EXPERIENCE
a) Successfully managing projects
Some career achievements include the following.
Project Director (PD) and/or Project Manager (PM) for complex assignments. For example:
o Qatar Economic Zone 3 master planning, preliminary engineering, environmental assessment,
building information management (BIM), sustainability certification, and all government approvals
for the creation of a 34km2
economic zone (infrastructure included roads, water, electrical, telecoms
and district cooling) [PD+PM];
o Rouse Hill infrastructure development (a 30,000 home development with third pipe connection)
[PD];
o Sydney Desalination Project as the Owner’s Engineer (for feasibility and concept design stages) [PD];
o Biosolids management and reuse strategy for the Emirate of Abu Dhabi (the first in UAE) [PD+PM]];
o Performance based road maintenance contract for Abu Dhabi (the first PBMC in UAE) [PD+PM]; and
o Development of an accredited Environmental Health and Safety Management System (EHSMS) for
the Abu Dhabi Police Department [PD].

Managing the engineering business for Australian Water Technologies (AWT) that successfully delivered over
1000 projects including:
o environmental and systems planning projects in New Zealand;
o Fort Bonifacio infrastructure design (Philippines);
o Inland and coastal sewage treatment plant upgrades in NSW;
o Sydney watermains scrubbing program;
o Sydney Overflow Abatement Program; and
o Warragamba Spillway construction.
Executive participation in the development of strategies for Sydney in regard to guaranteeing quality water
supply, maintaining asset condition, meeting OHS and environmental performance requirements, and
maintaining financial sustainability.
Managing the partnership between the NSW Environment Protection Authority and Sydney Water
Corporation to develop and execute environmental performance programs for the deep water ocean disposal
of effluent for Sydney. These programs covered both pre and post commissioning phases.
Leadership of Sydney Water’s stormwater business with assets comprising over 500km of trunk drainage,
pump stations and wetlands. These assets interacted with 31 of the 41 Councils in the Sydney metropolitan
area.
b) Multidisciplinary team leadership abilities
Jeff has worked closely with diverse range of contractors, engineering teams, planners, economists, scientists
and community relation experts, and with people of many different cultural backgrounds, to deliver projects
including large land development projects, treatment plants, asset condition assessments, conveyance pipelines,
storage tanks, an international university, a teaching hospital, ocean outfalls, coastal land development schemes,
backlog sewerage schemes, alternate water supply initiatives, and a biosolids program. He has managed teams
involving various disciplines from multiple organisations, a notable example being the offshore environmental
studies for Sydney’s three deep tunnel outfalls and the biosolids strategy for Abu Dhabi.
He has significant experience in working with state/regional/local governments in Australia and New Zealand.
For example, he worked closely with stakeholders on the design and implementation of land protection
measures for many of the coastal councils in NSW (including Ballina Shire, Great Lakes Shire, Port Stephens Shire,
Newcastle City, Lake Macquarie Shire, Gosford City and Shellharbour Shire). He was also a member NSW
government, Queensland Government and Gold Coast City group that negotiated the transfer of coastal sand
reserves from the Tweed to Gold Coast beaches.
His leadership of large and complex projects has often involved drawing on the expertise of technical specialists
across various fields and international locations. Recent, exemplary examples of this practice has been the Abu
Dhabi biosolids strategy and the Qatar Economic Zone 3 industrial park (master plan and engineering design).

c) Development and maintenance of client and stakeholder relations
Jeff has been in the role of Client Relationship Manager (CRM) to MANATEQ (a Qatar government developer),
Nakheel (a Dubai government developer), Abu Dhabi Department of Transport, Sydney Water Corporation, Abu
Dhabi Sewerage Services Company, and South Australian Water Corporation.
Jeff was also responsible for establishing and maintaining an Alliance Agreement between the Government of Fiji
and Sydney Water. He was also responsible for positioning and securing GHD’s appointments to both Sydney
Water and SA Water consulting panels (3+2 year preferred provider contracts).
d) Communication, negotiation and contracts
Jeff has managed business units up to 450 people and can demonstrate key outcomes in regard to strategic
frameworks, customer focus, market growth, up-skilling staff, corporate governance, risk management and
product development. Achieving business improvements and commercial returns was underpinned by frequent
and clear communications including ‘walk the talk’, staff presentations, newsletters, etc.
He has reported to company Boards for six years, been a member of Board committees (Audit Committee,
Strategy Committee) and advisory committees (University of NSW Industry Advisory Committee), presented at
conferences and business forums, written well over 100 significant reports and edited many more.
He has considerable experience in contracts and negotiations through repeated involvement in complex
assignments, including design and construct projects, and through business leadership positions, including CEO
and international leadership roles where situation based negotiation skills are imperative.
