business practice and health and safety. The outputs of the survey are used to provide valuable feedback to the companies on how they are viewed by the people that work with them, and the results are published on the British Water website. BIM4Water British Water provides the secretariat to the BIM4Water group which exists to support organisations in the water sector with the adoption of Building Information Modelling (BIM), or ‘Better Information Management’ (see article on page 60 for more information). BIM4Water is a cross-industry group open to all organisations involved in the management and delivery of water and wastewater assets. The group’s make-up is reflective of the sector, involving clients, contractors, consultants, suppliers, subcontractors and other bodies.   • 55. All change in 2017 At the time of writing, we can confidently say that the non household retail market will be competitive from 1 April. At least 1.2 million English businesses – which includes public sector organisations and charities as well as commercial entities – will be able to switch their water supplier, or renegotiate a better deal. To recap the basics for anyone who hasn’t followed these developments closely, water companies have carved the “retail” activities they perform for non household customers – primarily billing, payments handling, meter reading, and contact management – out of their main operations. This is similar to the energy model, where retail supply activities are divorced from networks and production. It is the water retail activities that will be subject to competition from April 2017. The remaining “wholesale” activities will remain regional monopolies. A massive programme of preparatory activity has been underway, not only within water companies but also to create a central market. Known as the Open Water programme, this central work has been conducted by the government in partnership with water regulator Ofwat and a specially created organisation called Market Operator Services Ltd (MOSL) which has been responsible for design and build of the IT system that will underpin the market. Progress to date The industry has been gearing up for this change for a few years now, but the last 12 months have been frenetic. The good news is the hard work has paid off and all the fundamental building blocks of the new market are in place: • The policy framework and rules that underpin all the necessary arrangements are largely agreed. • Central market systems and processes have been built and are currently being tested as the market operates in “shadow” mode – a sort of dry run before customers are involved. This is reported to be going well, with improvements being made continuously. • Water companies have restructured themselves, established new retail businesses, developed new systems and processes and loaded their data into the central system. • Around 20 companies look set to compete as retailers by April. Around half that number are new entrants and have either been awarded or are in the process of acquiring a licence from Ofwat to compete. These include retailers active in the Scottish market, existing water specialists and brand new start ups. The other half, those starting out with the bulk of the customers, are retailers associated with incumbent monopoly businesses. The picture here is complicated by a few things: • Retail exits: companies do not have to compete and can instead sell on their business customers to a third party. Southern Water is exiting to Business Stream, and both Thames Water and Portsmouth Water will exit to an independent company from the Scottish market, Castle Water. • Corporate moves: some firms are doing tie-ups to compete better together, including United Utilities/ Severn Trent through Water Plus and Pennon/South Staffordshire Group as Pennon Water Services. • Rebranding: many retail arms of traditional water companies have rebranded, some also relocating and recruiting new staff. The most radical to date is Three Sixty, the retail business from the Yorkshire Water stable, which has consciously moved away from a water-focused identity. • Regional variation: Welsh companies are not governed by the new rules due to devolved government policy. 7 09:21 MARKET REFORM 55 Edit pages.indd 55 30/03/2017 10:41

  • 57. The final push Of course, with a programme of this size and reach, there remains a lot to do before April. Transitioning the programme to enduring arrangements is work in progress. At a system level, work is underway to train users, while MOSL is gearing up to operate the open market. It will also begin the process of facilitating “pre- switches” in February to manage the high volume of transfers (97%) resulting from retail exits. Water companies are pushing on with their readiness preparations, which include “softer” aspects such as developing separate wholesale and retail cultures as well as the more formal requirements. There are also likely to be more corporate moves (mergers, joint ventures and so on) to come. Some problems look inevitable, though – for instance, the data in the central system is reputed to be of poor quality and some customers will be confused by the new deal. The latter won’t be helped by the very low customer awareness levels that persist with just a few months to go before switching becomes possible. The important thing for such matters is how they are handled once they emerge. Thoughts of all the involved stakeholders are now turning to after April and what the live market will be like. Among the key questions are: will customers switch? And what will the switching and new billing journey feel like? Are retail margins big enough to support an active market? What kind of service will retailers be able to provide on the costs they have been allowed? Will the playing field be level in practice? Ofwat published its draft market monitoring plans in January 2017 and proposed using a basket of measures. It has proposed using a basket of measures to evaluate progress in the round, rather than setting specific targets to achieve. There will be a lot of evidence to sift through, and a lot of aspects to watch. But whatever happens it is clear that the water sector will never be the same again; that customers have choice like never before; and that more reform is on the horizon. The vast London sewerage system was unprecedented in scope and scale, however the demands of an increasingly populated modern day London are proving too much for the antiquated network. Thames Water is developing three major multi-billion pound engineering schemes to help prevent sewer overflows and improve water quality in the Thames. Asset,in conjunction with their parent company,Uponor, was tasked by main contractors MVB to provide 880 metres of 3000mm internal diameter Weholite pipe to create the twin culvert pipeline outfall,which as well as servicing the Lee Outfall Tunnel,will also be the final discharge point for the Thames Tideway tunnel. The £635m Lee Tunnel will manage discharges from Abbey Mills Pumping Station in Stratford - London’s largest CSO - which accounts for 40% of the total discharge.In 2013 Asset International supplied over 5km of Weholite HDPE pipe for the Beckton Sewage Treatment Works upgrades.Weholite pipes were supplied in various sizes; ranging from 400mm to 3000mm in diameter.The pipes were used throughout the extensive project for inter-process pipe work,and all of the associated chamber fabrications.   • 59. 01633 273 08101633 273 081 In 2012,main contractors MVB approached Asset International Limited and Uponor Project Services to examine the complex design of the LeeTunnel twin culvert pipeline outfall. The Asset/Uponor designed twin culvert pipeline outfall project was divided into a land section,which was installed by MVB and a marine section,which was installed by marine contractor,Commercial Marine & Piling Ltd (CMP) alongside Uponor. The Asset and Uponor PS partnership set about using their combined design expertise for land and marine applications to re-engineer the project by creating a landmark design - the biggest plastic outfall ever installed in UK and one of the biggest in terms of diameter worldwide. The proposal to overcome this enormous challenge; inclusive of 880 metres of 3000mm diameter Weholite pipes laid as a twin culvert along with twelve large-scale Weholite Modular HDPE boxes; also the provision of installation,supervision,site services and health and safety management. The project was divided into a land section comprising of 105m of twin culvert laid at 10m depths. This section had the added complication of needing to break through the tidal protection wall that stops the Thames flooding Europe’s largest treatment works at Beckton.This issue was overcome by utilising a giant 7m x 11m x 5m Weholite Modular box to house a 3000mm spool section to complete the installation. The operation to install the remaining 335 metres of twin culvert section into the River Thames was carried out by marine contractor CMP,alongside the Asset and Uponor PS partnership.This ambitious marine project was complicated still further by the fact the pipes needed to be submerged under an existing jetty structure and sections of the project were often isolated by the tide (which in the Thames have a rise and fall of up to 7 metres),with no access from land. All the Weholite pipes and modular boxes were manufactured and prefabricated at Asset’s south Wales factory.The pipes were then delivered to site in 18 metre lengths,where they were welded into strings of up to 90 metres.The 50 tonne strings were then lifted onto the water using three mobile cranes in tandem and prepared for towing to the submersion site,located around 3km up river. Part of this preparation involved utilising Uponor’s patented grouting process which eliminates the need for heavy concrete collars to ballast the strings.This traditional way of installing marine pipelines can often be extremely risky during submersion.Filling the hollow Weholite profile with an inexpensive and pumpable grout is much safer and affords for a much quicker preparation time.With no concrete collars a smaller trench is needed,the dredging operation is minimised and the volume of excavation is therefore drastically reduced.Since submarine excavations are more expensive than on dry land the advantages of Weholite are transparent.By using the grouting system,Weholite submersion is much easier to control and ultimately safer. Once the pipe strings were ready,they were towed individually up river by tugboat and then submerged. Specialist divers were used to bolt up the innovatively designed quick connect flanges that joined each pipe string. The project also included installation of over 11,000 m2 of steel sheet piling to allow the dredging of the river bed so the pipes could be laid free from obstruction.Over 28,000 m3 of riverbed materials were dredged and much of the dredged materials were reused to backfill the pipes once installed.This provided an environmental advantage by vastly reducing the amount of materials to be taken off site,thereby saving on the carbon footprint. Emmanuel Costes,construction manager at MVB, commented:“We were very happy with the Weholite technology employed in the implementation of the Lee Tunnel Outfall pipeline.The specifications of the project were very particular,however the solutions provided by the Asset International/Uponor collaboration were impressive,ticking all of the boxes that this complex,and in many cases unique, project demanded.” The scale and scope of the installation means that not only has it become the UK’s largest plastic outfall pipeline,but it also represented the UKs first ever sub-sea installation of a sectional installed multi-directional sewage pipeline.   • 60. British Water Handbook 2017 Moving beyond BIM to realise the Business Objectives BIM supports BIM seems to be a term that has a Marmite effect on people, they love it or hate it. Often the perception that is held of BIM is whether it is interpreted as ‘Building Information Modelling’ or ‘Better Information Management’. The BIM4Water Owner Operators Group definitely see BIM as ‘Better Information Management’. In some organisations BIM is being recognised as an enabler that fits into the wider development of a digital business capitalising on the technology of the 4th Industrial Revolution. The BIM approach set out in PAS 1192:2 (Capital Projects/Construction Phase) and PAS 1192:3 (Operations Phase) is part of rethinking how we deliver to customers, the people paying the bills and receiving the services. The titles of PAS 1192:2 and 3 start with ‘Specification for information management…’, this should be where the water industry starts and be the primary focus with the objective of enabling improvement in the service to customers. There is now a growing set of tools which are being used in the delivery of construction and operations. This maturing Information Technology (IT) servicing design and construction; Engineering Technology (ET); and operations; Operations Technology (OT); is starting to converge. The benefits of the convergence of IT/OT/ET helps to resolve an issue that the water industry has wrestled with for many years, integrating design and construction with operations, maintenance and repair. Assets are created through projects to deliver a service, the creation of the asset starts with the development of the scheme using ET. A project is only an intervention in the life of an asset, as shown in Figure 1. The value in the ET models is often lost and not transferred into the OT environment. This means that when repair and maintenance is carried out information is not always available and updates to the asset data as a result of the repair and maintenance is not always recorded. When the next project comes along there are resurvey costs in building another ET model. The convergence of ET and OT enables the asset data to be kept up to date so the physical asset and the digital asset are in sync, sometimes referred to as the digital twin. 60 www.britishwater.co.uk BIM Figure 1 Edit pages.indd 60 30/03/2017 10:41

  • 63. There is another technology that is also maturing, which is the sensor industry, to monitor assets in the operations phase. This is part of the development of intelligent assets as part of the Industrial Internet of Things (IIoT). Designing these sensors into the ET model and understanding how the data will be used as part of the OT model enables asset performance monitoring to a new level. This can be further developed into asset performance modelling which enables predictive maintenance and proactive interventions. With predictive modelling, outages can be reduced, if an outage is unavoidable customers can be informed ahead of time if their service is going to be impacted. The water industry is in the early stages of developing the IT, ET and OT tools, it is clunky in the way that data and information moves or is linked between the Project Information Model (PIM) and the Asset Information Model (AIM). Resolving these interoperability and work process issues will take time, energy and investment. Justifying this investment is difficult if just viewed in the asset and project context. The real value of this effort is realised when placed in a business context as shown in Figure 2, an annotated extract from PAS 1192:3. ET and OT models need to support the overall business objectives in meeting the needs of various business stakeholders. Showing how OT and ET models can reduce risk, increase shareholder value, satisfy regulatory requirements and increase customer engagement should be some of the issues to be considered. For example, the introduction of water industry competition should be a driver to focus attention on asset data and performance. Understanding what the Organisational Information Requirements are is the first step in being able to set up the appropriate OT systems. The real benefits of BIM will be realised when the ET and OT systems are seen to be delivering business value in the C-Suite of organisations. Converging IT/ OT/ET and integrating live data from the IIoT is now delivering benefit in some organisations showing the opportunity ahead. British Water’s Programme of Innovation Exchanges has become established as the most successful way for the supply chain to meet decision makers within client organisations, understand what it is the client is looking for, and win business through innovation.
