Borvin’s 40 years of professional experience, 27 at a senior
level, comprises a mix of substantial private sector and
government assignments. Borvin is an independent consultant
and was formerly a Principal of a global consulting firm for 13
years. During that time he was its Australasia Water Leader,
Australasia and Global Mining Leader, and for 4 years a
member of its Region Board. He has also previously held
senior executive roles with the Government of South Australia
and with an engineering consultancy firm in the UK. He also
holds or has held various other board appointments as
referenced herein.
His current clients include Fulton Hogan, Barossa
Infrastructure Ltd, Concordia Land Management, Inside
Infrastructure, Colby Industries, Crown Solicitor’s Office and
Glenelg Engineering.
Capabilities and Experience
Borvin is sought out to provide independent expert opinion and
advice on a range of infrastructure projects in the public and
urban sectors as well as in mining, industry and agriculture.
He also has significant experience in water engineering, water
and wastewater treatment, recycling and re-use projects.
Borvin’s experience spans marketing and business
development, project creation and initiation, proposal, project
and design management, commissioning and operational
improvement.
He has considerable experience in contractual matters and
negotiations including claims management, dispute resolution
and provision of expert witness advice.
The combination of his broad technical, commercial and
governance experience as well as many years of detailed
design, operations and project oversight experience provide a
solid platform for adding value to projects and organisations.
Borvin’s strength is in putting his experience to work with all
stakeholders to an issue and jointly seeking sustainable,
holistic solutions and win-win outcomes.
Industry and Engineering Background
Borvin has a strong background in infrastructure design and
operations with a specialty in industrial and water engineering
including in physical, chemical and biological processes. This
underpins his operational and strategic management capability.
Over the last 20 years Borvin has directed and participated in a
wide variety of projects. The following projects were
highlights because of their technical challenges, opportunities
for innovation and potential economic and social benefits:

2. Environmental Impact Statement (EIS), AusMalt Wastewater
Treatment and Water Reuse Strategy, Broken Hill Drought
Proofing Strategy and Desalination Plant Procurement,
Macquarie Generation Drought Response Strategy, Adelaide
Desalination Transfer Pipeline Project, Surat Basin and Port of
Gladstone Infrastructure Studies, Arafura Resources Whyalla
Infrastructure Studies and Bassari Gold Infrastructure Studies
for a mine in Senegal, Africa. These projects variously
involved investigations, concept and/or detailed design and/or
documentation of infrastructure and processes including
reverse osmosis and metal and minerals separation, major
pipelines and pumping infrastructure, obtaining of planning
and environmental approvals, and providing advice during
commissioning.
Previous Experience
From 1997 to 2000 Borvin was an executive with the
Government of South Australia’s Major Projects Group and
project director of a number of important state development
projects involving partnering between the private and public
sectors. Highlights included leadership of the 20,000 ML/a
Virginia water re-use project and facilitation of the Willunga
Basin water re-use project. From 1993 to 1997 Borvin had a
general management role with a land development corporation
where he was responsible for providing leadership and
management of the corporation’s environmental activities. In
the early 1990’s Borvin resided in the United Kingdom and
was employed by a global consulting firm, formerly Acer now
Hyder. He project managed a major upgrade to a water
reclamation works near Birmingham and was design co-
ordinator for the construction of a major water treatment works
near Coventry. He was also engaged on environmental
assignments for other clients including the British Ministry of
Defence and Boeing Corporation for works in Saudi Arabia
and Kuwait.
Earlier in his career, Borvin held a variety of engineering roles
with the former EWS Department (now SA Water). An early
career highlight was being appointed in 1986 as
commissioning engineer of the 200ML/d Morgan Water
Filtration plant and then managing its operation and that of the
Morgan-Whyalla Pipeline for 3 years.
Policy, Inter and Intra Government Relations, Leadership
Whilst with the Government of South Australia, Borvin was
involved with the coordination and development of policy
advice aimed at greater utilisation of the capacity of the State
of South Australia’s water resources, land and infrastructure
assets. He has a sound understanding of the workings of both
the South Australian and Commonwealth governments,
particularly in the water resources, environmental and
economic development areas and at the strategic level. Borvin
has had a long held interest in leadership and in 2001-02
undertook an executive leadership program conducted by
London Business School.
